AN ORDINANCE authorizing and providing for the issuance of
Improvement Bonds of the City of Salina, Kansas, in the
sum of 024,065.57, to pay the cost of constructing certain
main and lateral sanitary sewers, and of constructing a
certain sewage pumping station in said city.
WHEREAS, pursuant to proceedings duly h_�.d according to law,
contracts have been let and performed for the following work:
The construction of lateral sanitary sewers in Lateral Sewer
Districts No. 143; 146; 148; 150; 152 -and 155; and main sanitary
sewers in i4lain Sewer Districts 'Y' and "Q"; and
The construction of a sewage pumping station for the purpose
of pumpin the sewage from the main sewer construct&d in Dain Sewer
District Y" into another main sewer previously constructed; and
WHEREAS, the cost of said lateral sanitary sewers constructed in
the lateral sewer districts above mentioned, and the cost of said
main sanitary sewers constructed in the main sewer districts above
mentioned, to be paid by special assessments levied upon all lots
and pieces of ground liable for the payment of said lateral sanitary
sewers in the lateral sewer districts above mentioned, and for the
pgyment of said main sanitary sewer s in said main sewer districts
above mentioned, respectively, has been ascertained and is hereby
found and determined to be the sum of 1$18,778.42, which amount has
been heretofore duly assessed and apportioned to the several lots
and pieces of ground liable therefor payable in ten equal install-
ments according to law as provided in the ordinances of the jity
of Salina relating thereto, duly passed and approved, of which
amount the sum of g;1417.29 has been paid by certain of the property
owners liable therefor, and whose property has been thereby dis-
charges from any further assessment for the cost of said improve-
ments in the amounts so paid, leaving a balance for which bonds
will be issued in the sum of 0170370.15; and
WHEREAS, the amount to be paid by general taxation to be levied
upon all of the taxable property within said city for the construc-
tion of said sewage pumping station above mentioned for which bonds
will be issued as hereinafter provided has been ascertained and is
hereby found and determined to be the sum of 060686.40; and
WHEREAS, the total amount for which bonds are to be issued for the
payment of the above described improvements has been and is hereby
determined to be the sum of 024,065.57; NO'N THEREFORE
BE IT ORDhINED by the zoard of Oommissioners of the City of Salina,
Kansas:
c Section 1. That for the purpose of providing funds to pay the
cost of the improvements hereinbefore described there shall be
issued and there are hereby issued Internal Improvement Bonds of the
City -of Salina, Kansas, in the total principal sum of 024,065.579
to consist of 30 bonds, numbered from 1 to 30 inclusive, all dated
November 1st, 1928 which shall become due serially in denominations
as follows:
No. 1 for 4465.57 and No. 2 and 3 for $1000.00 each due
November 1st, 1930
No. 4 for !0400.00 and No. 5 and 6 for 101000.00 each due
November 1st, 1931
No. 7 for x¢400.00 and No. 8 and 9 for v 100o.00 each due
November 1st, 1932

All of said bonds shall bear interest at the rate of 4Q per
cent per annum, payable semi-annually on May 1st and November lst
in each year, except that the first interest on all of said bonds
shall become due and payable on May 1st, 1930.
Section 2. Said bonds shall be executed by the kayor and shall
be attested by the City `%Jerk, and the corporate seal of the City
shall be affixed thereto. Said bonds shall have attached thereto
interest coupons representing the interest thereon and said interest
coupons shall bear the fac-simile signatures of the Mayor and City
Clerk of said city.
Section 3. Said bonds shall be in the form and shall contain
recitals substantially as follows:

Phis bond is one of a series of 30 bonds of like date and tenor,
excepting denomination and maturity, aggregating the principal
sum of ;j24,065.57, issued by the City of Salina, Kansas for the
purpose of paying the cost of constructing certain lateral sanitary
sewers and certain main sanitary sewers in said city, and to pay
the cost of constructing a certain sewage pumping station in said
city, by the authority of and in full compliance with the provisions,
restrictions and limitations of the constitution and laws of the
State of Kansas, including Sections 10-101 to 10-115, and Sections
12-617 to 12-629 of the Revised Statutes of Kansas 1923, and all
amendments thereof, and all other provisions of the laws of said
state applicable thereto, and this bond and all of the other bonds
of this series, and all interest thereon are to be paid by the City
of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions
and things required to be done and to exist precedent to and in the
issuance of this bond have been properly done and performed and do
exist in due and regular form and manner as required by the Consti-
tution and laws of the State of Kansas, and that the total indebted-
ness of said city, including this series of bonds,does not exceed
any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed
this bond by causing it to be signed by its blayor and its corporate

Te notice your current notice of bowl sale in the Topeka
Daily,Capital of liarch 23rd.
We wish to call your attention to one or two items which
we think may save you inconvenience a little later. In the first
place we notice that your issue of bonds are dated November 1, 1928
and the first maturity is two years later, or November 1, 1930, which
is contrary to law according to the rulings of the State Auditor who
has-never—permitted us to register a bond issue'in his office if the
first maturity was more than sixteen to eighteen months subsequent
to the date of issuance. In this connection, we would suggest, in
the event it is necessary for you to change this issue, that ,you have
them dated as of a current date, for instance, April 1, and have the
first maturity August 1, 1930.
- The second point we would make is this: that,if the bonds
are payable from special assessments, ten years from date of issuance
is absolutely the longest maturity possible. In your case, the last
maturity is eleven years from date of issuance. provid;ng the bonds
are payable entirely from an ad valorem tax, however, this feature
would be legal and the bond attorneys will approve it.
Assuring you this crdticism is intended to be merely
helpful in the matter, and that we are interested in the purchase of
