4182 Levy AssessmentsORD1NANCE M. 4182 (Published in the --S�l ink _Journal _ _ -_. ___1. _ -1932)_- AN ORDINANCE relating to and apportioning and levying social assess- ments on certain lots and pieces of ground in the ity of Salina to pay the cost of paving Sunset Drive from the west line of Highland Circle to the west dine of -Pershing Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. That for the purpose of paying for that part of the cost of paving Sunset Drive from the west line of Highland Circle to the west line of Pershing Street in the City of Salina, Kansas, which is chargeable to private property.. and which is hereby determined to be the sum of $2126.79, there are hereby levied and assessed on the property liable therefor, being all the lots and pieces of ground lying on either side of said street above mentioned for the distance improved as aforesaid to the center of the block according to the appraised value of such lots and pieces of ground without regard to the buildings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation and appraisement of said lots and pieces of ground here- tofore made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against such lots and pieces of ground for the purpose aforesaid are hereby found and.determined to be as follows: SUNSET DRI7E FROM HIGHLAND CIRCLE TO PERSHING STREET Ni&land2ourt Addition W. 25' Lot 5, Block 5 - - - - - - _ _ _ _ 170.14 Lot 6, Block 5 - - - - - - - _ _ ..- _ _ 297.75 Lot 7, Block 5 - - - - - - - - - - - - - 297.75 Lot8 -block 5 - - - - - - - - - - - - - 297.75 W. 25� Lot 5, Block 6 - - - - - - - - - - 170.15 Lot 6, Block 6 - - - - - - - - - - - - - 297.75 Lot 7, Block 6 - - - - .. _ _ _ _ _ _ _ _ 297.75 Lot 8, Block 6 - - - - - - - - - - - - - 297.75 Section 2. Said amounts levied, apportioned and assessed afore- said shall be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1932 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance provided; PROVIDED H0WEVER, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time with- in thirty days after the publication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said improvements, and his property so paid on shall not there- after be liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. Where is hereby further levied and assessed against each lot and piece of ground described in this ordinance 41 per cent interest per annum on all of said installments therein mentioned from the date of the bonds, which may be issued at the end of thirty days, as specified in the preceding section hereof, as by law pro- vided, to the time of collet#ion of the last installment, as pro- vided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said city to annually at the same other time/taxes are certified, and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the special assessments aforesaid have t been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieced of ground, which amounts shall include the annual installments of such special assessments together with t e interestfor one year at the rate of 4j% per annum, on all unpaid balances of such assessments at the be- ginning of each such year as �f oresaid, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected.
