2989 Levy AssessmentsORDINANCE NUMBER 2989 An Ordinance realating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing, gut- tering, excavating, grading and paving Highland Avenue in said City from the south line of Republic venue to the north line of Beloit Avenue therein, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. For the purpose of paying for the cost of curbing, guttering', excavating, grading and paving Highland Avenue in the City of Salina, Kansas from the south line of Republic Avenue to the north line of Beloit Avenue in said City, there are hereby levied and assessed on the property liable therefor, being all of the lots and pieces of ground lying on either side of said Highland Avenue for the distance improved as aforesaid to the center of the block on either side thereof, according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments -covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers appointed by the Board of Com- missioners of the City of Salina, Kansas which said appraisement is hereby referred to and made a part of this ordinance and the several amounts levied, apportioned and assessed against such lots and pieces of ground for the purpose aforesaid are hereby found and determined to be as follows: HIGHLAND AVENUE FROM BELOIT TO REPUBLIC AVENUE Grounds of Kansas Wesleyan University Lot 1, Republic Avenue -----------------------------$197.97 North 60 feet Lot 3; Republic Avenue --------------- 113.13 South 60 feet Lot 3,. Saidamofznts levied, apportioned and assessed aforesaid shall be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1924, and one of said installments falling due each and every year thereafter intil all are paid, and all to be collected with inter- est as in this ordinance provided, PROVIDED HOITIEVER, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City treasury the entire amount.zhargeable against the saris , as in this ordinance des ignated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said City in payment of the balance of said improvements,and his property so paid.on shall not thereafter be liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. There is hereby further lieved and assessed against each lot and piece of ground described in this ordinance 4-3/4% interest per annum on all of said installments therein men- tioned from the date of the bonds, which may be issued at the end of thirty days', as specified in the preceding section hereof, as by law provided, to the time of collection of the last installment, as provided bylaw, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said City to annually at the same time other taxes are certified, and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Jaline County, Kansas, a full list of all property'liable to assessment andtaxationfor such work and improve• ment, except such property on which the special assessments aforesaV have been paid,in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, which amounts 'shall include the annual installments of such special assessments together with the interest for one ,year at the rate of 4-3/4% per annum, on all unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certifi as herein provided shall be placed upon the tax roll by the County Clerk of ^aline County, Kansas and collected as all other taxes are collected.
