3550 Levy AssessmentsI` C ORDINANCE NO. 3550 blished in the Salina Journal AN ORDINANCE relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing: guttering: grading and paving of Minneapolis Avenue from the west line of Highland Avenue to the east Tine of N1m e Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments. - BE IT ORDAINED by the Board of Commissioners of the City of Salina: Kansas: Section 1. That for the purpose of paying for the cost of curbing, guttering, grading and paving of Minneqpolis Avenue from the west line of Highland Avenue to the east line of Ninth Street in the City of Salina, Kansas, there are hereby levied and assessed on the property liable therefor, being all the—lots and pieces of ground lying on either side of said street above mentioned for the distance improved, as aforesaid to the center of the block according to the appraised value of such lots and pieces of ground without re- gard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements, said special assess- ments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers, appointed by the Board of Commissioners of the City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against such lots and pieces of ground for the purpose aforesaid are hereby found and determined to be as follows: —MINNEAPOLIS AVENUE FROM NINTH STREET TO HIGHLAND AVENUE Grounds of Kansas Wesleyan University W. 85 ft. Section 31, There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 4-1/4% interest per annum on all of said installments therein mentioned from the date of the bonds, which may be issued at the end of thirty days, as specified in the preceding section hereof, as by law pro- vided to the time of collection of -111-h-e last installment.. as -provided by law, Anich said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said City to annually at the same time other taxes are certified U , and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, togehter with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the arnual installments of such special assessments togehter with the interest for one year at the rate of 4-1/4% per annum, on all unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided shall be placed. upon the tax roll by the County Clerk of Saline County, Kansas, and collected as all other taxes are collected. 3 Lxuy T. Said amounts, levied, apportioned and assessed as aforesaid, shall be due and collectible in ten equal in- stallments, the first becoming due with the taxes levied for the year 1928 and one of sa id installments falling due each and every year thereafter until all are paid, and all to be col- lected with interest as in this ordinance provided; PROVIDED, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Tj°eosury the entire amount chargeable against the some, as it this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of said improvements, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improvements, nor• for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 4-14ainterest per annum on all of said installments therein mentioned from the date of the bonds, �fhich may be issued at the end of thirty days, as specified in the preceding section hereof, as by law provided to the time of collection of the last installment, as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said City to annually at the same time other taxes are certi- fied, and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Swine County, Kansas, a full list of all property liable to assessment and taxation for such work•and improvement except such property on which the special a ssessments afore- said have been paid in full as hereinbefore provided, togeth- er with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual in- stallments of such special assessments together with the interest for one year at the rate of4-1/4,% XyljiVVi VV per annum, on all unpaid balances of such a ssessments at the be- ginning of each such year as aforesaid, and such amounts so certified as herein orcivided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas, and collected as all other taxes are Collected. Section 4.
