3908 Levy AssessmentsORDINANCE NO. 3908 (Published in the Salina Journal J 1930) AN ORDINANCE relating to and apuortioning and levying special assessments on certain lots and pieces of ground in the City of Salina to pay the cost of paving unpaved portion of Santa Fe Avenue from the north line of harsh Street to the south line f Otis Avenue in the City of Salina, Kalsas and relating to and providing for the collection and payment of such assessments. BE IT ORDAI &D by the Board of Commissi_nners of the Oity of Salina, Kansas: Section 1. Said amounts levied, apportioned and assessed, aforesaid, shall_ be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1930 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with in- terest as in this ordinance provided; PROVIDED HOIIEW"R, that the owner of any piece of prorerty liable for any such assessment may redeem his property from such liability by paying into the City Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the :ublication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said im- Nrovements, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said improvements, nor for any part of said bonds. Section 3. There is hereby further levied and assessed against each lot and piece of ground described in this ordinance 4? per cent interest per annum on all of said installments therein mentioned from the da e of the bonds, which may be issued at the end of thirty da, as specified in the preceding section hereof, as bar lava pro- vided, to the time of collection of the last installment, as pro- vided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are collected; and after the taking effect of this ordinance it shall be the duty of the �;ity Clerk of said city to annually, at the same time other . taxes are certified, and until all of said assessments so ap-eortioned and levied herein have been certified, to certify to the County Clerk of Saline County, Kansas, a full list of all prof -1 IT liable to assessment and taxation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, which amounts shall include the annual installments of such special assessments together with the interest for one year at the rate of 42 % per annum, on all unpaid balances of such assessments at the beginning of each such ,year as aforesaid, and such ariounts so certified as herein provided shall be placed_ upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected.
