3910 Levy Assessments• 32 ORDINANCE NO. 3910 k" rn• i Lt�h.ed-in-the__Sa1 na_Aournal. ____-- ----- -- - f-.-_-_.___193Q�._ AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina to pay the cost of curbing, guttering and paving Washington Avenue from the west line of Tenth Street to the east line ofLleventh Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas. Section 1. That for the purpose of paying for the cost of curbing, guttering and paving Washington Avenue from the west lire of Tenth Street to the east line of Eleventh Street in the City of Salina, Kansas, there are hereby levied and assessed on the property liable therefor, being all the lots and pieces of ground lying on either side of said street above mentioned for the distance improved as aforesaid to the center of the block, according to the appraised value of such lots and pieces of ground, without regard to the buidings or improvements thereon, special assessments covering the cost of such work and improvements, said special assessments being based on the special valuation and appraise- ment of said lots and pieces of ground heretofore made by three disin- terested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, which said appraisement is hereby referred to and made a part of this ordinance, and the several amounts levied, apportioned and assessed against such lots and pieces of ground for the purpose aforesaid are hereby found and determined to be as follows: WASHINGTON AVENUE FROM TENTH STREIT TO ELEVENTH STRE'E'T Morrisonts Third Addition N. 1/3 Lot 7, Block 5 ----------------------- 97.56 Middle 1/3 Lot 7, Block 5 ------------------- 97.56 S. 50 ft. Said amounts levied., apportioned. and assessed aforesaid shall be due and collectible in ten equal installment, the first becoming due with the taxes levied for the year 1930 and one of said installments falling due each and every year thereafte until all are paid., and all to be collected with in- terest as in this ordinance provided; FROVIDED HOWEVER, that the oymer of any piece of property liable for any such assessment may redeem his property from such liability by paying into the CitIT Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the cublication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said im- provements, and his projerty so paid on shall not thereafter be liable for any further assessments for the cost of said improve - mems, nor for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 42 per cent interest per annum on all of said installments there- in mentioned frow the date of the bonds, which ma7T be issued at the end of thirty days, as specified in the preceding section hereof, as by law irovided, to the time of collection of the last installment, as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the City Clerk of said city to annually, at the same ti -;e other taxes are certified, and until all of said assessments so apportioned and levied here- in have been certified, to certify to the `'ounty Clerk of Saline County, Kansas, a full list of all property liable to assessment and taxation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual installments of such special assessments to- gether with the interest for ^ne ,year at the rate of 425 per annum, on all unpaid balances of such assessments at the beginning of each such year as aforesaid, and such amounts so certified as herein r,rovided shall be placed. upon the tax roll by the County clerk of Saline County, Kansas and collected as all other taxes are collected. 34 Section 4.
