AN ORDINANCE relating to and apportioning and levying special assessment
on certain lots and pieces of ground in the City of Salina,
Kansas to pay the cost of constructing Main Sanitary Sewers in
Main Sewer Districts 'IN and 11011, and relating to and providing
for the collection and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas;
Section 1. That for the purpose of paying for the cost of
building and constructing a Dain Sewer in Main Sever District "Nrt as
created and authorized by the provisions of Ordinance No. 3375 for which
a contract has been let according to the provisions of Ordinance No. 3387
and the cost of which has been determined as shown by the final estimate
of the City Engineer on file in the office ofothe City Clerk, there are
hereby levied and assessed on the property liable therefor, being all the
lots and pieces of ground lying within said sewer district as created by
Ordinance No. 3375 according to the appraised value of such lots and
pieces of ground lying within said sewer district as created by Ordinance
No. 3375 according to the appraised value of such lots and pieces of
ground without regard to the buildings or improvements thereon, special
assessments covering the cost of such work and improvements, said special
assessments beim, based on the special valuation and app raisement of said
lots and pieces of ground heretofore made by three disinterested appraisers,
appointed by the Board of Commissioners of the City of Salina, Kansas,
which said appraisement is hereby referred to and made a part of this
ordinance, and the several amounts levied, apportioned and assessed
against such lots and pieces of ground for the purpose aforesaid are
hereby found and determined to be as follows:

Section 3. Said amounts levied, apportioned and assessed as
aforesaid, shall be due and collectible in ten equal installments,
the first becoming due with the taxes levied for the year 1927 and one
of said installments falling due each and every year thereafter until
all are paid, and all to be collected with interest as in this ordinance
provided.; PROVIDED, that the owner of any piece of property liable
for any such assessment may redeem his property from such liability
by paying into the City Treasury the entire amount chargeable against
the same, as in this ordinance designated, at any time within thirty

days after the publication of this ordinance and before the issuance
of the bonds of said City in paymnet of the balance of said improvements,
and his property so paid on shall not thereafter be liable for any
further assessment for the cost of said improvements, nor for any
part of said 'bonds.
Section 4. There is hereby further levied and assessed
against each lot andpiece of ground described in this ordinance

per cent interest
2 p n per annum on all of said installments therein
mentioned from the date of the bonds, which may be issued at the
end of thirty days, as specified in the preceding section hereof,
as by law provided to the time of collection of the last install -
meet, as provided by law, which said interest shall be collected
annually at the same time and in the same manner as said install-
ments are collected; and after the taking effect of this ordinance
it shall be the duty of the City Clerk of said City to annually at
the same time other taxes are certified, and until all of said
assessments so apportioned and levied herein have been certified,
to certify to the County Clerk of Saline County, Kansas, a full
list of all property liable to assessment and taxation for such
work and improvement except such property on which the special
assessments aforesaid have been paid in full as hereinbefore pro-
vided, together with the respective amounts due on each of such
lots and pieces of ground, which amounts shall include the annual
installments of such special assessments together with the interest
for one year at the rate of 42 per cent per annum, on all unpaid
balances of such assessments at the begining of each such year as
aforesaid, and such amounts so certified as herein provided shall
be placed upon the tax roll by the County Clerk of Saline County,
Kansas and collected as all other taxes are collected..
Section 5. This ordinance shall take effect and be in full
force from and after its publication once in the official city paper.

Section 2. That for the purpose of paying for the cost of
building and constructing a Main Sewer in Main Sewer District
110" as created and authorized by the provisions of Ordinance No.
3375 for which a contract has been let according to the provisions
of Ordinance No. 3387 and the cost of which has been determined
as shown by the final estimate of the City Engineer on file in
the office of the City Clerk, there are hereby levied and assessed
on the property liable therefor, being all the lots and pieces of
ground lying within said sewer district as created by Ordinance
No. 3375 according to the appraised value of such lots and'pieces
of ground without regard to the buildings or improvements thereon,
special assessment covering the cost of such work and improvements,
said special assessments being based on the special valuation and
appraisement of said lots and pieces of ground heretofore made by
three disinterested apparisers, appointed by the Board of Commissioners
of the City of Salina, Kansas, which said appraisement is hereby
referred to and made a part of this ordinance, and the several amounts
levied, apportioned and assessed against such lots and pieces of
ground for the purpose aforesaid are hereby found and determined
to be as follows;

Section 3. Said amounts levied, apportioned and assessed
as aforesaid, shall be due and collectible in ten equal install-
ments, the first becoming due with the taxes levied for the year
1927 and one of said installments falling due each and every year
thereafter until all are paid, and all to be collected with in-
terestoas in this ordinance provided; PROVIDED, that the owner
of any piece of property liable for any such assessment may redeem
his property from such lialility by paying into the City Treasury
the entire amount chargeable against the same, as in this ordinance
designated, at any time within thirty days after the publication of
this ordinance and before the issuance of the bonds of said City
in payment of the balance of said improvements,land his property..
so paid on shall not thereafter be liable for any further.assess-
ment for'the cost of said improvements, nor for any .part-of..said
bonds.
Section 4. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
41 per cent interest per annum on all of said installments
therein mentioned from the date of the bonds, which may be issued
at the end of thirty days, as specified in the preceding section,
hereof, as by law provided to the time of eollection.of the last
installment, as provided by law, which said interest shall be
collected annually at the same time and in the same manner as
said installments are collected; and after the taking effect
of this ordinance it shall be the duty of the City Clerk of said
City to annually at the same time other taxes are certified, and
until all of said assessments so apportioned and levied herein
have been certified, to certify to the County Clerk of Saline
County, hansas, a full list of all property liable to assessment
and taxation for such work and improvement except such property
on which the special assessments aforesaid have been paid in
full as hereinbefore provided, together with the respective

amounts due on each of such lots and pieces of ground, which
amounts shall include the annual installments of such special
assessments together with the interest for one year at the rate

of 4.1, per cent.per annum, on all unpaid balances of such
assessments at the begining of each such year as aforesaid,
and such amounts so certified as herein provided shall be placed
upon the tax roll by the County Clerk of Saline County, aansas
and collected as all other taxes are collected.
Section 5. This ordinance shall take effect and be in full 4
force from and after its publication once in the official city
paper.
