2792 Levy AssessmentsORDINANCE NO. 2792. ---- (Published in The Salina An Ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing, gutter- ing, excavating, grading and paving ELEVBNTH STREET in said City from the south line of Charles Street to the north line of Crawford Avenue therein, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. For the purpose of paying the cost of curbing, guttering, excavating, grading and paving ELEVENTH STREET in the City of Salina, Kansas from the south line of ''harles Street to the north line of Crawford Avenue in said City, there are hereby levied and assessed on the property liable therefor, being all of the lots and pieces of ground lying on either side of said Eleventh Street for the distance improved as aforesaid, to the center of the block on either side thereof, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments, covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three die - interested appraisers appointed by the Board of Commissioners of the -City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground for the purpose aforesaid are hereby found and determined to be as follows; ELEVENTH STREET FROM CF.ARLES STREET TO CRAWFORD AVENUE South Park Addition South 50 feet Lot 2, Block 15, $218.30 North 50 feet Lot 2, Block 15, 311.85 Lot 4, Block 15, 467.78 South 60 feet Lot 6, Block 15, 336.81 North 40 feet Lot 6, Block 15, 218.30 Lot 8, Block 15, 561.33 Lot 10, Block 15, 686.08 East 50 feet Lot 1, Block 16, 233.90 VVlest 150 feet Lot 12 Block 16, 686.08 North 50 feet Lot 3, Block 16, 265.08 South 50 feet Lot 3, Block 16, 265.08 South 50 feet of 5, Block 16, 265.08 North 50 feet of 5, Block 16, 265.08 Lot 71 Block 16, 530.15 North 1/2 Lot 9, Block 16, 249.48 South 1/2 Lot 9, Block 16, 436.59 Section 2. Said amounts levied,,apportioned and assessed aforesaid shall be due an'd'colleetible in ten equal installments, the first becoming due with the taxes levied for the year 1923, and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance provided, PROVIDED, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City -Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said City in payment of the bal- ance of said improvements, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 6% interest per annum on all of said installments therein mentioned from the date of the bonds, which may be issued at the end of thirty days, as specified in the preceding section hereof, as by law provided to the time of collection of the last installment, as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Cilerk of said City to annually at the same time other taxes are certified, and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas a full list of all property liable to assessment and taxation for such work and improvements, except such property on which the special assess- ments aforesaid have been paid in full as hereinbefore provided, to- gether with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual installments of such special assessments together with the interest for one year at the rate of 6% per annum, on all unpaid balances of such assessments at the beginning of each such year as aforesaid and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected. Section 4. This ordinance shall take effect and be in full force from and after its publication once in the official City paper. Introduced for first reading, May 28th, 1923.
