ORDINANCE'NO.'2774
An Ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas to pay the cost of excavating,
grading, curbing, guttering and paving College Avenue
in said City from the north line of Spruce Street to the
north line of South Street therein, and relating to and
providing for the collection and payment of such assessment,
BE IT ORDAINED by the Board of Commissioners of.the-.city of
Lina, Kansas.
Section 1. For the purpose of paying for the cost of ex-
cavating, grading, curbing, guttering and paving College Avenue
in the City of Salina,,Kansas fit -m the north line of ,pruce Street
°to the north line of South Street in said City, there are hereby
levied and assessed on the property liable therefor, being all of
the lots and pieces of ground lying on either side.of saidColle®s
Avenue for the distance improved as aforesaid, to the center of
the block on either thereof, according to the appraised value of
such lots and pieces of ground, without regard to the buildings
or improvements therf-on, special assessments covering the cost
of such work and improvements, said special.assessments being
-based on the special valuation and appraisement.of-said lots
and pieces of ground heretofore made by three disinterested
appraisers, appointed by the Board of Commissioners of the
City of Salina, Kansas, which said appraisement ,is hereby re-
ferred to and made a part of this .ordinance .and the several
amounts levied, apportioned and assessed against each of said
lots and p®ces of ground for the purpose aforesaid are hereby
found and determined to be as follows:

Section 2. Said amounts levied,.apportioned and assessed
aforesaid shall'be due and collectible in ten equal installments,
the first becoming due with the taxes levied_for.the year 1923 and
one of said -installments falling.due each and.every year thereafter
until all'are paid", and all'to be collected with interest as in this
ordinance provided; PROVIDED, that the owner of any piece of property
liable for any such assessment may redeem his property from such
liability -by paying into the City Treasury the entire amount chargeable
against -the same, as in this ordinance designated, at any time within
thirty days after the publication of this ordinance and before the
issuance of the bonds of said City in payment of the balance of said
improvements, and his property so paid on shall not.thereafter be
liable'for any further assessments for the cost of said improvements,
nor"for any:part of said"bonds.
. Section 3-. There is hereby further levied and assessed against
each lot and piece of ground described in this ordinance 6% interest
per annum,on all of•said installments therein mentioned from the date
of the bonds, which may be issued at the end of thirty days., as specif
in the preceding section hereof, as by law provided"to the time of
collection of the last installment, as provided -'by law, which said
interest shall be collected annually at the same time and in the same
manner as -said installments are collected; and after the taking effect
of this ordinance it shall be the duty of the City Clerk of said City
to annually at the same time other taxes are certified, and until
all of said'assessments so apportioned and levied herein have beeb
certified, to certify to the County -Clerk of -Saline County, Kansas a
full list of all property liable to assessment and taxation for such
work and improvement, except such property on which the special assess-
ments afores hid have been plid in full' as hereinbefore provided, toge-
ther with the respective amounts due on each of such lots and pieces
of ground, which amounts shall include the annuallinstallments of
•such assessments at the beginning of each such year as afore-
said,_and such amounts so certified as herein provided shall be
planed.upon the tax roll by.the County Clerk.of Saline County,
Kansas and collected as all other taxes are collected.
Section 4. This ordinance shall take effect and be in full
force from and after its publication once in the official City
paper.

An Ordinance relating to and apportioning and levying special

BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas;

Section 2e Said amounts levied.., apportioned and as e.s_,,

vIDED, that the owner of any piece of property liable for any
such assessment may redeem his property from such liability

Section 3. There is hereby further levied and assessed
against each lot and piece of g_'ound described in this ordin-
ance 6% interest per annum on a1_ of said installments therein,
mentioned.frot the date of the bonds, vvhirh may be issued at
the end of thirty days, as specified in the preceding section
hereof, as bylaw provided to the time of collection of the
last installment, as provided by law, which said interest shall
be collected annually at the same.time and in the same manner
as said installments are collected; and after the taking effect
of this ordinance it shall be the duty of the City Clerk of
said City to annually at the s ame time other taxes are certi-
fied, and until all of said assessments so apportioned and
levied herein have been cer"6 I fied, to certify to the County
Clerk of Saline County, Iansas,.a full list of a 11 property
liable to assessment and taxa -cion. for such work and improvement -
except such property on which she special assessments afore-
said have been paid in full as hereinbefore provided, to-
gether with the respecI4.1ve amounts due on each of such lots
and pieces of ground, which amounts shall include the annaal
installments.of such special assessments together with the
interest for one year at the rate of 6% per annum, on all
unpaid balances of such assessments at the beginning of eac,.h
such year as aforesaid, and such amounts so certified as
herein provided shall be placed upon the tax roll by the
'bounty Clerk of Saline County, Kansas, and collected as all
other taxes are collected,
Section 4, This ordinance shall take effect and be in
full force from and after its publication once in the official
City paper,
