2794 Levy AssessmentsORDINANCE NO. 2794 .line Dailv Union C 192 An Ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing, gut- tering, excavating, grading and paving PHILLIPS STREET in said City from the north line of Park Street to the south line of Bishop Street therein, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the Oity of Salina, Kansas: Section 1. For the purpose of paying the cost of curbing, guttering, excavating, grading and paving PHILLIPS STREET in the City of Salina, Kansas from the north line of Park Street to the south line of nishop Street in said City there are hereby levied and assessed on the property liable therefor, being all of the lots and pieces of ground lying on either side of said Phillips Street for the distance improved as aforesaid to the center of the block on either side thereof, according to the appraised val- ue of such lots and pieces of ground without regard to the build- ings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessment being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested apprais- ers, appointed by the Board of Commissioners of the City of Salina, Kansas which said appraisement is hereby referred to and made a part of this ordinance and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground for the purpose aforesaid are hereby found and determined to be as fol- lows: PHILLIPS STREET FROM PERK STREET TO ELM -weaver'g Lddition- Lot 260 Elm Street Lot 28, Elm Street. Said amounts levied, apportioned and assessed afore- said shall be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1923 and one of said installments falling due each and every year thereafter until all are paid and all to be collected with interest as in this orainance pro- vided; PRuV1DED, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same as in this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of said improve- ments and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. Where is hereby further levied and assessed against each lot and piece of ground described in this ordinance 6% interest per annum on all of said installments therein mentioned from the date of the bonds, which may be issued at the end of thirty days as speci- fied in the preceding section hereof, as by law provided to the time of collection of the last installment, as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said City to annually, at the same time other taxes are certified and until all of said assessments so apportioned and levied herein have been certi- fied, to certify to the County Clerk.of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided together with the respective amounts due on each of such lots and pieces of ground, which amounts skull include the installments of such special assessments together with the interest for one year at the rate of 67o interest per annum on all unpaid.balances of such assess= ments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collect8 ed as all other taxes are collected.
