BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. That for the purpose of paying for that part of the cost of improvements of certain portions of certain streets as hereinafter set forth in the following sections of this ordinance which is chargeable i to the private property in the assessment districts for each of such im- provements, respectively, as set forth in the following sections of this j ordinance and which cost is hereby determined to be the sums hereinafter set forth in the following sections of this ordinance -with respect to each i of such improvements, there are hereby levied and assessed on the property I liable therefore, being all of the lots and pieces of ground lying on i either side of said streets so improved, respectively, to the middle of i the block for the district improved according to the appraised value of such lots and pieces of ground with respect -to each such improvement, without regard to the buildings or improvements thereon, special assess- ment covering the cost of such work and improvements, said special assess- !, meat being based on the special valuation and appraisement of said lots and pieces of ground heretofore made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas with i respect to each such improvement, as amended and altered by the Board of Commissioners which said appraisements are hereby referred to and made parts of this ordinance, and the several amounts levied, apportioned and assessed against the lots and pieces of ground for each of such improvements, i respectively, for the purposes aforesaid are hereby found and determined to be the amounts set forth in the following sections of this ordinance with respect to each of such improvement. Section 2. Said amounts levied, apportioned and assessed aforesaid shall be due and collectible in ten equal installments the first be- coming due with the taxes levied for the year 1937 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance pro- vided; PROVIDED HOWE%TR, that the owner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said improve- ments, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improvements nor for any part of said bonds* Section 10. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance four precpnt per annum on all of said installments therein mentioned from the date of the bonds which may be issued at the end of thirty days as specified in the preceding section hereof* as by law provided, to the tine of collection of the last installment as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said city to annually at the same time otter taxes are certified and until all of said assessments so apportioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the special assess- ments aforesaid have been paid in full as hereinbefore provided, to- gether with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual installments of such special assessments together with the interest for one year at the rate of 4 percent per annum on all unpaid balances of such assessments at the,beginning of each such year as aforesaid, and such amounts so certi- fied as herein provided for shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected. ,Section ll. Said amounts levied, apportioned and assessed aforesaid shah be due and collectible in ten equal installments the first becoming due with the taxes levied for the year 1937 and one of said installments falling due each and every year there- after until all are paid, and all to be collected with interest as in this ordinance provided; PROVIDED HOWEVER, that the o,rmer of any piece of property liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated at any time within thirty days after the pu:llication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said i::provements, and his property so paid on shall not thereafter be fable for any further assess- ments for the cost of said impro7ements nor for any part of said bonds. Section 10, 'There is hereby further levied and assessed. against each lct and piece of ground described in this ordinance four percent interest per annum on all of said Inst, llments therein mentioned from the date of the bonds which may be issued at tk_e end of thirty days as q)ecified in the preceding section hereof, as by law provided, to the time of collection of the last installment as provided by law, which said interest shall be collected annually at the saiee time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said city to annually at the same time other taxes are certified and until all of said assessments so apportioned and levied herein have been certified, to certify to the Country Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the apwcial aelsessments aforesaid have been paid in full as hereinbefore provided, together with tie respective amounts dile on each of such lot: and pieces of ground, which anounts shall include the annual installments of such special assessments together with the interest for one year at the rate of 4 percent per annum on all unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided for shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected F,^ all other taxes are collected.
