BE IT ORDA--"= by the Board of Commissioners of the City of Salina, Kansas: Section 1. Plumber's Certificate Required= No person shall engage in or work at thle business of plumbing, either as a master plumber, employing plumber or as journeyman plumber in the City of Salina, Kansas, unless and until a certificate has been obtained by him therefor as provided for and in accordance with the provisions of this ordinance, or after any such certificate has been revolted or provided for in this ordinance. Section.2. Examination by .15oard: Any person desiring to engage n or work at the plumbing business, either as a master plumber or mploying plumber or as a journeyman pltmnber in this city, shall ma application to the Board of Examiners hereinafter provided for, and all at such time and place as said Board may designate, be required o take such examination as to his qualifica- tions as said Board may dir ct. Said examination may be made :in whole or in part in writing ancl`,,�ay be in part oral, or by demon- stration, and shall be of a practieand elementary character, but sufficient to test the qualificatio of the applicant to engage in the kind of work in the business specifiX in his application. In addition thereto the Board of Examiners may,`vkt the time of the application or at the time of the exardination, requ- a any person making such appli.ation to undergo, at said applicant'%la ses a physical examination by a physician to determine saicantle physical fitness to engage in such work. Section 3. Board of Examiners: That there shall be in this city a Board of 'Examiners of Plumbers consisting of three members, one of Which shall be chairman of the Board. of Health of said c-ity, Who shall be ex -officio chairman of the said Board of Dicar-niners; a second member, who shall be a master pluTtbe:, •, and a third member., who chall be a journeyman plumber. Said second and third membe^rs shall be appointed by the Board of CorLmissioners of said city, within ten days after this ordinance takes effect, for terms of one year from the fir.bt day of December, and thereafter annually before the first day of December, and the compensation of the :members of said Board of Examiners shall be determined by the Board of Com- missioners, to be paid out of the fees paid by the applicants for the examination. Section 4. Exgmination, Certificate, Fees: Said Board of Examiners shall as soon as may be after their appointment, meet, and shall then and from time to time thereafter designate the times and places for examination of all applicants desiring to engage in or work at the business of plumbing 'within said city. Said Board shall examine each applicant as to his practical knowledge of plumbing, house drainage, plumbing ventilation and other matters related to pliunbing, and if satisfied of the competency and physical fitness of such applicant shall upon paZ=ent of the fees herein specified, issue to such applicant a certificate authorizing him to engage in or work at the business of plz;mbing, either as a master plumber or employing plumber or as a journeyman plumber in the City of Salina, subject to compliance with all other ordinances of said city relating to licenses, permits, and plumbing requirements. Each certificate 60 issued shall entitle the person to whom it is issued to engage in or work at the business of master plui:�ber, employing plumber or journeyman plumber, as the case may be, for a period of one year from the date of the certificate. Such certificate may be renewed each year by any holder thereof, upon payment of the annual fee herein specified, without farther examination, or at the dis- cretion of the Board of Examiners, upon such further examination as they may deem necessary* The annual fee for a certificate for a master plumber or employing plumber shall be five (4x5.00) dollars and for a Journeyman Plumber shall be two ($2.00) dollars. All fees received for said certificates shall be paid into the treasury of said city* Section 5, Arbitration Power of Board: In addition to the above duties of the Examining Board, it shall act as an arbitration Board in deciding any question that may arise between the Plumbing Inspector and any master plumber that is not covered by ordinance, and the de- cision of said Board in such matters shall be final, unless an appeal is taken to the Board of Commissioners of said city, where decision shall be final. Section 6.
