3010 Levy AssessmentsORDINAN,CE_NU&i (Published in i2he Salina Evening Journa An Ordinance relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the ity of Salina, Kansas to pay the cost of curbing, guttering, excavating, grading and paving Claflin Avenue in said City froru the west line of Highland Avenue to the east line of Ninth Street therein, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of °alina, Kansas: Section 1. For the purpose of paying for the cost of curbing, guttering, excavating, grading and paving Qlaflin Avenue in the City of Salina, Kansas from the west line of Highland Avenue to the east line of Ninth Street in said City there are hereby levied and assessed on the property liable therefor, being all of the lots and pieces of ground lying on either side of said Claflin Avenue for the distance improved as aforesaid to the center of the block on either side thereof, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore, made by three disinterested appraisers appointed by the Board of commission- ers of the City of Salina, Kansas, which said appraisement is hereby ' referred to and made a part of this ordinance and the several amounts levied, apportioned and assessed against such lotsand pieces of ground for the purpose aforesaid are hereby found and determined -to be as follows. Said amounts levied, apportioned and assessed afore- said shall be due and collectible in ten (10) equal installments, the the first becoming due with the taxes levied for the year 1924 and of said installments falling due'each and every ,year thereafter until all are paid, and all to be collected with interest as in this ordinance provided, Provided.However, that the owner of any piece of property.liable for any such assessment may redeem his property from such.liability.by paying into the pity Treas- ury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of said improve- ments, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improve ments nor for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 4-3.4% interest per annum on all of said installments therein mentioned from the date of the bonds, which may be issued at the end of thirty days, as specified in the preceding section hereof. as by law provided, to the time of collection of the last install- ment, as provided by law, which said interest shall be collected annually at the same time and in the sante manner as said install- ments are collected; and after the taking effect of this ordi- nance it shall be the duty of the City Clerk of said City to annually, at the same time time other taxes are certified and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual installments of such special assessments to- gether with the interest for one ,year at the rate of 4-3/4% per annum on all unpaid balances of such assessments at the beginn- ing of each such year as aforesaid, and such amounts so certi- fied as herein provided shall be placed upon the tax roll by the Cmunty clerk of Saline County, Kansas and collected as all other taxes are collected. Section 4. This ordinance shall take effect and be in full force from and after its publication once in the official City paper. Introduced for first reading, June 30th, 1924.
