3324 Issue General Improvement BondsORDINANCE NO. 3324
AN ORDINANCE authorising and directing the issuance of general
improvement bonds of the City of Salina, Kansas to pay
the cost o- constructing a system of disposal works for
the purification of the sewage of said city.
WHEREAS, the City of Salina, Kansas has provided for a system of
disposal works for the purification of the sewage of said city;
and
WHEREAS, a contract in the amount of $139,662.55, has been regularly
and properly executed for constructing and building said plant; and
WHEREAS, it is deemed advisable and found necessary to issue General
Improvement Bonds of said city, in the amount of $139,662.55, to pay
for the construction of said disposal works;
NOW THEREFORE, be it ordained by the Board of Commissioners
of Salina, Kansas:
Section 1. That for the.purpose of providing funds to -pay
for the construction of a system of disposal works for the purifica "_:
tion of the sewage of the City of Salina, Kansas, there shall be
.issued, and hereby are issued, General Improvement Bonds 'of the
City'of Salina, Kansas, in the total principal amount of $1390662.55.
Section 2. Said issue shall consist of 140 bonds, numbered
from 1 to 140 inclusive. Bond No. 1 shall be in the principal
amount of $662.55, and bonds numbered 2 to 140 inclusive, shall be
in the denomination of $1,000.00 each. All of said bonds shall be
dated January 10,1927; shall bear interest at the rate of four and
one-fourth per centum (4-1/4%) per annum, payable semi-annually,
on January 10th and July 10th of each year, and the principal and
interest of this issue shall be payable at the office of the State
Treasurer of the State of Kansas in the City of Topeka, Kansas, and
said bonds shall mature serially in the order of their numbering,

11 Section 3. Said bonds shall be signed by the Mayor and
attested by the City Clerk of said city, and the corporate seal of the
city shall be affixed to each of said bonds, and the semi-annual
interest coupons which shall be attached to said bonds shall be
executed with the facsimile signatures of said Mayor and City Clerk.
Section 4. Said bonds shall be executed in the form, and shall

KNOW ALL MEN BY THESE PRESENTS: That the City of Salina, in the
County of Saline, State of Kansas, for value received, hereby acknowledges
itself to be indebted and promises to pay.to the bearer the sum of

in lawful money of the United States of America, on the 10th day of
January, 19 , with interest thereon from the date hereof at the rate
of four and one-fourth per centum (4-1/4%) per annum, payable semi-
annually on the 10th days of January and July in each year after the
date hereof, flntil said prinicpal sum shall have been paid, upon pre-
sentation and surrender of the interest coupons hereto attached, bearing
the facsimile signatures of the Mayor and City Clerk of said city, as
said coupons severally become due, both principal and interest of this
bond being payable at the office of the -State Treasurer of the State of
Kansas, is held and firmly bound by these presents,.and the full faith,
credit and resources of said city are hereby irrevocably pledged for the
prompt payment of said principal and interest at maturity.
THIS BOND is one of a series of 140 bonds of like date and tenor,
excepting denomination and maturity, aggregating the principal sum of
$139,662.55, issued by the City of Salina, Kansas, for the purpose of
providing funds for constructing a system of disposal works for the
purification of the sewage of said city, by the authority of and 1n
full compliance with the provisions, restrictions and limitations of
the Constitution and laws of the State of Kansas, including chapter
10-101 to 10-125, inclusive, of the Revised Statutes of Kansas for 1923,
and chapter 112, Laws of Kansas, 1925, and all amendments thereof, and
all other provisions of the laws of said State, and this bond and all
of the other bonds of said series and all interest thereon, are to be
paid by said City of Salina, Kansas.
AND IT IS HEREBY DECLARED AND CERTIFIED, that all acts, conditions
and things required to be done or to exist preceddnt to and in the issuance
of this bond, have been properly done and performed and do exist in due and
regular form and manner, as required by the Constitution and laws of the
State of Kansas, and that the total indebtedness of said city, including
this series of bonds, does not exceed any constitutional or statutory
limitation.
IN WITNESS WHEREOF, the said City of Salina, in the State of Kansas
by its Board of Commissioners, has caused this bond to be signed by its
Mayor and its corporate seal to be hereto affixed; attested by its City
Clerk, and the coupons hereto attached to be signed with the facsimile

Section 5. The Mayor and City Clerk of the City of Salina, Kansas
are hereby authorized and directed to prepare and execute the bonds
hereinbefore described, and to cause said bonds to be registered in
the office ofthe City Clerk, and in the office of the State Auditor,
and when duly executed and registered and rejected by the State Board
of School Fund Commissioners, to deliver said.bonds to the purchaser
thereof, upon payment of the purchase price.
Section 6 The Board of Commissioners of the City of Salina,
Kansas, shall annually make provision for the payment of the interest
on said bonds, and for the creation of a sinking fund to pay the
prinicipal of said bonds at their maturity, by levying taxes upon
all of the taxable property in said city at the same time as the levy
of other taxes, which taxes shall be collected and paid to the City
Treasurer, as provided by law.

from and after its passage and approval and its publication once in the
"SALINA JOURNAL."

of a system of disposal works for the purification of the sewage of the City of Salina,
Kansas, there shall be issued, and'hereby are .issued, General Improvement Bonds of the
City.of Salina, Kansas, in the total principal amount of $159;662.55.
Section 2: Said issue shall consist of 140 bonds, numbered from 1 to 140 in-
olusive: Bond No. 1 shall be,in the principal amount of,$662.55, and bonds numbered 2
to 140 inclusive, shall be in the denomination of $1,000.00 each. All of said bonds
shall be dated Taauaay 10, 1927; shall bear interest at -the rate of four and one-fourth
per centum (4-1/4%) per annum, payable semi-annuaily,'on January 10th and July 10th of.
