2782 Levy AssessmentsORDINANCE NO. 2762 An Ordinance relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of building and constracting a lateral sanitary sewer in Lateral Sewer District Number 6-C.insaid City and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas; Section 1. For the purpose of paying the cost of building and constructing a ten -inch sanitary lateral sewer in Lateral Sewer District'Number 6-C in the City of Salina, Kansas commencing at the present manhole at -the intersection of Park Street and Phillips Street, running thence north on Phillips Street to Bishop Street 880 feet with two manholes, there are hereby levied and assessed on the property liable therefor, being all of the lots and pieces of ground situate in and comprising said Lateral Sewer District Number 6-C as heretofore provided for and established by Ordinance Number 2662, which are epee- ially benefited by said sewer, according to the appraised value of such lots and pieces of ground without regard to the buildings or improve- ments thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation or appraisement of said lots and pieoesof ground heretofore made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against each of said lots and pieces of ground for the purpose aforesaid are hereby found and determ- ined to be as follows: PHILLIPS STREET FROM PAhK STREET TO BISHOP STREET. Said amounts levied, apportioned and assessed aforesaid, shall be due and collectible in ten equal installments the -first becoming due with the taxes levied for the year 1923 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with int- erest as in this ordinance provided; PRvVIDED, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated at any time within thirty days after the publication of this ordinance and before the issuance of said bonds of said City in payment of the balance of said improvements, and his property so paid on shall not thereafter be liable nor any Further assessments for the cost of said improvements, nor fb r the said bonds. Section 3. There is hereby further levied and assessed, against each lot and piece of ground described in this ordinance 6% interest per annum on all of said installments therein mention- ed from the date of the bonds, which may be issued at the end of thirty days, as specified in the preceding section hereof, as by law provided to the time of collection of the last installment, as provided by law, which said interest shall be collected ann- ually at the same time and in the same manner as said install- ments nstallments are collected; and after the taking effect of this ordin- ance it shall be the duty of the City Clerk of said City to annually at the same time and in the same manner other taxes are certified and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas a full "list of all property liable to assessment and tazation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground which amounts shall include the annual installmentsof such spec- ial assessments together with the interest for one year at the rate of 6% per annum, on ail unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected.
