sewer in South Street, together with the necessary inlets, inlet
connections, manholes and other accdssor:i.es,
Section 2. That on or before November 6th, 1933, the City
Engineer shall prepare and file in the office of the City Clerk de-
tailed plans and specifications for the construction_ of the storm
sewer provided for in Section 1 of this ordinance with vitrified and
concrete sewer pipe or any combi.nsM on of s,a.ch type of sewer, or
s _ach other types of construction as said engineer may deem advisable,
and on or before the same date shall prepare and file in the office
of the City Clerk, under oath, detailed estimates of the cost thereof.
After such plans and specifications and estimates of the cost shall
have been filed as aforesaid, and after, such plans anispecificatior:s
have been approved by the Board of Coruniss:ioners, the City Clerk shall
advertise by advertisements published in the offic° al city paper for
at least three consecutive days for sealed proposals for the b it '_inrr
and construction of such storm sewer and that at the tune and the
place mentioned in su^h notice the Board of Cormiissi.oners may con-
tract with the lowest and best repsons4ble bidder therefor for the
bnildin1-; and construction of suc# storm sewer, but the r i ht to re-
ject any and all bids shall be and is hereby reserved. Any contract
awarded for such work shall provide Por the fi;.rni shin; by the con-
tractor of performance and :maintenance bonds and for a statutory bond
in such amounts and with such conditions as may be reo,,.ir. ed and
approved by the Board of Commiss' overs. All bonds so req,?.ired shall
be filed by such contractor and approved by the Board of Coni ss loners
before any s,.ich -�rork shall be commenced. The contractor shall be re-
qiaired to carry and pay for workmen's compensation insurance covering
the labor on such work.
Section 3. Thirty per cent of the cost cf the constr,.iction
of such storm s ewer or so ml.zch thereof as can be secured for s,Ich
purpose shall be paid for from money to be secured from the Federal
Emergency Administration of Public '.'1or',,s under the terms of the
T,,ational industrial Recovery Act of the Congress of the Ui i_ted `>tates
approved June 16, 1933, and for the y,urpose of securing such money as
a --rant from s,ach _,edervi Ener �ency <":dministrat' on the L ayor, i ' ty
Glen-_, City En -ineer and other Troy -or officials of the City of Sallna
are hereby authorized and directe 3 to mahe and execute such applica-

9-B and providing for the manner in which such improvement
is to be done and the manner of payment of the cost thereof,
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1, Storm Sewer 9-B. That it is necessary and it
is hereby ordered that a storm sewer which is hereby designated
as Storm Sewer 9-B, together with all necessary inlets, connec-
tions, and other appurtenances be constructed in the City of
Salina, Kansas, along the following course to -wit:

Street on the present 5411 sewer in South Street, together with
the necessary inlets, inlet connections, manholes and other
accessories.
Section 2. That on or before November 6th
1933
the City Engineer shall prepare and file in the office of the
City Clerk detailed plans and specifications for the construction
of the storm sewer provided for in Section 1 of this ordinance
with vitrified and concrete sewer pipe or any combination of
such type of sewer, or such other types of construction as said
engineer may deem advisable, and on or before the same date
shall prepare and file in the office of the City Clerk under
oath, detailed estimates of the cost thereof. After such plans
and specifications and estimates of the cost shall have been
filed as aforesaid, and after such plans and specifications have
been approved by the Board of Commissioners, the City Clerk shall
advertise by advertisements published in the official city paper
for at least three consecutive days for sealed proposals for the
building and construction of such storm sewer and that at the
time and the place mentioned in such notice the Board of Com-
missioners may contract with the lowest and best responsible
bidder therefor for the building and construction of such storm
sewer, but the right to reject any and, all bids shall be and is
hereby reserved. Any contract awarded for such work shall pro-
vide :for the furnishing by the contractor of performance and
maintenance bonds and for a statutory bond in such amounts and
with such conditions as may be required and approved by the Board
Of Commissioners. All bonds so required shall be filed by such
contkactor and approved by the Board of Commissioners before any
such work shall be commenced. The contractor shall be req_�ired
to carry and pay for workmen's compensation insurance covering
the labor on such work.
Section 3. Thirty per cent of the cost of the construction
of such storm serer or so much thereof as can be secured for such
purpose shall be paid for from money to be secured from the Federal
Emergency Administration of Public Works under the terms of the
National Industrial Recovery Act of the Congress of The United
States approved June 162 1933, and for the purpose of securing
such money as a grant from such Federal Emergency Administration
the Mayor, City Clerk, City Engineer and other proper officials
of the City of Salina are hereby authorized and directed to make
and execute such applications, statements, and to furnish such
other information as may be required by the administrator of
the Federal Emergency Administration of Public Works in order
to comply with the provisions of said Act and the regulations
thereunder. The remainder of the cost of the construction of

Section 4. For the purpose of paying that part of the cost
Of such improvements as is to be paid for by the City of Salina
the Board of Commissioners shall issue improvement bonds of the
City of Salina, Kansas in an amount not to exceed the total cost

equal annual instalments and to bear interest not to exceed 5
