'.WHEREAS, the Board of Commissioners have heretofore ordered the owners of the property hereinafter described to lay water and sewer service pipes from the water and sewer mains in the streets abutting thereon at the back of the curb line in said streets, prior to the paving thereof, and MERFAS, notice was duly given by publication in the official city paper of said order and the owners of the property hereinafter described did not within 30 days after the last publication of said notice lay said service pipes and the city laid or caused the same to be laid, pursuant to Section 12-832 to 12-833 of the Revised Statutes of Kansas, 1923, and the cost thereof has been ascertained and remains unpaid by the property owners liable therefor; NOW THEREFORE, BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1.
