AN ORDINANCE providing for the construction of a certain storm sewer
in the City of Salina to be designated as Storm Sewer No. 16
and providing for the issuiing of improvement bonds to pay
the cost thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. Storm Sewer No. 16. fiat it is necessary and
it is herebr ordered that a storm sewer which is hereby designated
as Storm Sewer No. 16, together with ail necessary inlets, con-
nections and other appurtenances be constructed in the City of
Salina along the following course, to -wit: Beginning at a man-
hole to be constructed at Gypsum Avenue and Delaware Street thence
east as an 18 inch sewer at 148 ft. to a manhole to be constructed,
thence north as a 21 inch sewer 348 ft. to a manhole at Delaware
and Stapler, thence north 780 ft. as a 30 inch sewer to the Smoky
Hill niver; together with inlets, manholes and other appurtenances
as shown on plans.
Section 2. That on or before June 3, 1929, the City P-ngineer
shall prepare and file in the office of the City Clerk detailed
plans and specifications for the construction of the storm sewer
provided for in Section 1 of this ordinance with segment block
vitrified, and concrete sewer pipe, and such other types of sewer
as said Lngineer may deem advisable, and on or before the same date
shall prepare and file in the office of the City Clerk, under oath,
a detailed estimate of the cost thereof, After such plans and speci-
fications and estimated cost shall have been filed, as aforesaid,
the City Clerk shall advertise, by advertisements published in the
official city paper for at least three consecutive days, for sealed
proposals for the building and construction of such storm sewer,
and at the time and place mentioned, the Board of Commissioners
may contract with the lowest and best responsible bidder therefor,
for the building and construction of such storm sewer, but the
right to reject any and all proposals shall be and the same is
hereby reserved, and any contract awarded for such work shall
provide for the furnishing by such contractor of performance and
maintenance bonds, and for a stautory bond, in amounts equal to
the full cost of such work, which shall be approved by the Board
of Commissioners before any such work shall be commenced.
Section 3. That for the purpose of paying the cost of such
improvements, the Board of Commissioners shall issue improvements
bonds of the City of Salina, lansas, in an amount not to exceed the
total cost of such work and improvements, to be payable in ten
approximately equal annual installments and to bear interest at not

to exceed 5% per annum from the date of such bonds, and for the
purpose of paying such bonds and interest as they severally mature,
the Board of Commissioners shall annually levy a tax upon all real
and personal property in the City of Salina in an amount sufficient
to pay the annual installments of such principal and interest, and
that pending the issue of such bonds, temporary notes shall be
issued according to law, to pay the cost of such work.
Section 4. 1his ordinance shall take effect and be in force
from and after its puOlication in the official city paper.
