AN ORDINANCE creating and defining certain Lateral Sanitary Sewer
Districts in the City of Salina, d@signated as Lateral Sanitary
Sewer Districts No. 143 and 146 and providing for the construction
of lateral sanitary sewers in the districts created; providing
for the cost thereof and for the levy of special assessments to
pay such cost.
BE IT OHD;';.INED by the Board of Commissioners of the City of Salina,
lansas.
Section 1, LATEFcz L SANITARY SZNER DISTRICT N0. 143. That there
be and there is hereby created a Lateral Sanitary Sewer District in
the Cite of Salina which shall be designated as Lateral Sanitary Sewer
District No. 143, which shall include all of the following described
property in said city, to -wit:
hll of Lots 6 to 29 inclusive, in Block 3, and all of Block 70
Highland Court Addition.
Section 2. That it is necessary and it is hereby ordered that a
Lateral Sanitary Sewer together with all necessary inlet, inlet con-
nections, manholes, head walls and other appurtenances, be constructed
and built in Lateral Sanitary Sewer District No. 143 alone; the follow-
in� described course within said district, as follows:
Beginning at a flush tank to be constructed on the south line of
Lot 29 Block 3, Highland Court Addition and 5 feet east of the south-
west corner thereof, thence west as an 8" sewer along the center• line
of Block_ 3 approximately 333 feet to a manhole to be constructed;
thence west as an 8" sewer approx_irr:ately 253 feet to a manhole to be
-constructed in HiE;hlan d Circle between Beloit Street and Republic
Street; thence west as an 8" sewer approximately 360 feet to a manhole
on Main Sewer "P" located in Pershing Street between Beloit and
Republic Streets.
Section 3. LATERAL SANITr'1RY 'EWER DISTRICT NO. 14.6. That there
be and there is hereby created a Lateral Sanitary Sewer District in
the City of Salina which shall be designated as Lateral Sanitary Sewer
District No. 146, which shall include all of the following described
property in said city, to -wit;
Lots 6 to 29 inclusive, Block 1 and all of Block 5, Highland Court
Addition to the City of Salina.
Section 4. That it is necessary and it is hereby ordered that a
Lateral Sanitary Sewer together with all necessary inlets, inlet con-
nections, manholes, head walls and other appurtenances, be constructed
and built in Lateral Sanitary Sewer District No. 146 along; the following
described course within said district as follows:

Beginning at a flush tank to be constructed on the south line
of Lot 29, Block 1, Highland Court Addition to the City of Salina
and 5 feet east of the southwest corner thel3of and thence west along
the center line of said Flock 1 as an 8" sewer approximately 333 feet
`to a manhole to be constructed; thence west as an 8" sewer approximately
253 feet to a manhole to be constructed in Highland Circle between
Beloit Street and Sunset Drive; thence west as an 8" sewer approximately
360 feet to a manhole on Main Sewer "P" located in Pershing Street be-
tween Beloit Street and Sunset Drive.
Section 5. That the City Engineer shall on or before the 16th day
of July, 1928, prepare and file in the office of the City Clerk, plans
and specifications for the construction of the lateral sanitary sewers
in Lateral Sanitary Sewer District Nos. 143 and 146, provided for in
the preceding sections of this ordinance which shall be of the proper
character and along; the proper courses and at the proper grades to serve
the property lying within the districts within which such sewers are to
Ice constructed, and shall on or before said date prepare and.submit to
the Board of Commissioners detailed estimates, under oath, of the cost
thereof. That thereafter the City Clerk shall advertise for three con-
secutive days in the official city paper for sealed proposals for the
building; and construction of such sewers according tc such plans and
specifications, which proposals shall be filed with the City Clerk on
or before the time fixed in such notice, at which time the Board of
Commissioners may let a contract for the building and construction of
such sewers to the lowest responsible bidder or bidders therefor; pro-
vided that such bids shall not exceed the estimated cost thereof and
provided further that said Board shall reserve the right to reject any
and all such proposals and that if not responsible bids shall be re-
ceived within said estiivated cost said Board ma -y proceed and build such
sewers within such estimated cost.
Section 6. That for the cost of building and constructing such
sewers special assessments shall be made for the full cost thereof,
on all lots or pieces of land within the Lateral Sanitary- Sewer Districts
w' -thin such sewers shall be built, according to the appr,ised value
thereof, without regard to the i:nprover:ents or buil dings thereon.
Section 7. After the passage and publication of this ordinance,
the Board of Commissioners shall appoint three disinterested appraisers
who after having taken an oath to make a true and impartial appraisement
of all lots or pieces of land liable to taxation for the cost of such
irr.provements, shall within five days after having been notified of
their appointment proceed to appraise all of the lots or .pieces of
land vvithin such districts, liable to assessment and taxation as
aforeaaid, without regard to the bui..dings or improvements thereon,
and after rnakin6 said appraiserients shall return the same to the
Board of Commissioners of said city and said hoarc:. shall_ designate
a time for holding a special meeting of said Board for the purpose
of hearing any complaints that may be made as to the value of any
lot; or niece of land appraised as aforesaid, of ,,which special session
due notice shall be given in the official city paper, and at which
special session said. Board may alter any valuation of any lot or
piece of land, if, in their opinion, the same has been appraisedtoc
high or 45 -co lover.
Section 8. The special assessrt:erits herein p.roaided for may
be paid by the person liable therefor in ten approxirrmately equal
annual installment,_ but the owner of any property liable to such
assessment rna;; ��°��ithin thirty days from the date of determining the
ainount assessed against his property pay the same in full and his
property shall not be liable for any assessment for the cost of
such irnprovernents, and bonds as hereinafter provided for shall_ be
issued for the amount of the cost of such improvernents remaining
unpaid at the end of thirty days from the time such assessment is
fined.
Section 9. For the purpose of paying for the work and irnprove-
ments in this ordinance provided for, the Board of Comr:issioners
are hereby authorized and directed to issue ir,provennent bonds of
th.e City of Salin=e in an amount not to exceed the cost cf such
improvement and to run for a period of ten year and be paybble
in ten approximately equal annual installments, together with
interest not to exceed five percent per annum which bones shall
be issued and payable, acco-ding to lawn; and for the purpose of
paying the prinbipal and interest on said bonds as they severally
become due and paable, the Board of Corarrrissioners shall. apportion
and assess against the logs or pieces of land :within the taxing
districts of such improvements, special assessn-:encs covering the
cost of such improvements and the apportionment therein contained
shall hold food for all of the installments that are to be collected
from, the specific property chargeable aith said improvements, Such
assessment and apportionment or•dir,ance shall contain the total amount
of tax apportioned to each tract, piece or parcel of land ,fvithin the

taxing district and shall state the number of annual installments
in w1ilch such tax is to be collected; and thereafter the City Clerk
shall annually, at the same time other taxes are certified certify
to the County Clerk of Saline County, Kansas, a full list of all
property liable for such work and improvements, together with the
respec-iive amounts due on each of said tracts, piece or parcels of
land, which amrounts shall include the annual installments and interest
on all unpaid balances for one year at the rate of not to exceed 5 per
cent per annum, on such amounts so certified, which shall be collected
as other taxes are collected.
Section 10. This ordinance shall take effect and be in full
force from and after its publication in the of-icial city paper.

AN ORDINANCE creating and defining certain Lateral Sanitary
Sewer Districts in the City of Salina,• designated as Lateral
Sanitary Sewer Districts No. 143 and 146 and providing for
the construction of lateral sanitary sewers in the districts
created;.providing for the -'cost thereof and for the levy of
special assessments to pay such cost.
BE I'T ORDAINED by the Board -of Commissioners of the City of Salina,
Kansas:
Section 1. LATERAL SANITARY SMVER DISTRICT NO. 143. That
there be and there is hereby created a Lateral Sanitary Sewer
District in the City of Salina which shall be designated as
Lateral Sanitary Sewer District No. 143, which shall include
all o£ the following described property in said city, to -wit:
All of Lots 6 to 29 inclusive, in Block 3, and all of Block
7, Highland Court Addition.

be constructed and built in Lateral Sanitary Sewer District No.
143 along the following described course within said district,

Section 3. LATERAL SANITARY SEWER DISTRICT N0. 146. That
there be and there is hereby created.a Lateral Sanitary Sewer
District in the City of Salina which shall.be designated as
Lateral Sanitary Sewer District No. 1460 which shall include _
all of the following described property in said city, 'to -wit;
Lots 6 to 29 inclusive, Block 1 and all of Block 5, Highland �
Court Addition to the City of Salina.
Section 4. That it is necessary and it is hereby ordered
that a Lateral Sanitary Sewer together with all necessary inlets,
inlet connections,, manholes, head walls andother appurtenances,
be constructed and built in Lateral Sanitary Sewer District No.
146 along the following described course within said district
as follows: — -
Beginning at a flush tank to be constructed on the south
line of Lot 29, Block 1, Highland Court Addition to the City of
Salina and 5 feet east of the southwest corner thereof and -thence
west along the center line of said Block 1 as an 8" sewer, -:.approxi-
mately 333 feet to a manhole -to be constructed; thence west as an
8" sewer approximately 253 feet to a manhole to be constructed in
Highland Circle between Beloit Street and Sunset Drive; thence
west as an 8" sewer approximately 360 feet to a manhole on Main
Sewer "P" located in Pershing Street between Beloit Street and
Sunset Drive,
Section 5. That the City Engineer shall on or before the
16th day of July, 1928, prepare and file in the office of the
City Clerk, plans and specifications for the construction of the
lateral sanitary sewers in Lateral Sanitary Sewer District Nos.
143 and 146, provided for in the preceding sections of this
ordinance which shall be of the proper character and along the
proper courses and at the proper grades to serve the property
lying within the districts within which such sewers are to be
constructed, and shall on or before said date prepare and submit
to the Board of Commissioners detailed estimates, under oath, of
the cost thereof. That thereafter the City Clerk shall advertise
forthreeconsecutive-days in the official city paper for sealed

Sewer Districts within which such sewers shall be built, according
.,to -the appraised value thereof, without regard -to the improvements
or buildings thereon.
Section 7. After the passage and publigatipnnof tthis ordinance,
the Board of Commissioners shall appoint three disinterested

Section 8. The special assessments herein provided for may
be paid by the person liable therefor in ten approximately equal
annual installments.but the owner of any property liable to such
assessment may within thirtydays from the date of determinJng
the amount assessed against his property pay the same in full _.
and --his property shall not be liable for any assessment for the
`cost: of such improvements., and bonds as hereinafter provided for
shall be issued for the amount of the cost of such improvements
remaining unpaid at the end of thirty days from the time such _
,-assessment is fixed.
Section 9. For the purpose of paying for the work and improve-
ments in this ordinance provided for,.the Board of Commissioners
are hereby authorized and directed to issue improvement bonds of
the City of Salina in an amount not to exceed the cost of such
improvement and to -run for a period of ten years and be payable
in ten approximately equal annual installments, together with
interest not to exceed five percent per annum which bonds shall
be issued and payable according to law; and for the purpose of
paying the principal and interest on said bonds as they severally
become due and payable, the Board of Commissioners shall apportion
and assess against the lots or pieces of land within the taxing

districts of such improvements, spec9al assessments covering the
cost of such improvements and .the apportionment therein contained
shall hold good for all -of the installments that are to be collected
from the specific property chargeable with said improvements. Such
assessment and apportionment ordinance shall contain the total
amount of tax apportioned to each tract.,. pie,ce_o"r'parcel-of land._
within the taxing district and. shall. -state the number of annual
installments in which such tax isto be collected; and thereafter
the City Clerk shall annually, at the same time other taxes are
certified certify to the County Clerk of Saline County,,..Kansas,

piece or parcels of land, which amounts shall include the annual
