3903 Levy AssessmentsORDINANCE NO. 3903 (Published in the Salina Journal 1930 ) t AN ORDINANCE relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina to pay the cost of curbing, guttering and paving Columbia Avenue from the south line of Ash Street to the north line of Iron Avenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments. Said amounts levies., apportioned and a ssessed afore- said shall be due and collectible in ten equal installments the first becoming due with the taxes levied for the year 1930 and one of said installments falling due each and every year thereafter until all are paid, and all to be collected with interest as in this ordinance pro- vided; PROVIDED HO`r:'EVER, that the ovner of any piece of property liable for any such assessment may redeem his property from such liability by paying into the city Treasury the entire amount chargeable against the same, as in this ordinance designated, at any time within thirty days after the publication of this ordinance and before the issuance of the bonds of said city in payment of the balance of said improve- ments, and his property so paid on shall not thereafter be liable for any further assessments for the cost of said i�Tiprovements, nor for any part of said bonds. Section 3. `there is hereby further levied and assessed against each lot and piece of ground described in this ordinance 42/ interest per annum on all of said installments therein mentioned from the date of the bonds, ,,hick may be issued at the end of thirty days, as specified in the preceding section hereof, as by lav:, provided, to the time of collection of the last installment, as provided by late, ,which said interest shall.. be collected annual y at the same time and in the same manner as said installments are collected; and after the taping effect of this ordinance it shall be the duty of the city clerk of said city to annually, at the same time other taxes are certified, and until all of said assessments so apportionec and levied herein have been certified, to ce0tify to the "ounty clerk of Saline County, Kansas, a full list of all property liable to assessment and.t axation for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of such lots and pieces of ground, .,-�hich amounts shall include the annual installments of such special assessments together with the interest for one year l0 at the rate of 42°, per annum, on all unpaid balances of such assess- ments at the beginning of each such year as aforesaid, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas and collected as all other taxes are collected.
