ORDINANCE NO. 4348

AN OR?-IT:ANCE creating a certain fund to be known as "Public
YJorks Administration Docket No. 2928, Force Account
Fund"; authorizing the appropriation and transfer of
certain money from the Waterworks Department Fund to
the fund so created; designating a certain bank as
depositary for the money placed in and to be acquired
by such fund and providing for the manner in which the
money so deposited in such special account shall be
accounted for and used.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. There is hereby created and there shall be set
up on the books of the City Clerk and City Treasurer a special
fund to be known as "Public Works Administration, Docket No.
2928, Force Account Fund", in which such fund sha.11be deposited
all monies hereafter to be used in connection with the construc-
tion of certain improvements heretofore authorized to be con-
structed as described in the application made by the City of
Salina to the Federal Emergency Administration of Public Works
relating to the construction of water mains in Walnut Street in
the City of Salina and known as Public Works Admi_nistrati�n
Docket No, 2928.
Section 2. That there be and there is hereby appropriated
and transferred from the Waterworks Department Fund to the
"Public Works Administration Docket No. 2928, Force Account
Fund", created by Section 1 of this ordinance the sum of $14,037.25.
Section 3. The City Treasurer is hereby, authorized and
directed to deposit in the National Bank of America of Salina,
Kansas, a member of the Federal Reserve Bank System, said sum
of ''14,037.25, in a special account in said bank to be known
as "Public Works Administration Docket No. 2928, Force Account",
which account shall be kept separate and apart from all other
funds and accounts of the City of Salina and which account
he shall deposit from time to time as the same may be received
by the City of Salina any monies granted to the City of Salina
by the United States of America and which are authorized to be
used in payment of the force account for the construction of the
public improvements described in this ordinance.
Section 4. The funds so deposited or which may be here-
after deposited in the special account so created shall be with-
drawn from such account only in paying the cost of constructing
the project above referred to and all such payments so made shall
be authorized by ordinance adopted by the governing body of the
City of Salina, and such withdrawal shall be made only upon
vouchers so authorized, drawn by the Director of Finance of the

rolls which shall be approved prior to such appropriation by the
Board of Commissioners, and -the City Clerk shall pay out to the
laborers on such construction project, in cash, the amount to
which they are entitled as shown by such approved payrolls.

Section 5. The City Clerk and City Treasurer shall keep
proper books of records and accounts separate from all other
records and accounts, in which complete and correct entries shall
be made of all transactions relating to the project above referred

Section 6. This ordinance shall take effect and be in force
after its publication in the Salina Journal the official city paper.
