An Ordinance regulating vehicular traffic on certain streets and ave-
nues in the City of oalina, providing for the designation of
certain streets and highways and parts thereof as "Arterial High-
ways" and defining the same, prohibiting "left-hand turning" at
intersections and points on certain streets, and repealing all
ordinances in conflict herewith.
BE IT ORDAINED by the Board of commissioners of the Oity of oalina,
nansas: -
Sect1o%_l. That the following named streets and avenues within
the limits herein tioned shall be and they are hereby designated,
as "Arterial Highw " banta Fe Avenue in the city of
lr oalina from the north line 3f lm�� to the south line of Pres-
cott Avenue, and (2) -Iron Avenue from'.z ' e across the omoky
Hill River to the west line of Ninth street, except its intersec-
tion with Santa re hvenue.
Section 2. That no vehicle as defined in.Section Two (2) of
Ordinance Number 1983 shall enter or cross any arterial highway as
herein defined without first coming to a full and complete stop upon
arriving at the street line of such arterial highway on that side
of such highway which such vehicle is approaching.
Section 3. It shall be the duty of the 6uperintendent of 6treets
to cause all streets or avenues approaching any such arterial highway
to be plainly marked with a painted strip running across such street
at the line at which vehicles are required to stop in accordance with
the preceeding section hereof, and to have painted upon such streets
such words, figures or designs as may be directed by the Hoard of
Commissioners for the purpose of designating the approach of any
such arterial highway.
Section 4. That it shall be unlawful for any person driving or
in charge of any vehicle to enter into or cross any arterial highway
without first bringing such vehicle to a full and complete stop as
in this ordinance required.
Section 5. 'That from and after the, taking effect of this ord-
inance it shall be unlawful for any person driving or in charge of
any vehicle as herein defined to make what is commonly known as &
"U" turn (consisting of two successive left-hand turns so as to com-
pletely reverse the direction of said vehicle) at any time at the
intersection of manta P'e Avenue and Iron Avenue and it shall be
unlawful for any.such person to make what is known as a left-hand
turn at said intersections whenever there shall be a traffic officer
located at such intersection unless said traffic officer shall spec-
ifically direct and consent to the making of such left-hand turn.
Section 6. That it shall hereafter be unlawful for any person
driving or in charge of any such vehicle to make a left hand turn or
"u" turn at any time at the -'afety Zones in the center of the block
between Ash Street Iron E -venue and between Walnut btreet and Iron
Avenue on Santa r'e Avenue.
Section 7. That the turning blocks heretofore extablished in the
center of the block on Santa re Avenue between Ash Street and Iron. Aven
and between Iron Avenue and Walnut -�troet be and the same are hereby
abolished and it shall be the duty of the Superintendent of -treet to
remove or cause same to be removed upon the taking effect of this
ordinance'.
Section 8. Whenever any street car shall be standing at or with-
in any .afety Zone as now or hereafter established for the purpose of
taking on or discharging passengers it shall be unlawful for any per-
son driving or in charge of any vehicle to drive or permit said ve-
hicle to be -driven past such standing street car in the direction in
which said car is headed.
Section 9'. That all ordinances in conflict with this ordinance
be and the same are in so far as they conflict with the provisions
of this ordinance, repealed.
Section 10: That any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor and upon con-
viction thereof shall be punished by a fine in any sum not exeeding
4100.00 or by imprisonment in the city jail for a term not exceeding
60 days or by both such fine and ii,.prisonment.
Section 11. 'Phis ordinance shall take effect and be in full force
on November 1st, 1924 and after its publication in the official_ City
paper.
