An Ordinance relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas to pay the cost of curbing, gutter-
ing, excavating, grading and paving GYPSUM AVENUE in said
City from the east line of Front Street to the east line
of Columbia Avenue therein, and relating to and providing
for the collection and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of
Salina, Kansas:
Section 1. For the purpose of paying the cost of curbing,
guttering, excavating, grading and paving GYPSM1 AVENUE in the
City of Salina, Kansas from the east line of Front Street to the
east line of Columbia Avenue in said City, there are hereby
levied and assessed on the property liable therefor, being all
of the lots and pieces of ground lying on either side of said
GYPSUR4 AVENUE for the distance improved as aforesaid to the
center of the block on either side thereof, according to the
appraised value of such lots and pieces of ground without
regard to the buildings or improvements thereon, special assess-
ments covering the cost of such work and improvements, said
special assessments being based on the special valuation and
appraisement of said lots and pieces of ground heretofore made
by three disinterested appraisers appointed by the board of
Commissioners of the City of Salina, Kansas which said appraise-
ment is hereby referred to and made a part of this ordinance and
the several amounts levied, rspportioned and assessed against each
of said lots and pieces of ground for the purpose aforesaid are
hereby found and determined to be as follows:

Section 2. Said amounts levied, apportioned and assessed
aforesaid shall be due and collectible in ten equal installments
the first becoming due with the taxes levied for the year 1923
and one of said installments falling due each and every year
thereafter until all are paid, and all to be collected with int-
erest as in this ordinance provided; PRUVIDLD, that the owner of
any piece of property liable for any such assessment may redeem
his property from such liability by paying to the City Treasury
the entire amount chargeable against the same, as in this ordinan-
ce
rdinan-ce designated, at any time within thirty days after the publica-
tion of this ordinance and before the issurance of the bonds of
said City in payment of the balance of said improvements, and
his property so paid on shall not thereafter be liable for any
further assessments for the cost of said improvements, nor for
any part of said bonds.
Section 3. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
6% interest per annum on all of said installments therein mention-
ed from the date of the bonds, which may be issued at the end of
thirty days, as specified in the preceding section hereof as by
law provided to the time of collection of the last installment,
as provided by law, which said interest shall be collected annua-
lly at the same time and in the same manner as said installments
are collected; and after the taking effect of this ordinance it
shall be the duty of the City Clerk of said City to annually at
the same time other taxes are certified, and until all of said
assessments so apportioned and levied herein have been certified,
to certify to the County Clerk of Saline County, Kansas a full
list of all property liable to assessment and taxation for such
work and improvement, except such property on which the special
assessments aforesaid have been paid in full as hereinbefore pro-
vided, together with the respective amounts due on each of such
lots and pieces of ground, which amounts shall include the annual
installments of such special assessments together with the inter-
est for one year at the rate of 6% per annum, on all unpaid bal-
ances for such assessments at the beginning of each such ,year as
aforesaid and such amounts so certified as herein provided shall
be placed upon the tax roll by the County Clerk of Saline County,
Kansas and collected as all other taxes are collected.
Section 4. This ordinance shall take effect and
be in full force from and after its publication once in
the official Citypaper.

VIDED; that the owner of baiy piece of property liable for any
such assessment may redeem his property from such liability
by paying into the ft�y Treasury the entire amount chargeable
against. the same, as in this ordinance designated, at any time
within thirty days after the publication of this ordinance
and before the issuance of the bonds of said City in payment
of the balance of said improvements, and his property so paid
on shall not thereafter be 1'_�abl.e fcr ans further. assessmentg
for the cost of said Improvements, nor for any part of said
bonds.
Section 6. There is hereby further levied and assessed
against each lot and piece of ground described in this ordin-
ance 6% interest per annum on all of said installments therein
mentioned from the date of the bonds; which may be issued at
the end of thifty days,., as specified in the preceding section
: hereof, as by law provided to the'time of collection of the
last installment, as provided by law, which said interest shall
be Collected annually at; the same time and in the same manner
as said installments are collected; and after.the taking effect
of this ordinance it shall be the duty of the City Clerk of
said City to annually at the s ame time other taxes are certi-
fied, and until all of said assessments so apportioned and
levied herein have been certified, to certify to the County
Clerk of Saline County, F-Lansas, a full list of a 11 property
liable to assessment and taxation for such work and improvement-,
except such property on which ';:he special assessments afore-
said have been paid in.full as hereinbefore provided, to-
gether with the respect-4.1,Ve amounts due on each of such lots
and pieOOS of ground, which amounts shall include the annna.l
installments of such special assessments,together with the
interest for one ,year at the rate of 6% per annum, on all
unpaid balances of such assessments at the beginning of aac'•h
such year as aforesal.d, and such amounts so certified as
herein provided shall be placed upon the!'tax roll by thQ
Eounty Clerk of Saline County, Kansas, and collected as all
other taxes are collected.
Section 4. This ordinance shall take effect and be in
