3700 Utility ImprovementsORDI14ANCE NO. 3700 (rirst published in the Salina Journal (� �'�` 1929) AN ORDINANCE providing for the construction of a certain storm sewer in the City of Salina to be designated as Storm Sewer No. 15 and providing for the issuing of imx,rovement bonds to pay the cost thereof. BE IT OHDAINED by the Board of Commissioners of the City of Salina, Aansas: Section 1. Storm Sewer No. 15 That it is necessary and it is hereby ordered that a storm sewer which is hereby designated as Storm Sewer No. 152 together with all necessary inlets, connections and other appurtenances'be constructed in the City of Salina along the following course, to -wit: Beginning at an existing inlet in the east curb line on Second Street to a point 400 ft. north of the north line of zlm Street thence north in Second Street 326 ft. to a manhole to be constructed in Second Street approii.mately 30 ft, south of the south line of Fine Street, thence northeast 70 ft. to a manhole to be constructed in Fine Street approximately 40 ft. east of the east, line of Second Street, thence east in Second Street 230 ft. to an existing manhole in the intersection of Front and kine Streets; all such sewer being 15" in diameter; all the above mentioned manholes and other appurtenances to be constructed as part of said sewer. Section 2. That on or before ivay 6th, 1929s the City ''ngineer shall prepare and file in the office of the City Clerk detailed plans and specifications for the construction of the storm sewer provided for in Section 1 of this ordinance with segment block vitrified, and concrete sewer pipe, and such other types of sewer as said Engineer may deem advisable, and on or before the same date shall prepare and file in the office of the City Qlerk, under oath, a detailed estimate of the cost thereof. After such plans and speci- fications and estiu.ated cost shall have been filed, as aforesaid, the City Clerk shall advertise, by advertisements published in the Official city paper for at least three consecutive days, for sealed proposals for the building and construction of such storm sewer, and at the time and place mentioned, the Board of Commissioners may contract with the lowest and best responsible bidder therefor, for the building and construction of such storm sewer, but the right to reject any and all proposals shall be and the same is hereby reserved, and any contract awarded for such work shall provide for the furnishing by such contractor of performance and maintenance bonds, and for a statutory bond, in amounts equal to the full cost of such work, which shall be approved by the Board of Commissioners before any such work shall be commenced. Section 3. That for the purpose of paying the cost of such improvements, the Board of Commissioners shall issue improvement bonds of the City of Salina, -Lansas, in an amount not to exceed the total cost of such work and improvements, to be payable in ten approximately equal annual installments and to bear interest at not to exceed 5% per annum from the date of such bonds, and for the purpose of paying such bonds and interest as they severally mature, the Board of Com- missioners shall annually levy a tax upon all real and personal property in the City of Salina in an amount sufficient to pay the annual install- ments of such principal and interest, and that pending the issue of such bonds, temporary notes shall be issued according to law, to pay the cost of such work.
