3349 Issue Improvement Bonds(Published in the Salina Journal March 1927)
AN ORDINANCE providing for the issuance of Improvement Bonds of the
City of Salina, Kansas, in the sum of $4956.11 to pay the
cost of constructing, installing'and equipping certain street
lighting systems on certain streets in said city.
��rHsRlAs:in pursuance of proceedings duly had according to
law, contracts have been let and performed for the constructing,
installing, and equipping of street lighting systems on the following
streets in the City of Salina, to -wit:
Iron Avenue between the Iron Avenue Bridge and the center
line o ee on , Township 14, Range 2;
Iron Avenue from the west line of Ninth Street to the east
line o o ege venue.;
Santa Fe Avenue from the south line of Mulberry Street to the
north line or Clafl'n Street;
Ash Street from the west line of Santa Fe Avenue to the west
line of ' we treet;
Twelfth Street from the north line of Ash Street to the south
line of Bishop ree ;
Seventh Street from the north line of Ash Street to the south
line of Elm Street;
Santa Fe Avenue from south line of Walnut Street to the north
line of Mulberry reet;
all as provided by ordinances numbered 3297, 32982 3299, 3300, 3301
3302, 3325 of said city, and
WHEREAS assessments were duly levied against the private
property abutting upon said streets for the payment of such costs,
as provided for by the terms of said ordinances, and
WHEREAS the cost of all said improvements was duly ascertained
to be the sum of $7582 which was duly assessed and apportioned to
the several lots and pieces of ground liable therefor according to
law and as prodded in the ordinances of the City of Salina relating
thereto, hereinabove referred to, of which sum $2625.89 has been paid
by the property owners on said streets; as provided in said ordinances,
leaving a balance of x¢4956.11 for which'bonds,are•to be issued as pro-
vided in said ordinances, NOW THEREFORE
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas: 1, .
Section 1 "hat to pay the cost of such improvements after
deducting therefrom the assessments heretofore paid thereon as
aforesaid there shall be and there are hereby issued Improvement
Bonds of the City of Salina.. Kansas, in the aggregate sum of $4956.11.
Section 2. Said issue of bonds shall consist of ten bonds
all bearing interest at the rate of 42 per cent per annum payable
semi-annually on the first day of January and July of each year after
the date of said bonds, and shall mature in approximately equal amounts
each year for ten years. All of said bonds shall be dated January
1st, 1927 and shall be numbered, and the amounts due each year and
the date of maturity of said bonds shall be as follows;

Section 3. Said bonds shall be signed by the Mayor and
attested by the City Clerk of the City of Salina, Kansas and shall
have the corporate seal of said City attached thereto. Interest
coupons to said bonds shall be signed by the written or lighographed
signatures of said Mayor and Clerk and both bonds and coupons shall
be paid at the fiscal agency of the State of Kansas in the City of
Topeka, Kansas.
Section 4., Said bonds shall be executed in the form and
shall contain recitals substantially as follows:

KNOW ALL MEN BY THESE PRESENTS: That the City of Salina,
in the County of Salina, State of Kansas, for value received here-
by acknowledges itself to be indebted'and promises to pay the bearer
the sum of $ in lawful money
of the United States of America on the rs ay o anuary 19 ,
with interest thereon from the.date hereof at the rate of fourand
one-half percent per annum, payable semi-annually on the first days
of January and July of each year after the date hereof until the
said principal sum shall have been paid, upon presentation and
surrender of the interest coupons hereto attached, bearing the
lithographed signatures of the Mayor and City Clerk of said City,
as said coupons severally become due; both principal and interest
of this bond being payable at the office of the State Treasurer in
the City of 'Topeka, Kansas. And said City of Salina in the State
of Kansas is held and firmly bound by these presents, and the full
faith, credit and resources of said City are hereby irrevocably
pledged for the prompt payment of said principal and interest at
maturity.
THIS BOND is one of a series of ten bonds of like date and
tenor, except denomination and maturity, aggregating the principal
sum of $4956.11 issued by the City of Salina, Kansas for the purpose
of paying the cost of constructing, installing and equipping street
lighting systems on certain streets in said city, by the authority
of and in full compliance with the provisions, restrictions and
limitations of the Constitution and Laws of the State of Kansas,
including Sections 10-101 to 10-125, and Sections 12-656 to 12-662
inclusive of the Revised Statutes of r,ansas 1923, and all other
provisions -of the laws of said state applicable thereto, and this
bond and all other bonds of said series and all interest thereon
are to be paid by the -City of.Salina, Kansas.
AND IT IS'HEREBY DECLARED AND CERTIFIED, that all acts,
conditions and things required to be done and to exist precedent
to and in the issuance of this bond, have been done and performed
and do exist in due and regular form and manner and that the total
indebtedness of said City, irduding this series of bonds does not
exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina in the State of
Kansas by its Board of Commissioners has caused this bond to be signed
by its Mayor and its corporate seal to be hereto affixed, attested by
its City Clerk, and the coupons hereto. attached to be signed by the
lithographed signatures of said officers and this bond to be dated
this first day of January, 1927.

Section 5. The Mayor and City Clerk are hereby authorized
directed and empowered without unnecessary delay, to prepare and
execute said bonds and coupons as in this ordinance provided, and
when executed said bonds shall be offered for sale to the State
Board of School Fund Commissioners, as required by law, and if
rejected by said Board, shall be offered for sale and sold in
the manner provided by law, and delivered to the purchaser thereof
upon payment of the purchase price, and the proceeds thereof be
used to pay the contractor for said work and improvements.
Section 6. Said Loard of Commissioners shall make pro-
visions for the payment of the principal and interest on said bonds
as the same becomes due and payable by levying a tax on the property
liable'therefdr.
Section 7. This ordinance shall take effect and be in full
force from and after its publication once in the official City
paper.

AN ORDINANCE providing for the issuance of Improvement Bonds of the
