ORDINANCE NO. 3P,21

AN ORDINANCE providing for the construction of a certain storm
sewer in the City of Salina, to be designated as Storm
Sewer No. 8, and providing for the issuing of Improve-
rpent bonds to pay the cost thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. Storm Sewer No. 8. That is is necessary and it
is hereby ordered that a storm sewer, together with all necessary
inlets., connections and other ppurtenances, be constructed in the
City of Salina along the following course, to -wit: beginning at
a manhole to be constructed in Lincoln Street a a point 150 feet
west of the west line of Santa Fe Avenue; thence as a 12 inch
sewer to a manhole to be constructed at the intersection of Seventh
Street and Lincoln Street; thence west as an 18 inch sewer to a
.manhole to be constructed at the intersection of Eighth and Lincoln
Streets; thence west as a 21 inch sewer to a manhole to be con-
structed at the, intersection of Ninth Street and Lincoln Street;
thence as a 24 inch sewer to a manhole to be constructed at the
intersection of Tenth Street and Lincoln Street; thence west as a
24 inch sewer to a manhole to be constructed at the intersection
of Eleventh and Lincoln Streets; thence west as a 27 inch sewer
to a manhole to be constructed at the intersection of Twelfth
Street and Lincoln Street; thence west as a 27 inch sewer to a
manhole to be constructed at the intersection of Thirteenth Street
and Lincoln Street; thence as a 60 inch sewer to a manhole to be

constructed at the intersection of Reynolds Street and Lincoln
Street; thence north as a 42 inch sewer to a mamhole to be con-
structed at the intersection Of Reynolds and Grand Avenue; thence
west as a 42 inch sewer to a manhole to be constructed in Grand
Avenue on the east bank of Dry Creek; thence west as a 42 inch sewer
at Dry Creek; also beginning at a manhole to be constructed at the
intersection of Thirteenth Street and Grand Avenue; thence west as
a 15 inch sewer to a manhole herein before designated to be con-
structed at the intersection Of Reynolds Street and Grand Avenue.
Section 2. That on or before April 4th, 1928, the City
Engineer shall prepare and file in the office of the City Clerk
detailed plans and specifications for the construction of the
storm sewer provided for in Section 1 of this ordinance, with
vitrified and concrete sewer pipe, and on or before the same date
shall prepare and file in the office of the City Clerk, under oath,
a detailed estimae of the cost thereof. After such plans and speci-
fications andestiraated cost shall have been filed, as aforesaid, the
City Clerk shall advertise., by advertisements published in the

tract with the lowest and best responsible bidder therefor, for the
building and construction of such a storm sewer, but the right to re-
Ject an'y and all proposals shall be and the same is hereby reserved,
and any contract awarded for such work shall provide for the furnishing
by such contractor of performance and maintenance bonds, and for a
statutory bond, in amounts equal to the full cost of such work, which
shall be approved by the Board of Commissioners before any such work
shall be commenced.
Section 3. That for the purpose of paying the cost of such
improvements, the Board of Commissioners shall issue improvement bonds
of the City Of Salina, Kansas, in an amount not to exeeed the total
cost of such work and improvements, to be payable in ten approximately
equal annual installments and to bear interest at not to exceed 5% per
annum from the date of such bonds L
s and for the purpose of paying such
bonds and interest as they severally natures the Board of Commissioners
shall annually levy a tax upon all real and personal property in the
City of Salina in an amount sufficient to pay the annual installments
of such principal and interest, and that pending the issue of such
bonds, temporary notes shall be issued according to law, to pay the

cost of such work.
Section 4. This ordinance shall take effect and be in force
from that first publication in the official city paper.

Section 2. That on or before Apri1:4th, 1928, the City
Engineer shall prepare and file in the office of the City Clerk

storm sewer provided for in Section 1 of this ordinance, with
vitrified and concrete sewer pipe, and.on or before the same
date shall prepare and file in the office of the City Clerk,

three consecutive days, for sealed proposals for the building
