AN ORDINANCE relating to and apportioning and levying special
assessments on certain lots and pieces of ground in the
City of Salina, Kansas, to pay the cost of curbing, gutter-
ing and paving North Street from the west line of Ninth
Street to the east ne or Twelfth Street in the City of
Salina, Kansas, and relating to and providing for the
collecti6m and payment of such assessments.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That for the purpose of paying for the cost of
curbing, guttering and paving North Street from the west line of
Ninth Street to the east line of Twelfth Street in the City of
Salina, Kansas, there are hereby levied and assessed on the property
liable therefor, being all the lots and pieces of ground lying on
either side of said street above mentioned for the distance im-
proved, as aforesaid to the center of the block according to the
appraised value of such lots and pieces of ground without regard
to the buildings or improvements thereon, special assessments cover-
ing the cost of such work and improvements, said special assessments
being based on the special valuation and appraisement of said lots
and pieces of ground heretofore made by three disinterested appraisers,
appointed by the Board of Commissioners of the gity of Salina, Kansas,
which said appraisement is hereby referred to and made a part of this
ordinance, and the several amounts levied, apportioned and assessed
against such lots and pieces of ground for the purpose aforesaid are
hereby found and determined to be as follows:

come parts of the lots or;.trabtsq estion by reason of the
vacation of such streets.
Fractional parts of lots in Blocks 5 and 10 Depot Addition
refer to that part of such lots lying south of a line mid-
way between North Street and Lincoln Avenue.
Fractional parts of Lots in Block 7 Depot Addition refer to
that part of such lots lying north of a line midway between
North Street and Bishop Street.

end of thirty days, as specified in the preceding section hereof,
as by law provided to the time of collection of the last install-
ment, as provided by law, which said interest shall be collected
annually at the same time and in the same manner as said install-
ments are collected; and after the taking effect of this ordinance
it shall be the duty of the City Clerk of said city to annually at
the same time other taxes are certified, and until all of said
assessments so apportioned and levied herein have been certified,
to certify to the County Clerk of Saline County, Kansas, a full
list of all property liable to assessment and taxation for such work
and improvements except such property on which the special assessments
aforesaid have been paid in full as hereinbefore provided, together
with the respective amounts due on each of such lots and pieces of
ground, which amounts shall include the annual installments of such
assessments together with the interest for one year at the rate of
4 1/4% per annum, on all unpaid balances of such assessments at the
beginning of each such year as aforesaid, and such amounts so certi-
fied as herein provided hhall be placed upon the tax roll by the
County Clerk of Saline County, Kansas, and collected as all other
taxes are collected.
Section 2. Said amounts, levied, apportioned and assessed
as aforesaid, shall be due and collectible in ten equal installments,
the first becoming due with the taxes levied for the year 1928 and
one of said installments falling due each and every year thereafter
until all are paid, and all to be collected with interest as in this
ordinance provided; PROVIDED, that the owner of any piece of pro-
perty liable for any such assessment may redeem his property from
such liability by paying into the City Treasury the entire amount
chargeable against the same, as in this ordinance designated, at
any time within thirty days after the publication of this ordinance
and before the isuan ce of the bonds of said city in payment of
the balance of said improvements, and his property so paid on
shall not thereafter be liable for any further assessments for
the cost of said improvements, nor for any part of said bonds.
Section 3. There is hereby further levied and assessed
against each lot and piece of ground described in this ordinance
4-1/4% interest per annum on all of said installments therein
mentioned from the date of the bonds, which may be issued at the
end of thirty days, as specified in the preceding section hereof,
as by law provided to the time of collection of the last install-
ment, as provided by law, which said interest shall be collected
annually at the same time and in the same manner as said install-
ments are collected; and after the taking effect of this ordinance
