An Ordinance providing for the construction of certain water ser-
vice pipes in the City of Salina, Kansas.
BE 1T uRDAIWED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That the owner or owners of any and all real e-
state in the City of Salina, Kansas, and abutting
On Cedar Street from Baker Street to Phillips Street,
being Lots 1-2-3-4-5-6-7-8-9-10-11 and 12 on Cedar
Street in Phillips 3rd Addition to the City of Salina,
Kansas.
On College Avenue between Walnut Street and South
Street, being Lots 32 and 33 on Walnut Street, Lots
23-24-25 and 26 on Cedar Street and Lots 23 and 25 on
Spruce Street in Phillips 3rd Addition to the City of
Salina, Kansas; Lots 24 and 26 on Spruce Street and
Lots 23 and 25 on South Street in Phillips 4th Addition
to the City of Salina, nansas,
be and they are hereby required and ordered to construct and lay
or to bause to be constructed and laid on or before the 7th day
of Dlay, 1923, water service pipes from the water mains where sit-
uate in the streets whereon said real estate so described abutts
to the back of the curb line, said water service pipes to be con-
structed and laid in the manner and of the size and material as
specified and required by provisions of Ordinance No. 2410 of the
City of Salina, nansas, which said Ordinance No. 2410 is by refer-
ence hereby incorporated in and made a part of this ordinance.
Section 2. That if the owner or owners of any of the real
estate above described shall fail, neglect or refuse to construct
or cause to be constructed or laid said water service pipes on or
before the 7th day of P.iay, 1923, then the Board. of Commissioners
of the City of Salina, K.ansas shall, as soon as practicable after
the 7th day of May, 1923 and before the laying and construction of
any pavement upon the streets above described, cause such water
service pipes as described in Section One (1) hereof, to be con-
structed by contract according to law.
Section 3. That the cost and expense of the construction and
laying of any and all such water service pipes, if built by the City
of Salina, Kansas under the provisions of Section Two (2) hereof,
shall be assessed against the lots and pieces of ground abutting on
the street on which such improvement is made, according to the cost
incurred by said City in making said improvements, for each of said
described lots or parcels of ground, which special assessments shall
be by the City Clerk certified.to the County Clerk of Saline County,
Kansas to be by him collected in like manner as other taxes and
special assessments are collected according to law.

Section 4. This ordinance shall take effect and be in
full force from and after its publication once in the official
City paper.
