An Ordinance authorizing and providing for the issuance of Improve-
j ment uonds of the City of Salina, Kansas in the sum of
$31,444.94 to pay the cost of improving certain streets and
alleys, and constructing certain lateral sanitary sewers, and
constructing certain storm sewers in said City."

j WHEREAS, pursuant to proceedings duly had according to law,
contracts have been let and performed for the construction of the 1
following street improvements in the City of Salina, Kansas, to -wit: I
Paving alley between Fourth Street and Fifth Street from a
point 200 fee north of the north line of Iron Avenue to the south
line of Ash 6treet;
Paving Fairdale Road from the south line of Lot 12, block 4,
Country Club Heights ATdMon to the north line of Overhill Road;
Paving Greenway Road from Crestview Drive to the north line
of Uverhill Road;
Paving intersection
of Overhill Road and Fairdale Road;
Curbing and guttering south side of Jewell Avenue from the west
line of Ninth Street to the easE line of TenthStreet;
Curbing and guttering North Street from the west line of twelfth
Street to the east line of rteent Feet;
Paving Overhill Road from the south line of Crestview Drive
to the west Me ofeenway Road;
Curbing, guttering and paving Penn Avenue from the south line
of Iron Avenue to the north line of Uypsum Avenue;
Curbing and guttering Twelfth Street from the north line of
North Street to the south line of Mcolntreet; and
WHEREAS, the total cost of said iitprovements has been
ascertained, and the total portion thereof to be paid by general
tax to be levied upon all the taxable property within said City for
the improvement of squares and areas formed by the crossing of streets
and alleys, and for the improvement of any of said streets where the
same is through or adjacent to property of the city for which the
City is liable, and for which bonds shall be issued as hereinafter
provided, has been ascertained and is hereby determined and found to
be the sum of $3,925.35; and
WHEREAS, the portion of said street improvements to be paid
by special assessment levied upon the lots and pieces of ground
liable for the payment of said street improvements has been ascertained
and is hereby found and determined to be the sum of $21,944.84; which
said last amount has been heretofore duly assessed and apportioned to
the several lots and pieces of ground on such streets liable therefor,
payable in ten equal installments according to law, and as provided in
the ordinances of the City of Salina relating thereto duly passed and
approved, of which amount the sum of $20593.03 has been paid by the
property owners liable therefor leaving a balance for which bonds are
to be issued in the sum of $19,351.91, or a total, including the
$3,925.35 chargeable to the city at large of $23,277.26; and
WHEREAS, pursuant to proceedings duly had according to law
contracts have been let and performed for the following work, to -wit:
The Construction of lateral sanitary sewers in lateral sewer
districts No. 165 and 166; and
WHEREAS, the cost of said lateral sanitary sewers constructed
in lateral sewer districts above mentioned, and to be paid by special
assessments levied upon all lots and pieces of ground liable for the
payment of said lateral sanitary sewers in lateral sewer districts
above mentioned, has been ascertained and is hereby found and determined
to be the sum of $2,993..39, which amounts has been heretofore duly
assessed and apportioned to the several lots and pieces of ground
according to law as provided in the ordinances of the City of Salina
relating thereto, duly passed and approved, none of which has been
paid by the ovmers of property liable therefor within the time provided
by law; and
WHEREAS, the total amount for which bonds are to be issued
for the payment of the above described improvement has been and
is hereby determined to be the sum of $2,993.39; and

WHEREAS, pursuant to proceedings duly had according to law,
contracts have been let and performed for the following work:
The construction of certain storm sewers designated as Storm
Sewers No. 21, 22 and 23; the cost of which is payable by the
City at large, the City not having been divided into storm sewer
districts, and the entire city constituting one storm sewer district
as provided by Section 12-618, Revised Statutes 1923; and
WHEREAS, the total cost of said improvements last mentioned
has been ascertained according to the final estimates of cost pre-
pared by the City Engineer and duly filed in the office of the City
Clerk, the total cost of such storm sewers ascertained being hereby
determined and found to be the stun of $50174.29, which sum is to
be paid by the city at large, and for which bonds shall be issued as
hereinafter provided; and
WHEREAS, the total amount of said special assessments to pay
the cost of all of the work and improvements hereinabove described
which has been assessed against private property, said for which bonds
will be issued as herein provided, in anticipation of said special
assessments which remain unpaid, has been ascertained and is hereby
found and determined to be the sum of $22,345.30, the difference
between the last named amount and the total amounts assessed against
private property for the improvements hereinabove mentioned, having
been paid by the property owners liable for such improvements, whose
property has been thereby discharged from any further assessment
for the cost of said improvements in the amounts so paid; and the
total amount for which bonds will be issued to be paid by the
01t7 at large by general taxation upon all of the taxable property in
the City of Salina, has been determined and found to be the sum of
$5,174.29, making a total ar.6unt for which bonds are to be issued
in the sum of $31,444.94; NOW THEREFORE,
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That for the purpose of providing funds to pay
the cost of the improvements hereinabove described in amounts as
follows:
J-ntersection improvements, payable by City at large, $3,925.35
Storm Sewers, payable by City at large - - - - - - - 50174.29
Street improvements, payable by special assessments- 190351.91
Sanitary sewers, payable by special assessments - - 28993.39
Total amount of bonds to be issued - - $31,444.94
there shall be issued and hereby are issued Internal Improvement
Bonds of the City of Salina, Kansas, in the total principal sum
of $31,444.94. Said issue shall consist of thirty-two bonds,
numbered from 1 to 32 inclusive, all dated May 1st, 19310 and shall
become due serially in approximately equal amounts each year, in
denominations as follows:
No. 1 for $444.94 due May 1st, 1932
Nos. 2, 3 and 4 for tivOOO.00 each due May 1st, 1932.
Aos. 5, 6 and 7 for 1,000.00 each due May lat, 1933.
Nos. 8, 9 and 10 for $1 000.00 each due May lst, 1934.

All of said bonds shall bear interest at the rate of 4 per
cent per annum, payable semi-annually on May 1st and November lst
of each year, until the respective dates of maturity of each of said
bonds, except that the first interest on all of said bonds shall be-
come due and payable on May 1st, 1932.
Section 2'. Said bonds shall be executed by the Mayor and
shall be attested by the City Clerk and the corporate seal of the
City shall be affixed thereto. Said bonds shall have attached thereto
interest coupons representing the interest thereon, and said interest
coupons shall bear the fac simile signatures of the Mayor and City
Clerk of said city.
Section 3. Said bonds shall be in the form and shall contain
recitals substantially as follows:

KNOW ALL MEN By THESE PRESENTS, That the City of Salina, in
the County of Saline, State of Kansas, acknowledges itself to be
indebted and for value received hereby premises to pay to the bearer
the sum of
DOLLARS
in lawful money of the United States of America, on the first day of
May 19 , with interest thereon from the date hereof at the rate of
four per cent (4%) per annum, payable semi-annually on the first
days of May and November in each year (except that the first interest
coupon attached to each bond shall become due and payable on May
1st, 1932) on presentation and surrender of the interest coupons
hereto annexed as said coupons severally become due, both principal
and interest of this bond being payable at the office of the State
Treasurer in the State of Kansas, in the Uity of Topeka, Kansas.
And said City of Salina, Kansas, is held and firmly bound by these
presents and the full faith, credit and resources of said city are
hereby irrevocably.pledged for the payment of said principal and
interest at maturity,
This bond is one of a series of 32 bonds of like date and tenor,
excepting denomination and maturity, aggregating the principal sum
of Olp444.94, issued by the City of Salina, Kansas, for the purpose
of paying the cost of improving certain streets in said city, and
to pay the cost of constructing certain sanitary sewers and storm
sewers in said city, by the authority of and in full compliance with
the provisions, restrictions and limitations of the Constitution and
laws of the State of Kansas, including Sections 10-101 to 10-115, 12-601
to 12-610 and 12-617 to 12-625 of the Revised Statutes of Kansas, 1923,
and all amendments thereof, and all other provisions of the laws of
said State applicable thereto, and this bond and all of the other bonds
of this series, and all interest thereon are to be paid by said City
of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions
and things required to be done and to exist preceddnt to and in the
issuance of this bond have been properly done and performed and do
exist in due and regular form and manner as required by the Constitu-
tion and laws of the State of Kansas, and that the total indebtedness
of said city, including this series of bonds, does not exceed any
constitutional or statutory limitation.

IN WITNESS WHEREOF, the said City of Salina, Kansas, has
executed this bond by causing it to be signed by its Mayor and

WHEREAS, the total amount for which bonds are to be issued
for the payment of the above described improvement has been and
is hereby determined to be the sum of $2,993.39; and
WHEREAS, pursuant to proceedings duly had according to law,
contracts have been let and performed for the following work:

the city of Salina, has been determined and found to be the sum of

SECTION 2. Said bonds shall be executed by the mayor and shall be
attested by the City Clerk and the corporate seal of the city shall
be affixed thereto. Said bonds shall have attached thereto interest
