AN ORDINANCE providing for the construction of certain storm sewers
in the City of Salina to be designated as Storm Sewers No. 10-A
and 14, and providing for the issuing of improvement bonds to pay
the cost thereof. i
SECTION 1, Storm Sewer No. 10-A That it is necessary and it is
ereby.ordered that a storm sewer which is hereby designated as Storm

Section 3. `-'hat on or before November 2, 1931, the City Engineer
shall prepare and file in the office -)f the City Clerk detailed plans

and specificat?- ons for the construction of the storm sewers provided

for in Sections 1 and 2 of this ordinance, with segment block, vitrified
and concrete sewer pipe, and such other types of sewer as said Z%ngineer
I
may deem advisable, and on or before the same date shall irepare and
I
file in the office of the City Clerk, under oath, a detailed estimate
of the cost thereof. After such plans and specifications and estimated
i
I
I w
costs shall have been filed, as aforesaid, the City Clerk shall ad-
vertise, by advertisements published in the official city paper for
at least three consecutive days, for sealed proposals for the build-
ing and construction of such storm sewers, and at the time and place
mentioned, the Board of Commissioners may contract ivith the lowest
i
j and best responsible bidder therefor, for the building and construction
of such strom sewers, but the right to reject any and all proposals
I
shall be and the same is hereby reserved, and any contract awarded
j for such work shall provide for the furnishing by such contractor
of performance and maintenance bonds, and for a statutory bond, in
i
amounts equal to the f`ull cost of such work, which shall be approved
by the Board of Commissioners before any such work shall be commenced.
Section 4. That for the purpose of paying the cost of such
Improvements, the Board of Commissioners shall issue improvement bonds
of the City of Salina, Kansas, in an amount not to exceed the total
cost of such work and improvements, to be payable in ten approximately
equal annual installments and to bear interest at not to exceed 5%
per annum from the date of such bonds, and for the purpose of paying
such bonds and interest as they severally mature, the Board of Com-
missioners shall annually levy a tax upon all real and person property
in the City of Salina in an amount sufficient to pay the annual in-
stallments of such principal and interest, and that pending the issue
of such bonds, temporary notes shall be issued according to law, to
pay the cost of such work.
Section 5. This ordinance shall take effect and be in force
from and after its publication in the official city paper.

of,Ohio Street, thence east in Iron Avenue a 12" sewer 281 feet to a
special inlet to be constructed at Iron and Ohio Avenues; thence north
in Ohio Avenue, a 21" sewer 358.8 feet to the above mention8d manhole at
Johnstown and Ohio Avenues; thence east in Johnstown Avenue, a 42" sewer
463 feet to a manhole to be constructed at Johnstown and Connecticut
Avenues also beginning at a special inlet to be constructed at Iron and
Connecticut Avenues thence north in.Connecticut Avenue a 15" sewer 342
feet to the above mentioned manhole at Johnstown and Connecticut Avenues;
thence east in Johnstown Avenue a 48" sewer 369 feet to an outlet in the
Smoky Bill River; together with the necessary inlets; inlet connections,
manholes, sluice gates, overflow connections, and other accessories.
Section 3. That on or before AYot.ember 28 1931, The City
Engineer shall prepare and file in the office of the City Clerk de-
tailed plans and specifications for the construction of the storm sewers
provided for in Sections 1 and 2 of this ordinance, with segment block,
vitrified, and concrete sewer pipe, and such other types of.sewer as
said Engineer may deem advisable, and on or before the same date shall
prepare and file in the office of the City Clerk, under oath, a detailed
estimate of the costa thereof. After.such.plans and specifications and
estimated costs shall have been filed, as aforesaid, the City Clerk shall
advertise, by advertisements published in the official city paper for at
least three consecutive days, for sealed proposals for the building and
construction of such storm sewers, and at the time and place mentioned,
the Board of Commissioners may contract with the lowest and best responsible
bidder therefor, for the building and construction of such storm sewers,
but the right to reject any and all proposals shall be and the same is
hereby reserved, and any contract awarded for such work shall provide
for the furnishing by such contractor of performance and maintenance bonds,
and for a statutory bond, in amounts equal to the full cost of such work,
which shall be approved by the Board of Commissioners before any such work
shall be commenced.
Section 4. That for the purpose of paying the cost of such improve-
ments, the Board of Commissioners shall issue improvement bonds of the
City of Salina, Kansas, in an amount not to exceed the total cost of such
work and improvements, to be payable in ten approximately equal annual
installments and to bear interest at not to exceed 5% per annum from the
date of such bonds, and for the purpose of paying such bonds and interest
as they severally mature, the Board of Commissioners shall annually levy
a tax upon all real and personal property in the City of Salina in an
amount sufficient to pay the annual.installments of such principal and
interest, and that pending the issue of such bonds, temporary notes shall
be issued according to law, to pay the cost of such work,
Section 5. This ordinance shall take effect and be in force
from and after its publication in the official city paper.
