2808 Levy AssessmentsORDINANCE NO. An Ordinance relating to and apportioning and levying special asses ments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing, guttering, exca- vating., grading and paving Crawford Avenue in said City from the west line of Tenth Street to the west line of Ninth Street therein, and relating to and providing for the collect ion and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the Oity of Salina, Kansas: Section 1. For the purpose of paying the cost of curbing, guttering, excavating, grading and paving Crawford Avenue in the City of Salina, Kansas from the west line of Tenth Street to the west line of Ninth Street in said City, there are hereby levied and aspersed on the property liable therefor, being all of the lots and pieces .of ground lying on either side of Crawford Avenue for the distance improved as aforesaid to the center of the block on either side thereof according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground here- tofore made by three disinterested appraisers, appointed by the Board of Commissioners of the City of Salina, Kansas which said appraisement is hereby referred to and made a part of this ordinance and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground for the purpose aforesaid are hereby found and determined to be>,as follows:.. Said amounts levied., apportioned and a�sessqu aforesaid, shall be due a nd.collectible in 10 equal install- ments, the first becoming due with the to xes levied for the year 1923 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance provided; PRO- VIDED, that the owner of any piece of property liable for any such assessment :may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the: publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of said imp:^ovements, ^.nd his property so paid on shall not thereafter be 1'.abl.e fcr cny further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of o.:ound described in this ordin- ance 6% interest per annum on al'. of said installments therein mentioned from the date of the bonds, which may be issued at the end of thiaty days, as specified in the preceding section hereof, as by law provided to the time of collection of the last installment, as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said City to annually at the s a.me time other taxes are certi- fied, and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County; I.ansas, a full list of a 11 property liable to assessment and tax3.cior for such work and improvement, except such proper -.-y on which she special assessments afore- said have been paid in full as hereinbefore provided, to- gether with the respect'.\(e amounts due on each of such lots I and pieces of ground, which amounts shall include the annual installments of such special assessments together with the interest for one year at the rate of 6% per annum, onall unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided shall be placed upon the tax roll by the Bounty Clerk of Saline County, Kansas, and collected as all other taxes are collected.
