An urdihance.relating to and apportioning and levying special
assessments on. certain 'lots! and pieces of 'ground in the City
of Salina, Kansa,s to pay the cost of excavating,, grading,
curbing, guttering.,and- paving College Avenue in said City
from the south line of Walnut Street to the north line of
Sprued'Street therein, and'relating to and providing for the
collection and payment of such assessments.
BE IT ORDAINED by, the Board of Commissioners 'of the City of Salina,
"ansas:
Section 1. For the purpose of paying -for the cost of curbing,
guttering, excavating, grading and paving College.Avenue in the
City of Saliha, Kansas from the south line of Walnut -Street to the
north line of:Spruce Street in said City, there are hereby levied
and assessed on the property liable thereof,r.being all of the lots
and pieces of ground lying on either side of said College.Avenue for
the distance improved as aforesaid to the center of the block on
either side thereof, according to the appraised value of such lots
and pieces.of.ground; without regard to the buildings or improvements
thereon, special assessments covering the cost of such work and
improvements, said special assessments being based on the special
valuation and appraisement of said lots and piecesof ground heretofore
made by three disinterested appraisers, appointed by the Board of
Commissioners of the City of Salina, Kansas, which said appraisement
is hereby referred to and made 'a•part,of this ordinance and the
several amounts levied; apportioned and assessed against each og
said lots and pieces of ground for the purpose aforesaid are hereby
found and determined 'to be ae follows':

Section 2. Said amounts levied, apportioned and assessed
aforesaid shall•be due and collectible in 10 equal installments,
the first becoming due with the taxes levied for the year 1923,
and one of said installments falling due each and every year
thereafter until all are paid, and all to be collected with
interest as in this ordinance provided; PROVIDED, that the owner
of any piece of property liable for any such assessment may re-
deem his property from such liability by paying into the City
Treasury the entire amount chargeable against the same, as in
this ordinance designated, at any time within thirty days after
the publication of this ordinance and before the issuance of the
bonds in payment of the balance .of sand improvements, and his
property so paid on shall not thereafter be liable for any fur-
ther assessments for the cost of said improvements, nor for any
part of said bonds.
Section 3. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
6% interest per annum on all of said installments therein men-
tioned from the date of the bonds, which may be issued at the end
of thirty days, as specified in the preceding section hereof, as
by law provided to the time of collection of the last installment,
as provided by law, which said interest shall be collected annually
at the same time and in the -same -manner as said installments are
collected; and after the taking effect of this ordinance it shall be
the duty of the City Ulerk of said City to annually at the same time
other taxes are certified, and until all of said assessments so appor-
tioned and levied herein have -been certified, to certify to the County
Clerk'of Saline County, Kansas a full list of all property liable to
assessment and taxation for such work and improvement, except such pro
erty on which the special assessments aforesaid have been paid in full
as hereinbefore provided, together with the respective amounts due on
each of such lots and pieces of ground, which amounts shall include
the annual installments of such special assessments together with the
interest for one year at the rate of 6% per annum, on all unpaid balan
of such assessments to the beginning of each year as aforesaid, and
such amounts so certified as herein provided shall be placed upon the
tax roll by the County Clerk of Salina County, Kansas and collected
as all other taxes are collected.
Section 4. This ordinance shall take effect and be in full
force from and after its publication once in the official City paper.

An Ordinance relating to and apportioning and levying special as,sess-
merits on certain lots and pieces of ground in the City of
Salina, Kansas, to pay the cost of excavating, grading, curbing,
guttering and paving COLLEGE AVENUE in said City from the
south line of Walnut Street to the north line of Spruce Street
therein, and relating; to and providing for the collection and
payment of such assessments-.
