2908 Duties of Building InspectorOIRDINANCE 110. 2908 (Published in Tb -e Salim Daily 'anion 1925) An Ordinance creating the office of Building Inspector, defining the duties thereof and providing for the pa�mient of a salary therefor, and repealing any ordinances or parts of ordinances in conflict herewith. B]H,' IT ORDAINED by the Board of Cormissioners of the City of Salina, Kansas: Section l.- That there be and there is hereby created the office of Building inspector in the City of Salina, Kansas and that the City 11anager of said City be and he is hereby authorized to appoint to such position such person as shall, in his opinion," possess the necessary experience and qualifications to properly discharge the duties of the save. T'll-tat said Building Inspector shah be appointed for a period of one (1) year., subject hoyrver to dismissal at the option and pleasure of said City Manager. Section 2. That it shall be the duty of said Building In- spector to examine all buildings in the course of erection, con- struction, alteration or re -location within the City of Salina together with the heating, plumbing and electrical work thereof, for the purpose of determining whether or not the same are ti being erected, constructed or altered in compliance with the permits given thereofor and in compliance with the ordinances of said City appertaining to the erection,, construction and alteration of buildings and all portions thereof. It shall be the duty of said Building Inspector to inspect all such buildings in the course or erection, construction alteration or relocation as regards the construction of flues, heating apparatus, plumb- ing and electrical work and general construction., and to deteri-Ane 1: whether the same has been built or is being built in conformity to the ordinances of said City and in such a manner as to be - Without defects or causes liable to endanger property or life. It shall be the duty 6f said Building Inspector to ascertain and determine the need of enforcement and to co-operate in the enforcement of all ordinances appertaining to the safe and law- ful construction of buildings and he shall have full authority to adopt and enforce all such prudent emergency measures as he pedient for the public safety and as may deem necessary and exe may not be inconsistent with law. Section 3. Every person, persons, company., co -partnership or corporation engaged either as principal or agent in the con- struction of any building within the corporate limits of the City shall ray to said City, as and for the cost of the inspection of said building by said Building Inspector the fees now pro- vided for in the existing ordinances of the City of Salina, in the it same manner and to be accounted for in the sane xray as provided for in such ordinances. Section 4. Every such person of persons shall, during and hh through the construction of any building or buildings, permit the Building Inspector of the City of Salina free access to all parts of such structure during the erection thereof, to the, end that a proper inspection of the same may be made and any person or persons who shall fail or refuse to pay the proper fee for such inspection or who shall willfully refuse or fail to permit said officer or his assistants to have access to such building or to make a proper inspection thereof, or who shall violate any of the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be fined in the sun of not less than $5.00 nor more than .'50.00 or sentenced to confinement in the City Jail of said City for a period of not more than thirty (30) days or may receive both such fine and imprisonment as the Court shall de- termine. Section 5. That the duties of said Building Inspector shall include all of the dutues prescrived for and to be performed by the Fire Chief, the Electrical Inspector and the Plumbing In- spector under the provisions of Ordinance No. 1510 as amended, and under Ordinances Nos. 2500 and 1618 as amended., and wherever the words Fire Chief, Electrical Inspector or Plumbing Inspector occur in any of such ordinances the same shall be considered as refer- ring to the Building Inse-petor as in this ordinance provided for and the said ordinances above referred to are hereby amended to conform to the term -s and provisions of this ordinance, provided however that this ordinance shall be considered supplemental to and not repealing the ordinance above mentioned, except as above referred to and except in so far as they may be in conflict herewith. tl Section 6* There shall be paid to the Building Inspector of said City., as a salary the sum of One Hundred Fifty and no/100 Dolars (!50.00) per month and such inspector shall devote all of his time to the duties of said position. Section 7. That all ordinances it parts of ordinances in for as they may be in f conflict herewith are hereby repealed in so I conflict with the provisions of this ordinance. Section 8. This ordinance shall take effect and be in full force from and after its publication once in the official City paper. introduced for -first reading, December 17th, 1923.
