Ordinance #00-10011, amending Chapter 8, of the Salina Code revising guidelines for the
Building Codes Advisory and Appeals Board and licensing requirements for various contractors
and craftsman.
BACKGROUND:
Over the past several years numerous sections of Chapter 8 have been revised to reflect
necessary code changes and updated license requirements. However, it has been several
years since the entire Chapter 8 has been reviewed for consistency and clarity. With recent
changes recommended by the Building Codes Advisory and Appeals Board staff took the
opportunity to complete an overall review of Chapter 8. Based on this review, staff is
proposing the following:
· Revised guidelines for the Building Codes Advisory and Appeals Board.
· Consolidation of licensing requirements and the deletion of articles and sections that are no
longer necessary.
Overall, the changes are housekeeping items that will improve our ability to administer the
applicable requirements. The changes were reviewed and approved by the Building Codes
Advisory and Appeals Board. Summarized below are the proposed changes:
· Reduce the number of board members for the Building Codes Advisory and Appeals Board
to eleven by eliminating the attorney membership category.
· Revise the purpose of the Board to reflect new responsibilities associated with
contractor/tradesman registration.
· Consolidate the following requirements for plumbing, mechanical and electrical licenses:
· License Fee
· Application required
· Expiration, renewal of license
· Deadline for renewal of license
· License to be displayed
· License not transferable; misuse
· Suspension and revocation
· Insurance required
· Bond required
· Elimination of Article VII - GAS CODE, no longer needed as mechanical article currently
regulates.

· Revise Article XI - SIGN CODE, allowing contractors to install certain signs without being
licensed as a sign contractor. The new requirements for contractors provides the necessary
liability and surety protection to protect the city and the owner.
· Revision of Article XII, Fences on corner lots. Removes requirements as they currently exist
in the Zoning Code.
· Elimination of Article XIII - ELEVATORS, the new requirements for contractors provides the
necessary liability and surety protection to protect the city and the owner. Also, the State of
Kansas already regulates elevator contractors.
· Elimination of Article XV - SANDBLASTING, not necessary as nuisance regulations would
apply.
RECOMMENDATION:
If approved, the proposed changes will go into effect January 1, 2001. In order to provide
timely notice to affected parties prior to their January 1 license renewal, staff is requesting
the following actions:
· Approval on first reading
· Emergency be declared
· Approval on second reading
