AN ORDINANCE creating a certain fund to be known as "Drainage and Paving
Improvements Construction Account P,W,A. State File No, Kan, 1050 R";
authorizing the appropriation and transfer of certain money in the
sum of $320100.00 from the Water*orks Department Fund to the fund so
created; designating a certain bank a depositary for the money placed
in and to be acquired by such fund and providing for the manner in
which the moneq so deposited in such special account shall be
accounted for and used.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. There is hereby created and there shall be set up on
the books of the City Ulerk and City Treasurer a special fund to be
known as "Drainage and Paving Improvements Construction Account P,W,A,
State File No. Kan, 1050 R", in which such fund shall be deposited all
monies hereafter to be used in connection with construction of certain
improvements heretofore authorized to be constfucted as described in the
application made by the City of Salina to the Federal Emergency Adminis-
trat3_on of Public Works relating to Drainage and Paving Improvements, City
of Salina, and known as Public Works Administration Docket State rile No.
Kan, 1050 R,
Section 2. That tnere be and there is hereby appropriated and
transferred from the Waterworks Department fund to the "Drainage and
Paving Improvements Construction Account P.W.A. State File No. Kan.
1050 R" created by Section 1 of this ordinance the sum of $320100.00
Section 3, The City Treasurer is hereby authorized and directed
to deposit in the National Bank of America of Salina, Kansas, a member
of the Fed-iral 'Reserve Bank System, said sum of $32,100.00, in a special
account of said bank to be known as "Drainage and Paving Improvements
Construction Account P.W.A. State File No. Kan. 1050 R", which a ccount
shall be kept separate and apart from all other funds and accounts of
the City of Salina and in which account he shall deposit from time to
time as the same may be received by the City of Salina any monies granted
to the City of Salina by the United State of America and which are author-
ized to be used in payment of the account for the construction of the public
improvements described in this ordinance.
Section 4. The funds so deposited or which may be hereafter deposited
in the special account so created shall be withdrawn from such account
only in paying the cost of constructing the project above referred to and
all such payments so made shall be authorized by ordinance adopted by the
governing body of the City of Salina, and such withdrawal shall be made
only upon a voucher so authorized, drawn by the Director of Finance of the
City of Salina upon the City Treasurer, and countersigned by the City
Manager.

Section 5, The City clerk and City Treasurer shall keep
proper books of records and accounts separate from all other records
and accounts, in which complete and correct entries shall be made

of all transactions relating to the project above referred to,
Section 6. This ordinance shall take effect and be in
force after its publication in the Salina Journal, the official city
paper.
