AN ORDINANCE authorizing and providing for the issuance of Improve-
ment Bonds of the City of Salina, Kansas in the sum of
$101,590.57 to pay the cost of constructing certain storm
sewers in said city.
WHEREAS, pursuant to proceedings duly had according to law a con-
tract has been let and performed for the construction of certain
Improvements in the City of Salina, Kansas, to -wit:
Storm Sewers No. 10-A and No. 14;
WHEREAS, the total cost of said improvements has been ascertained
according to the final estimates of cost prepared by the City
Engineer and duly filed in the office of the City Clerk, which
estimates have been duly approved by the Board of Commissioners
Of the City of Salina, Kansas, the total cost of such storm sewers,
so ascertained, being hereby determined and found to be the sum of
$101,590.57 for which bonds shall be issued as hereinafter provided.
BE IT ORDAINED by the .Board of Commissioners of the City of Salina,
Kansas:
Section 1. That for the purpose of providing funds to pay
the cost of improvements hereinbefore described, there shall be
issued and hereby are issued Internal Improvement Bonds of the
City of Salina, Kansas in the total sum of $101590.-57, which
issue shall consist of 102 bonds numbered from 1 to 1n2 inclusive,
all dated March lst, 1932, and which shall become due serially in
denominations as follows:
No. 1 for 590.57 due March lot, 1933.

All of said bonds shall bear interest at the rate of 41 per cent per
annum from and after the first day of March 1932, payable semi-annually
on March lst and September lst in each year until the respective
maturities of such bonds, and until the are paid in full.
Section2. Said bonds shall be executed b9 the Mayor and shall
be attested by the City Clerk, and the corporate seal of the City shall
be affixed thereto. Said bonds shall have attachedf!hereto interest
coupons representing the interest thereon and said interest coupons
shall bear_ the fac-simile signatures of the Mayor and City Ulerk of
said city.
Section 3. Said bonds shall be in the form and shall contain
recitals substantially as follows:

the County of Saline, State of Kansas, acknowledges itself to be

This bond is one of a series of 102 bonds of like date and
tenor., excepting denomination.. -and maturity, aggregating the principal
sum of $10j,590.57 issued by the City of.Salina, Kansas, for the
purpose of_paying .the cost of constructing certain.storm sewers in
said.city by the authority of and in full compliance_wit# the pro-
visions.,. -restrictions and limitations_of the constitution.and laws
of.the State.of Kansas, including Sections 12-617 to 12-618 of the
Revised.Statutes of Kansas 1923, and all amendments thereof, and all
other provisions.. of .the laws of said state.applicable.thereto, and
this. bond.and .all -other bonds of.:this._ser.ies, and: all._interest there-
on are to be, paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, condi-
tions_and..things.required to be done and to exist precedent to and
in the issuance of this bond have been properly done and performed
and do..exist in due and regular form and manner as required by the
ConstitAtion and laws.of the State.of Kansas, and that the total
indebtedness of..s.aid city, including this series of bonds, does not
exceed any constitutional or statutory limitation.

Section 4. The Mayor and City Clerk are hereby authorized and

directed to prepare and execute the bonds hereinbefore ddscribed and
to advertise and sell the same in the manner provided by law, and,
when duly executed and registered to deliver said bonds to the pur-
chaser or purchasers thereof, on receipt of the purchase price "or
to deliver the same to the contractor who constructed such improve-
ments, in payment of the cost thereof, in accordance with the pro-
visions of the contract between the City of Salina and such contrp-ctor.
Section 5. The full faith, credit and resources of the City of
Salina, Kansas, shall be, and the same are hereby irrevocably pledged
for the prompt payment of said bonds and all interest thereon. The
Board of Commissioners of the City of Salina, Kansas, shall annually
make provision,#! the payment of the principal and interest on said
bonds as the same become due by levying taxes and assessments upon the
property liable therefor as provided by law.
Section 6. This ordinance shall take effect and be in force
from and after its publication in the official city paper.
