An Ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas to pay the cost of curbing, gutter-
ing, excavating, grading and paving CHAt(LES STREET in said
City from the west line of Ninth Street to the east line
of Eleventh otreet therein, and relating to and providing
for the collection and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of
Salina, Kansas:
Section 1. For the purpose of paying for the cost of curb-
ing, guttering, excavating, grading and paving CHARLES STREET
in the City of Salina, Kansas from the west line of Ninth Street
to the east line of Eleventh Street in -said City, there are here
by levied and assessed on the property liable therefor, being
all of the lots and pieces of ground lying on either side of said
CHARLES S'rREET for the distance improved as aforesaid to the
center of the block on either side thereof, accord ng to the
appraised value of such lots and pieces of ground without regard,
to the buildings or improvements thereon, special assessments
covering the cost of such work and improvements, said special
assessments being based'on the special valuation and appraisement
of said lots and pieces of ground heretofore made by three dis-
interested appraisers, appointed by the Board cr "ommissioners of

referred to and made a part of this ordinance and the several
amounts levied, apportionedand assessed against each of said
lots and pieces of ground for the purpose aforesaid are hereby
found and determined to be as follows:

Section 2. Said amounts levied, apportioned and assessed
aforesaid shall be due and collectible in 10 equal installments,
the first becoming duewith the taxes levied for the year 1923 and
one of said installments falling due each and every year thereafter
until all are paid, and all tbobe collected with interest as in
this ordinance provided; PROVIDED, that the owner of any piece of
property liable for any . -z uch assessment may redeem his property from
such liability by paying into the City i'reasury the entire amount
chargeable against the same, as in this ordinance designated, at any
time within thirty days after the publication of this ordinance and
before the issuance of the bonds of said City in payment of the balance
of said improvements, and: his property so paid on shall not thereafter
be liable for any further assessments for the cost of said improvements,
nor for any part of said bonds.
Section 3. There is hereby further levied and assessed against
each lot and piece of ground described'in this ordinance 6/a interest
per annum on all of said installments therein mentioned from the date
of the bonds, which may be issued at the end of thirty days, as speci-
fied in the preceding section hereof, as by law provided to the time of
collection of the last installment,as provided by law, which said int-
erest shall be collected annually at the same time and in the same
manner as said installments are collected; and after the taking effect
of this ordinance it shall be the duty of the Uity clerk of said City
to annually at the same time other taxes are certified and until all.
of said assessments so apportioned and levied herein have been
certified+, to certify to the County Clerk of Saline County,
Kansas, a full list of all property liable to assessment and
taxation for such work and improvement, except such property on
which the special assessments aforesaid nave been paid in full
as hereinbefore provided, together with the respective amounts
due on each of such lots and pieces of ground, which amounts
shall include the annual installments of such special assessments
together with the interest for one year at the rate of 6�6 per
annum on all unpaid balances of such assessments at the beginning
of each such year as aforesaid, and such amounts so certified,
as hereby provided shall be placed upon the tax roll by the
County Clerk of saline County, Kansas and collected as all other
taxes are collected.
Section 4. This ordinance shall take effect and be in
full force from and after its publication once in the official
City paper.
