AN OKDINANCE providing for and relating to the construction, recon-
% structien, r,pair, maintenance, use and inspection of gas pines
and piping for natural or artificial gas, and the fittings, de-
vices, appliances and connections appurtenant thereto, within
the City of Salina, Kansas, requiring a license and bond of per-
sons engaged in such work, and providing for the regulation
thereof and providing penalties for the violation of said
ordinance, and repealing ordinances No. 3078 and 3642, and
Section 7 of Ordinance No. 2993.
BE IT 0RD.,tR,ED by the Board of Commissioners of the City of Salina,
Kansas:

Section 1. Flumbing Inspector Duties. The olumhing inspector
have authority to and it shall be his duty to inspect and test all
new installations and all extensions to or alterations of existing
i
gas-�-iping, and all fittings, devices, appliances and connections
i
appurtenant thereto, hereafter installed, and to inspect and test
°,henever in his opinion it is necessary or pro!er, al
existing
installatinns of Eas tiiping and the fit'ings, devices, appliances
i
and connections appurtenant thereto in the City of Salina, Kansas,
He shall enforce or cause to be enforced the provisions of this
ordinance and for all purp-ses of this ordinance he shall have the
right and authority during reasonable hours, and at any time Then
in his opinion any emergency exists, to enter in or upon any build-
ing or premises in the City of Salina for the purpose of making any
inspection cr test and of performing any of the duties required of
him b -NT this ordinance. '�,herever to this ordinance the wore inspector
is used, it shall be deemed �o refer to the plumbing; inspector of the
City of Salina, or his authorized assistant.
Section 2. 1ermit Required. No building shall. hereafter be -Piped
or fitted for gas, nor shall any repairs, alterations or extensions
e made in any piping nor shall anv fittings or fixtures or aprliances
be placed in any premises unless a permit therefore shall be granted

by the inspector, afte the filing v-ith him by the person intending
i
to do such work of an application describing the work to be done and
the pr-mises in or uc-on which the same is to be done. much applica-
tion shall state the correct location and the name and address of the
owner of such �'uilding or premises, and a full and complete statement
of the work oroposed to be done.
Section 3. Inspection Notice. It shall be the duly of any per-
son installing, al`,ering or changing any gels piping in any building
or premises in the City of Salina to notify the inspec'or when the
work is ready for inspection and the whole system of gas piping in -
eluding the fittings, appliances, connections and apr,urtenances there-
to, in or upon sue# building or premises shall be so arranged and con-
nected as to enable the inspector properly to inspect and test the
same.
Section 4. License -Bond. No permit shall be issued to any erson
to install, extend, repair, alter or connect any gas piping or gas
appliances or appurtenances for the conveyance or use of natural or
artificial gas in or upon any bulbing or premises in the City of Galina
unless such person shall first secure from the City Clerk a license to
engage in the occupation of gas fitter, -hich license shall be issued
by the City Clerk upon the payment of a license or occupation tax of
�1C.00 per year. Every such license shall expire on the 31st day of
December after its date, and if issued after July lst, the license tax
for the remainder of the year shall be one half of the amount above
specified. Upon the filing by such applicant of an application for such
license stating*, the name and business address of such applicant and such
other pertinent information as the City Clerk may require, and upon the
filing by such apNlicant with the City Clerk of a bond in the penal sum
of �2000.0( executed by such principal and by a corporate surety duly

authorized to do business as a surety of the State of Kansas, conditioned!

upon the good and faithful performance by such licensee of all work of
the kind referred to in this ordinance in accordance with the require-
ments and provisions of this ordinance and to indemnify said city and
any and all persons for whom any such work may be done by such applicant
against all damages rising from or caused by any o�;en trench work or
other cause or by the carelessness or negligence of"such applicant or
any of his agents, servants, or employees, in connection with any such
work; t-kOVIDED 1I01�1 SEVER, that any person having a license to do plumbing
::ork, and v,ho has on deposit in the City 6lerk's office, and in effect',
a plumber's bond as required by Ordinance No. 2981x, as amended by
Ordinance No. 3201, as such ordinance nolo exist or as the,ray be here-
after amended, shat; be ��ermitted to do any of the work mentioned in
this ordinance to the same extent as if he had received a license and
deposited his bond under this ordinance if such plumber's bond shall
have endorsed thereon by the surety com,any by whom the same is is�I.ued,
an endorsement providing for co,.rerage under the pro,,-isions of this
ordinance and in the amount hereby required; provided further, that
in any event a permit shall be secured for each niece of work as re-
quired in this ordinance. licensee under this ordinance or the
plumbing ordinance, doing any
work mentioned in this ordinance, may do
the same by his employees, but such licensee shall employ no person on
any such work unless such Terson be fully qualified and experienced
in such ork and such licensee shall be responsible for all of the
acts, omissions or ne-ligence of any such employee in or about any
such work and the bond of such licensee shall ocver the acts, omissions
or negligence )f any such employee.

Section 5. Inspection Fees. Inspector shall collect a minimum j
inspection fee of "'1.00 for each :'ermit issued b17 him under the : ro-
visions of this ordinance, 1,hich shall cover Inspection fees for the
orif7inal inspection of any system having not -core than six outlets
or fixtures connected with such system, and shale_ collect additional
inspection fees for on each original inspec`.ion of such system of 25�!
for each additional outlet or fixture connected vrith such system,
over six; and shall collect an additional fee of 50 cents for each
`inspection on any premises after the original inspection, or for any
inspection connected with the installation of fixtures on a system
nov,T existing. Such inspection fees shall be paid to the inspector
by the party filing the ap_;lication for a permit to do the work or
installation to be covered by such inspecti^n, and shall be accounted
for and paid by the inspector to the City Clerk.
Section 6. Connection _:ith 1,9ins - Certificate. No person shall
connect any gas piping system or installation, an inspection of ,' ch
is required by the provisions of this ordinance, v-ith the gas mains
operated by any gas distributing comr..,any in the City of Salina, here-
inafter referred to as the gas company, nor shall any gas be turned
into or used trough such gas piping system or installation, until
the person connecting or turning on such gas shall receive a certificate
from the inspector approving such installation.
Section 7. Condemn and Disconnect 6 -stem. The Inspector may
and it shall be his duty to condemn and disconnect or order discon-
nected any connection of any such `as piping system or installation
to any gas main whenever the person installing such has piping system
shad have failed to comply with any of the provisions ^f this ordinance
relating thereto, or v,henever in the opinion of the Inspector any gas
slTstem or installation in any premises in the Ci_ttr of Sal'_na, Kansas
is unsafe and liable to cause in;ury or damage to any person or property
in said city.
Section 8. Testing` All gas piping no,,' or hereafter installed
or used in or on any premises in the Citi of Salina, shall ^rhenever
any ins ,ection or test ti-lereof is made under the pro',TISions of this
ordinance, be tested i�;ith an accurate pressure gauge of standard make
by the inspector and shay be capable of �ithstanding pressure equal
to fifteen pounds for a period of fifteen minutes. The person doing
such ork shall furnish such gauge and shall leave the same connected
until after th6- inspection and testing is completed.
Section 9. _Rules and ,R ulations for all�vstems. All gas pi-oing
and all appurtenances, appliances, fixtures or devices now or hereafter
installed or used or designed for use in connection -ith the same in
lipon or about any premises in the City of Salina shall be installed in
accordance with, and shall conform to and be 7overned b-,, the folloti-ing
rules, regulations and requirements, to-v,lt:
(1) No person except the gas company or its authorized representa-
tive shall turn the gas on or off at the meter, except gas mar be turned
off Icy other in cases of emergency.
(2) 1 -When the fitting ,job, and line testing has been apt -roved by
the Inspector insofar as the same can be tested before the gas can be
turned on, the meter shall be set and the gas shall be. turned on by
the gas company or its authorized representative, and by no other per-
son, after which such test shall be made by the Inspector as may be
necessary.
(3) :very gas heating device, :,ater heater, and the oven of every
cooking device hereafter instal ed shall be quipped with good and suff'i-
cient flue or vent connections through which unburned gas may flog., out
of the premises, and no flue or vent used for such purpose shal be used
for any purpose except as a flue or vent, and these regulations shall
apply to existing systems or installations `rhen in the judgment of the
Inspector the same is necessary to the safety of the occupant of said
premises.
(4) No solid damper shall be used in any flue pipe leading from
any device -,,•here gas is consumed, and any damper used shall have a Y'.ole
or holes of a diameter of not less than one fourth of the pipe diameter.
(5) till gas outlets for the burning of any open gas flame shall
be at least two and me half feet belol- any ceiling not fire proof, or
other combustible material unles- pro erly protected by a metal shelf
in which case such distance shall be not less than eighteen inches.
(6) All outlets shall be securely fastened in place and properly
capped.
(7) In no case shall any split or broken fittings or pipe be used.
(8) No cement or other substance shall be used to conceal, repair
or cover any leaks, flaws or defects in pipes, fittings or connections.
(9) leo gas pine shall be laid so as to support any w-ight, except
small fixtures, or be subject to any strain, and the judgment of the
Inspector in any such matter shall be conclusive. If, in the opinion
of the Inspector, any such gas pipe is so laid as to be subject to
any undue weight or strain, correcti-n thereof shall be made in such

manner as may be ordered by the Inspector.
(10) All gas I;ipe installed beneath any ,foists or ceilings shall
be securely strapped to the bottom of such foists or other secure
f
places with iron straps or pias hooks, and all gas pipes in any loca-
tion shall be securely fastened to prevent salting or vibration.

(11). No fire test shall be made under any circumstances on any
inside work.
(12) A master valve shall be installed inside of the basement
wall where a service pipe enters a basement and a valve shall also
be installed on all furnace supply pipes at least four feet above the

(14) In no case shall any valve which shall need replacing from
time to time'or vrhich may require inspection be placed under floors
or between walls or in any inaccessible place.
(15A All motor valves shalt be of the type that will close rhen
electric current is of", unless other sufficient safety equipment is
provided.
In no case shall a lever handle gas control valve be con-

(18) Every steam boiler having a gas fire shall be equipped with
a low water cutout and a pressure limit control device, unless a regular
experienced attendant is present and in charge of the same at all times.
(19) No extension connection or fitting consisting in whole or
in part of rubber or flexible tubing shall be used in connection with
any gas burning appliance, and every such connecti^n shall be of rigid
metal piping 7.7ith metal to metal joints, except when it is necessary
to use gas in machine shoes for blo�,, torch purposes, or in laundry
mangels, and in every such case t'r-ere shall be but one shut off valve
i,hich shal be located in the rigid pipe and in no case at the gas
burning d; -vice or between the device and the rigid pipe.
Section 10. All gas r)iping and all appliances, appurtenances and
devices used or designed for use in connectim with the same hereafter
installed in, on or about any premises in the City of Salina, shall be
installed and shall be governed b, and conform to the following rules,

regulations and requirements, tp-wit:
(1) No service pi; e from gas main to any meter shall be less than
I
one and one fourth inches in diameter.
(2) No service pi. -:e from the meter to any hot air furnace or small
boiler shall be less than one and one fourth inch in diameter.
(3) No cast iron fitting shall be permitted or used.
(4) all fitters installing any gas piping must leave an exact
space for the meter and union for connections.
(5) No gas shall be turned on until all pipes, connections,
furnaces, stoves, burners and other appliances shal'_ have been inspected
and approved by the i'lumbing Inspector.
(6) No piping or fittings shall be covered or concealed from
view until inspected, tested and approved by the Ilizmbing Inspector.
(7) All drop or branch lines and oEenings for side brackets shall
be of bracket ells or square bends where practicable, and unless other-
wise sX,'ecially } ermitted by written permit obtained from the insx:ector
no nipples shall be used in any side bracket lights.
(S) In reducing pine sizes, nipples and reducing fittings must
be used and in no casd shall bushings be used.
(9) All pines shall be laid above timbers instead of beneath
them if x,ossible. All piping must be reamed and free from obstnrtions.
(10) No iointing material shall be placed in the female thread.
(11) Unions must be of ground icints and must rot be used in
concealed construction or places i.^rhich ar- not plainly visible, except
inions on meters.
(12) In disconnecting any appliances all openings in house l nes
shall be car.T:ed tightly so as to prevent escape of gas, and this shall
be done -)nly under the supervision of the Inspector, or by an authorized
representative of the gas company, or by some person having a permit to
do such work as required by this ordinance.
(13) Steam or hot water piping connections on either high or
lois pressure boilers, when necessary in connection with anv gas installa-
tion, shall be made only by a licensed plumber.
(14) Every hot water heating boiler shall be equipr;ed with a
v'ater temperature control limiting device.
(15) t1,11 steam or hot water boilers having lever handle control
gas valves shall be connected with either diaphragm or water regulators.

Section 1;. Connections with IJiains-Meters. 10 person except
the gas company or its authorized representative shall tap or make
any connection z,ith any gas main, or any service pipe leading from
any gas main to any meter, or shall change, alter or tamper with
any r egulator or other device used for the purpose of regulating
the gas pressure, or ,rith any gas meter. The gas company shall make
and install all fittings to the meter and allservice pipes from the
gas main to the pro:erty line, including a stop cock at the property
line, and no other person shall connect or disconnect any fitting or
piping on the inlet side of the meter, or connect or disconnect any
gas meter except in case of emergency.

Section 12. Release Gas from Mains. No person other than a
d1ily a,lthorized representative of the gas comp,-�ny shall at any time
open an1T valve releasing gas from the mains of the company into any
gas piping system in, or on any premises in the City of 6alna, and
then only after such sTrstem has been approved in writing by the
Inspector.
Section 13. Shut Oft' Valves at Curb. The gas company shall not
connect any gas main in the City of Salina, by means of a gas service
pipe, with any premises in the City of Salina, w'thout installing on
such Fas service pipe either at the curb line or at a point as near
thereto as may be practicable, and in any event at a poirt cr s»ch
gas service pipe before the same enters u -en private proierty, and
at a point i^,hick is wholly unenclosed b�= any building or other strl.icture,
a shut oft valve by means of which the gas may be shutoff or discon-
nected from such premises, together with the necessary te,, box or
valve box by means of w,-.ich access may be had to such shutoff valve,
urless such shut off valve is located in an ^utside underground meter
box having an easily removable manhole cover. It shall be unlalrrful
for the gas company to permit any gas to flow from its gas mains to
any premises in the City of Salina through any gas service pipe here-
after installed unless such gas service pipe is eg1ii.px,ed -,Ylth a shut-
off as hereinabove required, and it shall be unlawful for the gas company
to Hermit any gas to flog* from its gas mains to any premises within
the fire limits of the City of Salina, as now or hereafter established,
through any gas service pipe no -.r- existing or hereafter installed,
unless such gas s=rvice pi:e is eq ipped with a shut off valve as
her,in provided. All shutoff valves so installed sl_.all be uniform
and all tee boxes or valve boxes through which such shutoffs are
beached unless located in an underground meter box as above provided
for, shall be flush with the surface of the ground, pavement or side- !
walk where the same are installed and shall be plainly marked v,ith the
word "gas" and a shut off key which shall fit all shut off valves with

a handle sufficiently long to reach all 'alves so installed, shall be
furnished to the fire department and to the Flumbing Inspector by the
gas company.
Section 14. Pipe Sizes. The following sizes of pipes shall be
required in connection with tie installation of all heating, water
heating or cooking devices or any gas piping or installation in one
or two family dwelling houses or in com-rercial buildings, vh-re the
total number of devices, to one meter, does not exceed one furnace
and five additional fires, and rhere the maximum distance of any one
of such fires from the meter does not exceed 50 feet, to -wit:
Ir, all such buiic_ings equip:ed or to be equipped with a central
heating rlant 14- inch pipe must be run from meter to heating plant
or a full 11 inch connection left for heating plant.
In all cases 1: inch pipe must be run from the meter to the in-
side of the building.
The following schedule applies in such buildings to all fires
^,ith the exception of central heating plant:
One fire, use inch pipe.
Two or three fires, use one inch pipe to first fire -
4 inch pipe to second and third fires;
Four fires, use 14 inch pipe to first fire, one inch pipe to
second fire and 4 inch pi -re to third and_ fourth fires.
Hive fires, use 14 inch pipe to first and second fires, one
inch pipe to third fire, and 4 inch to fourth and fifth fires.
In cases of extreme long runs of pipe, the .:ipe size must be in-
creased to such size as may be directed by the inspector.
In all cases the pipe must be of sufficient si,e to carry the
maximum installed ap,-licence capacities at one ounce pressure drop.
;Vhenever any gas piping sTrstem is installed which does r,ot
come within the limits above specifically provided for, or which is
installed in buildings or premises other than those above described,
the sizes of the pipes used in such installation shall be such as are
sufficiently large to properly supply the demand which may be used
through such system, as the same may be determined from standard tables
of pipe sizes in common use, and such as may be prescribed by the in-
spector, and no such system.shall be installed until the pipe si,es to
be used are aplroved by the Inspector.

Section 15. Inspection-tip�roval-Defective l'ork Removed. If,
i
upon inspection and. test by the Inspec`or the installation of any gas
I
piping or any part therf:of shall rhe found not to comply v.,ith the re-
quirements of this ordinance, the same shall be changed, re -arranged,
repaired or removed to conform to this ordinance and with the require-
j
-rents of the Inspector within such reasonable time as the inspector
may deem necessary, not to exceed five days, and no gas shall be turned
i
on or permitted to floti: through any such piping or system until the
same shall be inspected and approved by the Inspector, and any work
or installation of an kind
y or anypart thereof, which shall not or
j cannot be repaired or changed to conform to this ordinance and to the
I
requirements of the Inspector, shall be immediately removed from any
premises by the person installing the same and shall not at any time
be used as a part of or in connection v,�ith the piping or distri?-'ution
in
of gas/or upon any such premises.
Section 16. Record -Certificate. The Inspector shall keep a
record of ali inspections of gas piping made by him and when the has
piping system or installatior_ in or upon any premises, after inspection
shall be found by him to comply with the requirements of this ordinance
he shall issue to the party doing any such work, or to the owner of such
premises, in duplicate, a certificate of satisfactory inspection, one
copy of which shall be delivered to the gas company before gas is turned
into such system.
Section 17. Responsibility This ordinance shall not be con-
strued to lessen the responsibility of any person o,,,ning, operating,
controlling or installing any gas mains, service pipes, distribution
pipes, connections, or gas fixtures, fittings or apuliances for damages
caused to any person or property by any defect therein or by the acts
or omissions, negligent or other�ise of any such person, or by any
failure to comply with the z;rovisions of this ordinance, nor to re-
lieve any such person from any such liability or responsibility,nor
shall the City of Salina or any of its employees or agents be held as
assuming any such liability or resxon sibility by reason of the inspectio
authorized and required by this ordinance, or ry reason of any failure
on the part of the city or any of its agents to make any such inspection
or to discover any defect as a result of any inspection required by
this ordinance, or on account of the failure of such city or any of its
agents to enforce the provisions of this ordinance.

Section 18. Any person who shall violate or fail to comply with
any of the requirements of this ordinance or any requirements, ord,r
j or direction of the i'lumbing Inspector given pursuant to this ordinance
shall iii -on conviction be deemed guilty of a misdemeanor and upon con-
viction shall be punished by fine of not less than �p25.00 nor more than
X100.00, or by imprisonment not `o exceed 30 days or by both such fine
and imprisonment, for each such offense.
Section 19. yherever the term "person" is sued in this ordinance,
it shall be deemed to apr,ly to any corporation, copartnership or associa-
tion,, and to any officer, manager, member, agent, servant or representative
thereof to the same extent as if each of such had been specifically men-
tioned herein.
Section 20. That Ordinances No. 3078 and 3642, and Section 7 of
Ordinance 29939 of the Citlr of Salina be and the same are hereby re-
pealed.
Section 21. This ordinance shall take Pffect and be in force
after its publication in the official citir pastier.

by such applicant with the City Clerk of a bond in the penal sum of
$2000.00 executed by such principal and by a corporate surety duly
authorized to do business as a surety of the State of Kansas, con-
ditioned upon the good and faithful,performance by such licensee of
all work of the kind referred to in this ordinance in accordance with
the requirements and provisions of this ordinance and to indemnify
said city and any and all persons for whom any such work may be done
by such applicant against all damages rising from or caused by any
open trench work or other cause or by the carelessness or negligence
of such applicant or any of his agents, servants, or employees, in
connection with any such work; Provided however, that any person
having a license to do plumbing work, and who has on deposit in the
City Clerk's office, and in effect, a plumber's bond as required by
Ordinance No. 2980, as amended by Ordinance No. 3201, as such ordin-
ance now exist or as they may be hereafter amended, shall be per-
mitted to do any of the work mentioned in this ordinance to the
same extent as if he had received a license and deposited his bond
under this ordinance if such plumber's bond shall have endorsed
thereon by the surety company by whom the same is issued, an endoi�e-
ment providing for coverage under the provisions of this ordinance
and in the amount hereby required; provided further that in any
event a permit shall be secured for each piece of work as required
in this ordinance. A licensee under this ordinance or the plumbing
ordinance, doing any work mentioned in this ordinance, may do the
same by his employees, but such licensee shall employ no person on
any such work unless such person be fully qualified and experienced
in such work and such licensee shall be responsible for all of the
acts, omissions or negligence of any such employee in or about any
such work and the bond of such licensee shall cover the acts, omissions
or negligences of any such employee.
Section 5. Inspection Fees. Inspector shall collect a minimum
inspection fee of $1.00 for each permit issued by him under the pro-
visions of this ordinance, which shall cover inspection fees for the
original inspection of any system having not more than six outlets
or fixtures connected with such system, and shall collect additional
inspection fees for on each original inspection of such system of 25�
for each additional outlet or fixture connected with such system,
over six; and shall collect an additional fee of 50 cents for each
inspection on any premises after the original inspection, or for any
inspection connected with the installation of fixtures on a system
now existing. Such inspection fees shall be paid to the inspector
by the party filing the application for a permit to do the work or
installation to be covered by such inspection, and shall be accounted
for and paid by the inspector to the City Clerk.
Section 6. Connection with Mains - Certificate. No person
shall connect any gas piping system or installation, an inspection
of which is required by the provisions of this ordinance, with the
gas mains operated by any gas distributing company in the City of
Salina, hereinafter referred to as the gas company, nor shall any
gas be turned into or used through such gas piping system or in-
stallation, until the person connecting or turning on such gas
shall receive a certificate from the inspector approving such in-
stallation.
Section 7. Condemn and Disconnect lystem.. The Inspector
may and it shall be his duty to condemn and disconnect or order
disconnected any connection of any such gas piping system or in-
stallation to any gas main whenever the person installing such gas
piping system shall have failed to comply with any of the provisions
of this ordinance relating thereto, or whenever in the opinion of
the Inspector any gas piping system or installation in any premises
in the City of Salina, Kansas is unsafe and liable to cause injury
or damage to any person or property in said city.
Sedtion 8. TestinA . All gas piping now or hereafter installed
or used in or on any premises in the City of Salina, shall whenever
any inspection or test thereof is made under the provisions of this
ordinance, be tested Lith an accurate pressure gauge of standard
make by the Inspector and shall be capable of withstanding pressure
equal to fifteen pounds for a period of fifteen minutes. The person
doing such work shall furnish such gauge and shall leave the same
connected until after the inspection and testing is completed.
Section 9. Rules and Regulations for all Systems. All gas piping
and all appurtenances, appliances, fixtures or devices now or
hereafter installed or used or designed for use in connection
with the same in upon or about any premises in the City of Salina
shall be installed in accordance with, and shall conform to and
be governed by the following rules, regulations and requirements,
to -wit:
(1) No person except the gas company or its authorized
representative shall turn the gas on or off at the meter, except
gas may be turned off by other in cases of emergency.
(2) When the fitting ,job, and line testing has been approved
by the Inspector insofar as the same can be tested before the gas
can be turned on, the meter shall be set and the gas shall be turned
on by the gas company or its authorized representative, and by no
other person, after which such test shall be made by the Inspector
as may be necessary.
(3) Every gas heating device, water heater, and the oven of
every cooking device hereafter installed shall be equipped with
good and sufficient flue or vent connections through which unburned
gas may flow out of the premises, and no flue or vent used for such
purpose shall be used for any purpose except as a flue or vent, and
these regulations shall apply to existing systems or installations
when in the judgment of the Inspector the same is necessary to the
safety of the occupant of said premises.
(4) No solid damper shall be used in any flue pipe leading
from any device where gas is consumed, and any damper used shall
have a hole or holes of a diameter of not less than one fourth of
the pipe diameter.
(5) all gas outlets for the burning of any open gas flame
shall be at least two and one half feet below any ceiling not fire
proof, or other combustible material unless properly protected by
a metal shelf in which case such distance shall be not less than
eighteen inches.
(6) All 6utlets shall be securely fastened in place and
properly capped.
(7) In no case shall any split or broken fittings or pipe
be used.
(8) No cement or other substance shall be used to conceal,
repair or cover any leaks, flaws or defects in pipes, fittings or
connections.
(9) No gas pipe shall be laid so as to support any weight,
except small fixtures, or be subject to any strain, and the judgment
of the Inspector in any such matter shall be conclusive. If, in
the opinion of the Inspector, any such gas pipe is so laid as to
be subject to any undue weight or strain, correction thereof shall
be made in such manner as may be ordered by the Inspector.
(10) I'll gas pipe installed beneath any ,joists or ceilings
shall be securely strapped to the bottom of such joists or other
secure places with iron straps or gas hooks, and all gas pipes
in any location shall be securely fastened to prevent sagging
or Vibration.
(11) No fire test shall be made under any circumstances on
any inside work.
(12) A master valve shall be installed inside of the base-
ment wall where a service pipe enters a basement and a valve shall
also be installed on all furnace supply pipes at least four feet above
the floor.

(14) In no case shall any valve which shall need replacing
from time to time or which may require inspection be placed under
floors or between walls or in any inaccessible place.
(15). All motor valves shall be of the type that will close
when electric current is off, unless other sufficient safety equip-
ment is provided.
(16) In no case shall a lever handle gas control valve be
connected direct to a motor regulator.

(18) Every steam boiler having a gas fire shall be equipped
with a low water cutout and a pressure limit control device, unless
a regular, experienced attendant is present and in charge of the
same at all times.
(19) No extension connection or fitting consisting in whole
or in part of rubber or flexible tubing shall be used in connection
with any gas burning appliance, and every such connection shall be
of rigid metal piping with metal to metal joints, except when it
is necessary to use gas in machine shops for blow torch purposes,
or in laundry mangels, and in every such case there shall be but
one shut off valve which shall be located in the rigid pipe and
in no case at the gas burning device or between the device and
the rigid pipe.
Section 10, all gas piping,and all appliances, appurtenances
and devices used or designed for use in connection with the same
hereafter installed in, on or about any premises in the City of
Salina, shall be installed and shall be governed by and conform
to the following rules, regulations and requirements to --pit:
(1) No service pipe from gas main to any meter shall be less
than one and one fourth inches in diameter.
(2) No servicd pipe from the meter to any hot air furnace or
small boiler shall be less than one and one fourth inch in diameter.
(3) No cast iron fitting shall be permitted or used.
(4) all fitters installing any gas piping must leave an
exact space for the meter and union for connections.
(5) No gas shall be turned on until all pipes, connections,
furnaces, stoves, burners and other appliances shall have been
inspected and approved by the Plumbing Inspector.
(6) No piping or fittings shall be covered or concealed
from view until inspected, tested and approved by the Plumbing
Inspector.
(7) All drop or branch lines and openings for side brackets
shall be of bracket ells or square bends where practicable, and
unless otherwise specially permitted by written permit obtained
from the inspector no nipples shall be used in any side bracket
lights.
(8) In reducing pipe sizes, nipples and reducing fittings
must be used and in no case shall bushings be used.
(9) All pipes shall be laid above timbers instead of beneath
them if possible. All piping must be reamed and free from obstruc-
tions.
(10) No jointing material shall be placed in the female thread.
(11) Unions must be of ground joints and must not be used in
concealed construction or places which are not plainly visible, ex-
cept unions on meters.
(12) In disconnecting any appliances all openingsin house
lines shall be capped tightly so as to prevent escape of gas, and
this shall be done only under the supervision of the Inspector, or
by an authorized representative of the gas company, or by some person
having a permit to do such work as required by this ordinance.
(13) Steam or hot water piping connections on either high or
low pressure boilers, when necessary in connection with any gas
installation, shall be made only by a licensed plumber.
(14) Every hot water heating boiler shall be equipped with
a water temperature control limiting device.
(15) "11 steam or hot water boilers having lever handle con-
trol gas valves shall be connected with eit#er diaphragm or water
regulators.
Section 11. connections with Mains -Meters. No person except
the gas company or its authorized representative shall tap or make
any connection with,any gas main, or any service pipe leading from
any gas main to any -meter, or shall change, alter or tamper with
any regulator or other device used for the purpose of regulating
the gas pressure, or with any gas meter. The gas company shall
make and install all fittings to the meter and all service pipes
from the gas main to the property line, including a stop cock at
the property line, and no other person shall connect or disconnect
any fitting or piping on the inlet side of the meter, or connect
or disconnect any gas meter except in case of emergency.
Section 12. Release Gas from Mains. No person other than a
duly authorized representative of the gas company shall at any time
open any valve releasing gas from the mains of the company into
any gas piping system in, or on any premises in the City of Salina,
and then only after such system has been approved in writing by
the Inspector.
Section 13. Shut Off Valves at Curb. The gas company shall
not connect any gas main in the City of Salina, by means of a gas
service pipe, with any premises in the City of Salina, without
installing on such gas se:^viae pipe either at the curb line or
at a point as near thereto as may be practicable, and in any event
at a point on such gas service pipe before the same enters upon
private property, and at a point which is wholly unenclosed by
any building or other structure, a shut off valve by means of which
the gas may be shutoff or disconnected from such premises, together
with the necessary tee box or valve box by means.of which access may
be had to such shutoff valve, unless such shut off valve is located
in an outside underground meter box having an easily removable man-
hole cover. It shall be unlawful for the gas company to permit any
gas to flow from its gas mains to any premises in the City of Salina
through any gas service pipe hereafter installed unless such gas
service pipe is equipped with a shutoff valve as hereinabove re-
quired, and it shall be unlawful for the gas company to permit
any gas to flow from its gas mains to any premises within the fire
limits of the City of Salina, as now or hereafter established,
through any gas service pipe now existing or hereafter installed,
unless such gas service pipe is equipped with a shut off valve as
herein provided. All shutoff valves so installed shall be uniform
and all tee boxes or valve boxes through which such shutoffs are
reached unless located in an underground meter box as above pro-
vided for, shall be flush with the surface of the ground, pavement
or sidewalk where the same are installed and shall be plainly
marked with the word "gas" and a shut off key which shall fit all
shut off valves with a handle sufficiently long to reach all valves
so installed, shall'be furnished to the fire department and to the
Plumbing Inspector by the gas company.
Section 14. Pipe Sizes. cl'he following sizes of pipes shall
be required in connection with the installation of all heating,
water heating or cooking devices on any gas piping or installation
in one or two family dwelling houses or in commercial buildings,
where the total number of devicds, to one meter, does not exceed
.one furnace and five additional fires, and where the maximum dis-
tance of any one of such fires from the meter does not exceed 50
feet, to -wit:
In all such buildings equipped or to be equipped wit7g a central
heating plant 14 inch pipe must be run from meter to heating plant
or a full 14 inch connection left for heating plant.
In all cases 14 inch pipe must be run from the meter to the
inside of the building.
The following schedule applies in such buildings to all fires
with the exception of central heating plant:
One fire, use j inch pipe.
Two or three fires, use one inch pipe to first fire;
3 inch pipe to second and third fires.
Four fires, use 14 inch pipe to first fire, one inch pipe to
second fire and 4 inch pipe to third and fourth fires.
Five fires, use 14 inch pipe to first and second fires, one
inch pipe to third fire, and 4 inch to fourth and fifth fires.
In cases of extreme long runs of pipe, the pipe size must be
increased to such size as may be directed by the inspector.
In all cases the pipe must be of sufficient size to carry the
maximum installed appliance capacities at one ounce pressure drop.
Whenever any gas piping system is installed which does not
come within the limits above specifically provided for, or which
is installed in buildings or premises other than those above de-
scribed, the sizes of the pipes used in such installation shall be
such as are sufficiently large to properly supply the demand which
may be used through such system, as the same may be determined from
standard tables of pipe sizes in common use, and such as may be pre-
scribed by the inspector, and no such system shall be installed until
the pipe sizes to be used are approved by the Inspector.
Section 15. Inspection -Approval -Defective York Removed. If,
upon inspection and test by the Inspector the installation of any
gas piping or any part thereof shall be found not to comply with the
requirements of this ordinance, the same shall be changed, re -arranged,
repaired or removed to conform to this ordinance and with the require-
ments of the Inspector within such reasonable time as.the Inspector
may deem necessary, not to exceed five days, and no gas shall be
turned on or permitted to flow through any such piping or system
until the same shall be inspected and approved by the Inspector, and
any work or installation of any kind or any part thereof, which shall
not or cannot be repaired or changed to conform to this ordinance and
to the requirements of the inspector, shall be immediately removed
from any premises by the person installing the same and shall not
at any time be used as a part of or in connection with the piping or
distribution of gas in or upon any such premises.
Section 16. Record -Certificate The Inspector shall keep a
record of all inspections of gas piping made by him and when the
gas piping system or installation in or upon any premises, after
inspection shall be found by him to comply with the requirements
of this ordinance, he shall issue to the party doing any such work,
or to the owner of such premises, in duplicate, a certificate of
satisfactory inspection, one copy of which shall be delivered to
the gas company before gas is.turned into such system.
Section 17. Responsibility This ordinance shall not be con-
strued to lessen the responsibility of any person owning, operating,
controlling or installing any gas mains, service pipes, distribution
pipes, connections, or gas fixtures, fittings or appliances for
damages caused to any person or property by any defect therein or
b7 the acts or omissions, negligent or otherwise of any such person,
or by any failure to comply with the provisions of this ordinance,
nor to relieve any such person from any such liability or responsi-
bility, nor shall the City of Salina or any of its employees or
agents be held as assuming any such liability or responsibility
by reason of the inspection authorized and required by this ordinance,
or by reason of any failure on the part of the city or any of its
agents to make any such inspection or to discover any defect as a
result of any inspection required by this ordinance, or on account
of the failure of such city or any of its agents to enforce the
provisions of this ordinance.
Section 18. Any person who shall violate or fail to comply with
any of the requirements of this ordinance or any requirements, order
or direction of the Plumbing Inspector given pursuant to this
ordinance shall upon conviction be deemed guilty of a misdemeanor
and upon conviction shall be punished by fine of not less than
$25.00 nor more than 4100.00, or by imprisonment not to exceed 30
days or by both such fine and imprisonment, for each such offense.
Section 191 Wherever the term "person° is used in this
ordinance, it shall be deemed to apply to any corporation, co-
partnership or association, and to any officer, manager, member,
agent, servant or representative thereof to the same extent as if
each of such had been specifically mentioned herein.
Section 20. That Ordinances No. 3078 and 3642, and Section 7
of Ordinance 2993,- of the City of Salina be and the same are hereby
repealed.
Section 21. This ordinance shall take effect and be in force
after its publication in the official city paper.
