ORDINANCE NO. 2831.
An Ordinance providing for the issuance of improvement bonds of the
City of Salina, Kansas in the sum of $5,185.00 to pay the cost
of building and constructing certain lateral sewers in said
City.
WHEREAS, in pursuance of proceedings duly had according to law,
contracts have been let and performed for the building and construction
of the following described lateral sanitary sewers and manholes, to-
gether with excavating and backfilling in the City of Salina,T4ansas,
to -wit:
A lateral sanitary sewer in lateral sewer district
Number 6-F, commencing at the proposed manhole at the
intersection of %uenth Street and Crawford Avenue in
said City, running thence south to Frost Street therein,
including one (1) manhole and the necessary excavating
and backfilling;
A lateral sanitary sewer in Lateral sewer district
Number 6-C, commencing at the present manhole at the
intersection of Park Street and Phillips Street in
said City, running thence_ north to bishop Street there-
in, including two (2) manholes and the necessary exca-
vating and backfilling;
A lateral sanitary sewer in lateral sewer district
Number 5-C, commencing at the present manhole at the
intersection of University Place and Railroad Street
in said City, running thence south on Railroad Street
to Walnut Street therein, including one (1) manhole
and the necessary excavating and backfilling;
A lateral sanitary sewer in lateral sewer district
Number 4-F, commencing at the present manhole at the
intersection of Tenth Street and Charles Street in
said City, one lateral running west to Eleventh
Street and one lateral running east to Ninth street
therein, including two (2) manholes and the necessary
excavating and backfilling;
A lateral sanitary sewer in lateral sewer'district Number
5-F, commencing at the present manhole at the inter-
section of Tenth Street and Crawford Avenue in said
City, running thence east to Ninth Street therein, in-
cluding two (2) manholes and the necessary excavating
and backfilling;
A lateral sanitary sewer in lateral sewer district
Number 7-F, commencing at the present manhole at the
intersection of bond Street and Ninth Street in said
City, running thence south to Republic Avenue therein,
including three (3) manholes and the necessary excavating
and backfilling;
A lateral sanitary sewer in lateral sewer district Number
9- F, commencing at the present manhole at the inter-
section of Fourth Street and Republic Avenue in said
City, running thence east to 'third Street therein,
including one (1) manhole and the necessary excavating
and backfilling;
A lateral sanitary sewer in lateral sewer district
Number 8-F, commencing at the proposed manhole at the
intersection of Fifth Street and Wilson Street in
said City, running thence east to Third Street therein,
including three (3) manholes and the necessary excava-
ting and backfilling.
WHEREAS, the cost of said improvements shall be paid by
special assessments levied upon the lots and pieces of ground
liable therefor and the amount thereof has been ascertained and
is hereby found and determined to be the sum of 05,838.61, which
said last amount -has been heretofore duly assessed and apportioned.
to the several lots and pieces of ground in the lateral sewer
districts in said City liable therefor, payable in ten equal
annual installments according to law and as provided in ordinances
of the City of "alina heretofore duly passed and approved, and
WHEREAS, the amount of said special assessments for which
bonds are to be issued as herein provided in anticipation of
said special assessments which remain unpaid has been ascertained
and is hereby determined and found to be the sum of $p5,185.00, the
difference between said last two named amounts having been paid
by the property owners in said above named lateral sewer districts
whose property has been discharged from any further assessments
for the cost of said improvements in the amount paid, NOW THERE-
FORE,
BE IT ORDAINED by the Board of Commissioners of the "ity of Salina,
Kansas:
Section 1. That the cost of said improvements, after de-
ducting therefrom the assessments heretofore paid thereon as
aforesaid, shall be paid in ten equal annual installments instead
of levying the entire cost at one time; the first installment of
which is to be paid with the taxes for the year 1923 and one
installment with the taxes for each succeeding year thereafter
until the whole amount thereof shall have been paid, and that until
the whole amount thereof shall have been paid and that for such
installments there shall be and are hereby issued Improvement
Bonds of the City of Salina, rnansas in the aggregate sum of
,$507.85.00 as hereinafter provided.
Section 2. 6aid issue of bonds shall consist of ten (10)
bonds of the denomination of $518.50 each, said bonds to be
numbered from one (1) to ten (10) inclusive, all bearing interest
at the rate of four and three --quarters per centum (44%) per annum,
interest payable semi-annually upon the first day of May and upon
the first day of November of each year after the date of said bonds,
which bonds shall be dated May lst, 1923, except the first interest
payment on said bonds which shall be due and payable on the lst
day of May 1924. Said bonds shall have interest coupons attached
thereto and said bonds shall become due and payable as follows;

Section 3. Said bonds shall be signed by the Mayor and shall
be attested by the Clerk of the City of Salina, Kansas and shall
have the corporate seal of the City attached thereto. Interest
coupons to said bonds shall be signed by said Clerk and both bonds
and coupons shall be paid at the fiscal agency of the otate of
Kansas in the Uity of Topeka, Kansas.
Section 4. Said bonds shall be executed in the form and
shall contain recitals substantially as follows;

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina in the
County of Saline and otate of Kansas for value received hereby ac-
knowledges itself to be indebted and promises to pay the sum of
in lawful money of the United States of America on the

three-quarters per centum (4`-%) per annum, the first installment of
which shall be payable May 1st, 1924 and interest payable semi-
annually thereafter until the principal sum shall have been paid,
upon the presentation and surrender of the proper interest coupon
hereto attached, bearingthe signature of the Cle_i-k;of said City, as
they severally become due and payable. Both principal and interest
are payable at the fiscal agency of the otate of Kansas in the pity
of Topeka, Kansas; and the City of balina, Kansas is held firmly and
bound and its faith and credit and all real and personal property in
said City are hereby pledged for the prompt payment of the principal
and interest of this bond upon its maturity.
This bond is one of a series of bonds of like date and tenor issued
by the said Uity of Salina, Kansas to pay for sewer improvements in and
for said City under and by authority of and in compliance with the
provisions of the laws of the Mate of Kansas governing Cities of the
first class and in compliance with an ordinance duly and legally passed
by the Board of Uommissioners of said pity on the _ day of July,
1923.
And it is hereby declared and certified that all acts, conditions
and things require to be done and to exist in regular form as required
by the constitution and laws of the State of Kansas and that the total
indebtedness of saidQity including this series of bonds does not ex-
ceed any constitutional or -statutory limit.
IN WITNESS WHEREOF, said City of Salina by its Board of Oommission-
ers has caused this bond to be signed by its Mayor and attested by its
Clerk and its corporate seal is hereto attached.

Section 5. The first interest coupon to be attached to said
bonds shall be substantially as follows:

Section 6. The Mayor and City Clerk of the "ity of oalina,
Kansas are hereby authorized and directed, without unnecessary de-
lay to prepare and execute said bonds and coupons, and that when
executed, said bonds shall be registered with the city clerk of the
City of oalina, Kansas and shall be registered with the "uditor of
the State of Kansas as required by law, and shall be delivered to
the Uontractor, The Salina Plumbing Company, constructing such im-
provements in proportion to the amounts due him for such work and
improvements, provided however, that said bonds snall not be delivered
to said contractor in a greater amount or sum than the amount due and-
owing for the cost of said improvement.
Section 7.. Said Board of Commissioners shall make provisions
for the payment of the principal and interest on said bonds asthe
same become due and payable by levying a tax on the property liable
therefor.
Section 8. This ordinance shall take effect and be in full
force from and after its publication once in the official City paper.

An Ordinance providing for the issuance of improvement bonds of
the City of Salina, Kansas in the sum of 05,185.00 to pay
the costs of building and constructing certain lateral
sewers in said City.
WHEREAS, in pursuance of proceedings duly had according

WHEREAS, the cost of said improvements shall be paid
by special assessments levied upon the lots and pieces of ground
liable therefor and the amount thereof has been ascertained and

BE IT ORDAINED by the Board of Commissioners of the City of
Salina, Kansas:
Section 1. That the cost of said improvements, after
deducting therefrom the assessments heretofore paid thereon as
aforesaid, shall be paid in ten equal annual installments instead
of levying ;the entire cost at one time; the first installment of
which is to be paid with the taxes for the year 1923 and one
installment with the taxes for each succeeding year thereafter
until the whole amount thereof shall have been paid, and that
for such installments the re shall be and are hereby issued
Improvement Bonds of the City of Salina, Kansas in the aggregate
sum of $5,185.00 as hereinafter provided.
Section 2. Said issue of bonds shall consist of ten (10)
