3972 Storm Sewer Improvements4 ORDINANCE NO. 3972 (Published in the Salina Jou-nal 1930) AN ORDINANCE providing for the const-uction of a certain storm sewer or drain in the City of Salina to be designated as Storm Sewer No. 20 and providing for the issuance of im- provement bonds to pay the cost thereof. BE IT ORDAINED by the Board of Commissioners of the City of Salina Kansas: Section 1. Storm Sewer No. 20. That it is necessary and it Is hereby ordered that a storm sewer or drain which is hereby designated as Storm Sewer No. 21 together v..,-ith all necessary inlets, connections and other ap-�,�urtenances be constructed in the City of Salina along the following course to -wit: Commencing at the intersection of the south side of Republic Avenue with Second Street (north of Republic); thence as an open ditch to the intersection of the south side of -Vlilson Street with Third Street (south of Wilson Street); thence across and under Wilson Street as an 48" reinforced concrete pipe sewer to the south side of Vi'ilson Street; thence as an open ditch to the intersection of the south side of Rahm Street with Third Street; thence across and under Rahm Street as a 54" reinforced concrete pipe sewer to the north side of Rahm Street thence as an open ditch to the intersection of the south line of 'ond Street with Third Street; thence across and under Bond Street as a 54" reinforced concrete pipe sewer to the north line of Bond Street; thence north as an open ditch along the alley in Block 5 in Bonds Addition to the north line of Crawford Avenue to connect with the storm sewer in Crawford Avenue. Section 2. That on or before October 20,, 1930, the City Engineer shall prepare and file in the office of the City Clerk detailed plans and specifications for the consttuction of the storm sewer provided for in Section 1 of this ordinance, and on or before the same date shall prepare and file in the office of the City Clerk., under oath, a detailed estimate of the cost thereof. After such plans and specifications and estimated cost shall have been filed, as aforesaid, the City Clerk shall advertise., by advertisements published in the official city paper for at least three consecutive days, for sealed proposals for the building and construction of such storm sewer, and at the tire and place mentioned, the Board of Commissioners may contract with the lowest and best responsible bidder therefor, for the building and construction of such storm sewer, but the right to reject any and all proposals shall be and the same is hereby reserved, and any contract awarded for such work shall provide for the furnishing by such contractor of performance t_.... _.._. .. and maintenance bonds, and for a statutory bond, in amounts equal to the full cost of such work, which shall be approved by the Board of Commissioners before any such work shall be commenced. Section 3. That for the purpose of paying the cost of such improvements, the Board of Commissioners shall issue improvement bonds of the City of Salina, Kansas, in an amount not to exceed the total cost of such work and improvements, to be payable in ten approximately equal annual installments and to bear interest at not to exceed 5% per annum from the date of such bonds, and for the purpose of paying such bonds and interest as they severally mature, the Board of Commissioners shall annually levy a tax upon all real and personal property in the City of Salina in an amount sufficient to pay the annual installments of such principal and E interest, and that pending the issue of such bonds, temporary notes shall be issued according to law, to pay the cost of such work.
