4065 Issuance of Refunding BondsORDINANCE NO. 4065

AN ORDINANCE providing for the issuance of refunding bonds of the
City of Salina, Kansas, in the aggregate amount of $20,000.00,
for the purpose of refunding certain outstanding bonds of such
city in a like amount.
WHEREAS, there are at this time outstanding bonded obligations of
the City of Salina, Kansas, and it is hereby determined by said City
Commissi^n that it is necessary and for the best interest of the city
to refund said indebtedness and to issue the refunding bonds of said
city in the amount of said outstanding bonds; and
WHEREAS, all acts, conditions and things required by the Constitution
and Laves of the State of Kansas to exist, happen or be performed pre-
cedent to the issuance of said Refunding Bonds of the City of Salina,
Kansas, in the amount of X20,000.00 for such purpose, have happened
and been performed in regular and due form, time and manner, NOW THERE
FORE,
BE IT ORDAINED by the Mayor and City Commission of the City of Salina,
Kansas:
Section 1. That for the purpose of refunding and retiring the
following described outstanding bonded obligations of the City of
Salina, Kansas:
Railroad Aid Bonds dated December 15, 1916, in denomination
of $500.00 each, bearing interest at the rate of Five per
cent (5f) per annum, numbered from 21 to 40 inclusive, due
December 15, 1946, aggregating - - - - - - - - - $109000.00
Railroad Aid Bonds dated January 1, 1916, in denomination
of $500.00 each, bearing interest at the rate of five per
cent (5/) per annum, numbered from 1 to 20 inclusive, due
January 1, 1946, aggregating - - - - - - - - - $ 10,000.00
there are hereby authorized to be issued, and the Mayor and City Clerk
are hereby directed to sign and execute, the negotiable coupon bonds
of said city in the aggregate amount of $20,000.00 which amount does
not exceed the above described outstanding bonds.

Section 2. Said Refunding Bonds shall be dated June 1, 1931,

shall bear interest at the rate of Four
per cent (4%) per annum,

payable December 1, 1931, and semi-annually thereafter on the first
days of June and December of each year, for which interest coupons

shall be attached, authenticated by the lithographed facsimile

signatures of the Mayor and City Clerk. Said bonds shall be signed
i
by the Mayor, attested by the City Clerk and have the seal of the
i
City affixed thereto. Said bonds shall be registered by the City
Clerk of the City of Salina, Kansas, and by the Auditor of the State
of Kansas.
Section 3. Said Refunding bonds and interest coupons thereon

shall be payable at the office of the State Treasurer in the City of
Topeka, Kansas. Said bonds shall be in the denomination of $1000
each and shall become due and
payable as follows:

Section 4. The form of said bonds and the interest coupons
attached thereto shall be in the form prescribed by law.
Section 5. The City of Salina, Kansas, hereby assures and
promises the holders of any and allb onds and interest coupons issued
under provisions of this ordinance that said city will make prompt
payment of the same when due, and it is hereby made the duty of the
proper city officials to levy annually upon all of the taxable property
in said city, a tax sufficient to pay the interest and principal of
said bonds as they severally mature, and the full faith, credit and
all of the resources of the City of Salina, are hereby irrevocably
pledged to the prompt payment of said bonds and interest coupons v,hen
due.
Section 6. This ordinance shall be in force and take effect
from and after its publication once in the official city paper.
