An Ordinance creating a Board to be '_known as the Directors of the Salina
Free Public Library, defining the duties of such Board, providing for
the appointment of the members thereof and repealing all oth.er ordin-
ances or narts thereof in conflict herewith.
IMHERE,kS, the City of Salina hashereto fore in the manner provided by
law and by gift, acquired a. free public library building together with the
necessary_ equipment and books therefor, NOV.' THEREFORE
BE IT ORDAINED by the board of Commissioners of the City of Salina, Kansas:
SECTION 1. 'That there be and there i,f hereby created a Board to be
known as the Directors of the Salina Free Public Library, consisting of 9
members, one of whom shall be the Iviayor of the City of Salina,, who shall be
an ex -officio member of said board and the remainin.rr 8 members shall be
appointed by the Mayor by and with the approval of the Board of Commissione
all of said members tc be. chosen from residents of the Cit.. of Salina at
large, with reference to their fitness for such office; provided that no pe
son holding any official position under the City, other than the Mayor, shall
be appointed a Director while holding such office. All of the present mem-
bers of the Board. of Directors shall hold office until the expiration of
their resnective terns, which expire as follows, to -wit: Two on April 5th,
1925, two on April 5t1, 1020, two on t>prii 5th, 1927 and two or April 5th,
1528. Upon the expiration of the terns of such members the Mayor shall ann-
ually appoint two rzembers of said Board who shall hold their office for 4
years from and after the ist day of February of the year in which the,, were
appointed, and thereafter all terms shall be for 4 years from and after
the 1st day of February in the ,year of such appointment. Any vacancy created
by resignation, death or otherwise shall be filled by appointment by the
Mayor for the unexpired term only. Such Board shall serve without compensatio
SECTION 2. Such board shall affect their own organization and elect
officers from their own members and shall adopt such by-laws and rules for
their ovm guidance and for the government of the Library as they may deem ex-
pedient and not inconsistent with the laws of the State of Kansas with ref-
erence to Public libraries. They shall have fall and complete cl�.arge and
supervision of the Library and all of the buildings, grounds and rccros set
apart for that purpose, and shall have all such other and further duties as
may be provided for such Board by the laws of the State of Kansas. They shal
have exclusive control of the expenditures of all moneys collected by taxa-
tion or otherwise to the credit of the Library Fund, ^rich fund shall. be
kept in the Treasury of the City of Salina and shall be kept separate and
apvrt from other funds. The City Treasurer, upon receiving a certificate
signed by thePresident and Secretary of the Board of Cirectors to the effect
that the person named in such certificate. has been duly elected as the Treas-
urer of the Library Fund and has given bond as required by lay shat l pay
over to such. Treasurer all funds collected for the maintenance of such
Library Treasurer disbursed under the direction of the Board of Liree-
tors as by law provided.
SECTIOPi 3. The Board of Commissioners of the City of Salina shall
annually levy a tax of not to exceed l mill on the dollar on all tax-
able property in the (;ity, subject to taxation, to be levied and col-
lected in a like manner with the Other taxes of the City of Salina, to
be known as the Library Fund, which shall be. handled and disbursed as
by this ordinance and by the ls.ws of the State of Kansas provided.
SECTION 4. That all other ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and the same are
hereby repealed.
SECTION 5. This ordinance shall take effect and be in full force
from and after its publication in the Book of Revised ordinances of
the City- of Salina.

ORDINANCE NO. 3 O $'-
An Ordinance creating a Board of Trustees for the Salina Memorial Hall,
providing for the appointment of the members thereof, defining
the duties of such Trustees and repealing all ordinances or parts
thereof in conflict with the terms of this ordinance.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Memorial Hall Trustees; Board Created. Section 1. That the
management and control of the Salina Memorial Hall, the Idemorial Building
erected by the City of Salina pursuant to the provisions of. a certain
special election heretofore held in the City of Salina authorizing the
issue of bonds for the payment thereof in accordance with the provisions
of Chapter 256 of the Laws of the State of Kansas, 1921, be and the same
is hereby vested in a Board of Trustees, consisting of three members to
be appointed by the Mayor of the City of Salina. Said Trustees shall be
residents of the City of Salina, each of whom shall be appointed for the
term of three years, from the first day of April in the year of such
appointment; Provided,,that the term of no two members shall expire in.
the same year, and provided further that all members hereafter appointed
shall be so appointed upon the expiration of the term of office of the
Trustees holding office at the time of the taking effect of this ordinance.
Any vacancy on said Board by reason of death, resignation or other dis-
ability of any of said members shall be filled for the unexpired term of
the member causing such vacancy. Said Trustees shall serve without
compensation and shall make annual reports and recommendations to the
Board of Commissioners of the City of Salina, respecting the management
and use of said building and the needs thereof.
Powers and Duties of Board. Section 2. That the Board of
Trustees shall have sole charge and management of said Salina Idemorial
Hall and shall have authority to lease all or any part of said building
for hire to any person or persons desiring to lease the same and to fix
the rate and terms upon which the charge shall be made and collected
therefor,�nd to make such provisions for the use of -,,paid building as

they may deem necessary and proper.
Income; Tax Levy. Section 3. That all of the income received
and derived from the use of said hall shall be paid by said Board into
the City 'Treasury of the City of Selina to be kept in a fund to be known
as the i;iemorial Hall Fund, and all expenses of maintenance and other
expenses in connection with said Memorial Hall shall be paid out of such
fund; -,on vouchers approved by the Chairman of said Board and duly
appropriated by Ordinance, and the Board of Commissioners may annually
levy a tax of riot more than 110th of one mill to take care of the
expenses and maintenance of such Idemorial Hall not provided by the income
from such Hall.
Conflicting Ordinances Repealed. Section 4. That all ordinances
or parts thereof in conflict with the terms of this ordinance be and
the same are hereby repealed.
Take Effect. Section 5. This ordinance shall take effect and
be in full force from and after its publication in the Book of Revised
Ordinances of the City of Salina.
