3605 Utility ImprovementsORDINANCE NO. 3605 r _ T (0 AN ORDINANCE providing for the construction of certain storm sewers in the City of Salina to be designated as Storm Sewers No. 9 and 10, and providing for the issuing of improvement bonds to pay the cost thereof. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. Stora Sewer No. 9. That it is necessary and it is hereby ordered that a storm sewer which is hereby designated as Storm sewer No. 9, together with all necessary inlets, connections and other appurtenances be constructed in the City of Salina along the following course, to -wit: Beginning at the banks of the Smoky Hill River in South Street 50 ft. east of the east line of Fourth Street, thence southwesterly 138.5 ft. to a manhole, thence west in South Street 279 ft. to a man- hole, thence west in South Street 365 ft. to a mamhole, thence west in South Street 319 ft. to a manhole in the intersection of Seventh and South Streets; (all such sewer to be 66"); thence west in South Street 332 ft. to a manhole, thence west in South Street 315.5 ft. to a man- hole, thence gest in South. Street 283.5 ft. to a manhole, thence west in South Street 260.5 ft. to a manhole, thence west in South Street 338 ft. to a manhole in the intersection of Eleventh and South Streets; (all such sewer to be 54"); thence west in South Street 215 ft. to a manhole, thence west in South Street 61.9 ft. to a manhole in the inter- section of Phillips and South Street; (all such sewer to be 36"); also beginning at a manhole on the above rr.entioned sewer at Seventh. and South Streets, thence north in Seventh Street a 48" sewer 574 ft. to a manhole at Seventh and Mulberry Streets, thence north in Seventh Street a 42" sewer 845 ft. to a manhole at the intersection of Seventh and 'Nalnut Streets; also beginning at a manhole on the above described sewer at SeventY? and Mulberry Streets thence east in Mulberry Street a 15" sewer 205 ft. to a manhole in Mulberry Street near the alley be- tween Santa Fe Avenue and Seventh Street; also beginning at the afore- said manhole at Seventh and Mulberry Streets thence west a 15" sewer 275 ft. to a manhole in the intersection of Eighth. and Mulberry; also beginning at a manhole in the above described sewer at the intersection of 'yinth. and South Streets thence south a 1511 sewer 300 ft. to a manhole, thence south in Ninth Street 268 ft. to inlets in Ninth Street approximately 120 ft. north of Morrison Avenue; also beginning at a manhole the above described sewer at Twelfth and South Streets thence north in Twelfth Street a 15" sewer 300 ft. to a manhole, thence north in Twelfth Street a 15" sewer 302 ft. to inlets in Twelfth Street near the alley north of South Street; also beginning at the manhole of the above described sewer at the tc 1 1 1 1 1 intersection of Phillips and South Streets, thence south a 19" sewer 385 ft. to inlets in Phillips Street between South Street and Morrison Street; also beginning at the af'oresaid.manhole in Phillips and South Streets thence north a 15" sewer 236 ft. to a manhole, thence north in Phillips Street a 15" sewer 257 ft. to a manhole, thence north in Phillips Street a 12" sewer 250 ft. to inlets in Phillips near the alley between Spruce and Cedar Streets; all of the above mentioned manholes and inlets and all other necessary overflow relief connections, special manholes and other appurtenances,, to be constructed as a part of said sewer. Section 2. Storm Sewer No. 10. That it is necessary and it is hereby ordered that a storm sewer which is hereby designated as Storm Sewer No. 10, together with all necessary inlets, connections and other appurtenances be constructed in the City of Salina along the following course, to -wit; Beginning on the banks of the Smoky Hill River approximately 140 ft. northeast of the southeast corner of the intersection of Second and rrescott, thence a 72" sewer southwesterly, 190 ft. to the intersection of Second and Prescott, thence south in Second Street a 72" sewer 500 ft. to a manhole, thence south in Second Street a 72" sewer 510 ft. to a point 80 ft. north of the north line of Crawford Avenue, thence southwesterly a 72" sewer 157 ft. to a pont in Crawford Street thence west in Crawford Street a 72" sewer 262 ft. to a manhole.. thence west in Crawford Street a 72" sewer 325.5 ft. thence west in Crawford Street a 66" sewer 35.5 ft. to a manhole thence west in Crawford Street a 66" sewer 197 ft. to a manhole thence west in Crawford a 66" sewer 435 ft. to a manhole in the intersection of Santa Fe and Crawford Street thence west a 60" sewer 39 ft. to a term nus at the west line of Santa Fe Avenue; all of said manholes, together with all necessary inlets, inlet con- nections., overflow relief connection, special manholes ,and other appurtenances to be constructed as a part of said. sewer. Section 3. That on or before October 15th, 1928, the City Engineer shall prepare and rile in the office of the City Clerk detailed plans and specifications for the construction of the storm sewers provided for in Sections 1 and 2 of this ordinance, with segment block, vitrified, and 2oncrete sewer pipe, and such other types of sewer as said ;Engineer may deem advisable, and on or before the sane date shall prepare and file in the office of the City Clerk, under oath, a detailed estimate of th- costs thereof. After such plans and specifications and estimated costs shall have been filed, as aforesaid, the City Clerk shall ad- vertise, by advertisements published in the official city paper for at least three consecutive days, for sealed proposals for the build- ing and construction of such storm: sewers, and at the time and place mentioned, the Board of �;oiiriissioners may contract with the lowest and best responsible bidder therefor, for the building and construction of such storm sevvers, but the right to reject an5t and all proposals shall be and the same is hereby re_.erved, and any contract awarded for such work shall provide for the furnishing by such contractor of performance and maintenance bonds, and for a statutory bond, in amounts equal to the full cost of such work, which shall be approved by the Board of Commissioners before any such work shall be commenced. Section 4. That for the purpose of paying the cost of such improvements, the Board of ','ommissioners shall issue improvement bonds of the City of Salina, Kansas, in an amount not to exceed the total cost of such work and improvements, to be payable in ten approximately equal annual installments and to bear interest at not to exceed 5% per annum from the date of such bonds, and for the purpose of paying such bonds and interc:•st as they severally mature, the Board of Commissioners shall annually levy a tax upon all real and personal property in the City of Salina in an amount sufficient to pay the annual installments of such principal and interest, and that pending the issue of such bonds, temporary notes shall be issued according to law, to pay the cost of such work. That on or before Octol5th,1928, the City Engineer shall prepare and file in the office of the City Clerk detailed plans and specifications -for the construction of the storm sewers provided for in,Section and 2,of this ordinance, with segment block, vitrified, and concrete sewer pipe, and such other types of sewer as said Engineer may deem advisable, and on or before the same date shall prepare and file in the office of the City Clerk, under oath, a detailed estimate"of the costs there- of.
