AN ORDINANCE providing for the construction of certain storm sewers
in the City of Salina to be designated as Storm Sewers No. 17
and 18 and providing for the issuing of improvement bonds to
pa7 the cost thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. Storm Sewer No. 17 That it is necessary and
it is hereby ordered that a storm sewer which is hereby designated
as Storm Sexier No. 17, together with all necessary inlets, con-
nections and other appurtenances be constructed in the �;itjt of
Salina along the following course, to -wit:
Elm Street.
Also commencing at a manhole in said sewer in the intersection
of Seventh Street and Pine Stree; thence north in Seventh Street
as a 15" sewer 260 feet to a manhole and thence north as a 12"
serer 165 feet to a manhole.
Also commencing at said manhole in that intersection of
Seventh Street and Pine Street, thence south in Seventh Street
as a 15" sewer 320 feet to a manhole.
Also commencing at a manhole in said sewer in the inter-
section of Eighth Street and Pine Street, t'ence south 203 feet
in Eighth Street as a 12" sewer to a manhole.
Commencing at the point of intersection of the westerly
bank of the Jmoky Hill 'River with the north line extending east
'
to Pine Street; thence west as a 54" sewer approximately 835 feet
to a manhole in the intersection of Pine Street and Front Street;
thence west in Pine Street as a 54't sewer 330 feet to a manhole
in the intersection of Pine Street and Second Street; thence west
as a 48" sewer approximately 2338 feet in Pine Street to Ninth
Street and south in Ninth Street to a manhole in the intersection
of Ninth Street and Bishop Street; thence south in Ninth Street
as a 42" sewer approximately 761 feet to a manhole in the inter-
section of Ninth Street and Elm Street; thence south as a 33"
sewer 260 feet in Ninth Street to Park Street and west in Park
Street 918.5 feet to a manhole in the intersection of Park Street
and Twelfth Street; thence west in. Patk Street as a 30" sewer
368 feet to a manhole in the intersection of Park Street and
Thirteenth Street; thence west in Park Street as a 24t' sewer

738 feet to a manhole in the intersection of Park Street and
College Avenue; thence north in College Avenue as an 18" sewer
352 feet to a manhole in the intersection of College Avenue and
Elm Street.
Also commencing at a manhole in said sewer in the intersection
of Seventh Street and Pine Stree; thence north in Seventh Street
as a 15" sewer 260 feet to a manhole and thence north as a 12"
serer 165 feet to a manhole.
Also commencing at said manhole in that intersection of
Seventh Street and Pine Street, thence south in Seventh Street
as a 15" sewer 320 feet to a manhole.
Also commencing at a manhole in said sewer in the inter-
section of Eighth Street and Pine Street, t'ence south 203 feet
in Eighth Street as a 12" sewer to a manhole.
Also commencing at a manhole in said sewer in the inter -
erection of Elm Street and Ninth Street; thence east in Elm Street
as an 18" sewer 240 feet to a manhole; thence east as a 15" sewer
198.5 feet to a manhole.
Also commencing at a manhole in said sewer in the intersection
of Park Street and Tenth Street, thence south in Tenth Street as a
15" sewer 245 feet to a manhole.
Also commencing at a manhole in said sewer in the intersection
of Park Street and Eleventh Street; thence south in Eleventh Street
as a 12" sewer approxi-ately 100 feet to a manhole.
Also commencing at a manhole in said sewer in the intersection
of Thirteenth Street and Park Street; thence north in Thirteenth
Street as an 18" sewer 347 feet to a manhole in the intersection
of 'Thirteenth Street and Elm Street.
Section 2. Storm Sewer No. 18. 'fhat it is necessary and it
is hereby ordered that a storm sewer which is hereby designated
as Storm Sewer No. 18, together with all necessary inlets, connections
and other appurtenances be constructed in the City of Salina along
the following course, to -wit:
Commencing at a manhole to be construction in Storm Sewer No. 17
in the intersection of Ninth Street and Bishop Street; thence west
in Bishop Street as a 27" sew -r 534 feet to a manhole in the inter-
section of Bishop Street and Eleventh Street; thence west in Bishop
Street as a 24" sewer 388 feet to a manhole in the intersection of
Bishop Street and Twelfth Street; thence west along the north side
of Bishop Street as a 24" sewer 359 feet to a manhole; thence west
along the north side of Bishop Street as a 21" se✓✓er 376 feet to a
manhole; thence west along the north side of Bishop Street as a 12"
sewer 259 feet to a manhole.
Also commencing at a manhole in said sewer in the intersection
of Twelfth Street and Bisho'. Street; thence south in Twelfth Street
as a 15" sewer 400 feet to a manhole.
Section 3. That on or before March 31st, 1930, the City
Engineer shall prepare and file in the office of the City Olerk
detailed plans and specifications for the construction of the storm
sewers provided for in Section 1 and 2 of this ordinance, with segment
block, vitrified, and concrete sewer pipe, and such other types of
sewers as said Engineer may deem advisable, and on or before the same
date shall prepare and file in the office of the City Clerk, under
oath, detailed estimates of the cost thereof. After such plans and
specifications and estimates of cost shall have been filed., as afore-
said, the City Clerk shall advertise, by advertisements published in
the of'-icial city paper for at least three consecutive days, for
sealed proposals for the building and construction of such storm
sewer, and at the ti e and place mentioned, the Board of Commissioners
may contract with the JOIATest and best responsible bidder therefor,
for the building and construction of such storm sewer, but the right
to reject any and all proposals shall be and the same is hereby re-
served, and any contract awarded for such work shah provide for the
furnishing by such contractor of performance and maintenance bonds,
and for a statutory bond, in amounts equal to the full cost of such
' work, which shall be approved by the board of Commissioners before
any such work shall be commenced.
Section 4. That for the purpose of paying the cost of such
improvements, the Board of (�orwnissioners shall issue improvement
bonds of the City of Salina, Kansas, in an amount not to exceed
the total cost of such work and improvements, to be payable in ten
approximately equal annual installments and to bear interest at not
to exceed 55:) per annum from the date of such bonds, and for the
nur_r)ose of paying such bonds and interest as they severally mature,
the Board of Commissioners shall annually levy a tax upon all real
and personal property in the City of Salina in an amount sufficient
to pay the annual i:-stallments of such principal and. interest, and
that pending the issue of such bond, temporary notes shall be issued
according to law, to pay the cost of such work.
Section 5. This ordinance shall take effect and be in force
from and after its publication in the official city paper.

Street; thence west in Bishop Street as a 27" sewer 634 feet
to a manhole in the intersection of Bishop Street and Eleventh
Street; thence west in Bishop Street as a ,.;4" sewer 318 feet
to a manhole in the intersection of Bishop Stibeet and Twelfth
Street; thence west along the north. side of Bishop Street as
a 24" t.ewer 359 feet to a manhole; thence west along the
north side of Bishop Street asa 21" sewer 376 feet to a man-
hole; thence west along the north side of Bishop Street as
a 12" sewer 259 feet to a manhole.
Also commencing; at a manhole in. said sewer in the
intersection of Twelfth Street and Bishop Street; thence
south in Twelfth Street as a 15" sewer 400 feet to a man-

Sect`.on 3. '-'hat on or befog e March "i1st, 1930, the
City Engineer shall prepare and file in the office of the
City Clerk detailed plans and specifications for the con-
struction of the storm sel-lrers Drovided for in Fecti cn 1 and
2 of this ordinance, with seg -hent block, vitrified, and
concrete sewer pipe, and -uch other tapes of sewers as said
Engineer may deem advisable, and on or before t:re same date
shall prepare and file in the office of the City Clerk, under
oath, detailed estimates of the cost thereof. After such
plans and specifications and estimates of cost shall have
been filed, as aforesaid, the City Clerk shall advertise, by
advertisements published in the official city paper for at
least three consecutive da?rs, for sealed proposals for the
building and construction of such storm sewer, and at the
time and place mentioned, the Board of Commissioners may
contract with the lowest and best responsible bidder therefor,
for the building and construction of such, storm sewer,
but the right to reject any and all proposals shall be
and the same is hereby reserved, and any contract awarded
for such work shall provide for the furnishing by such
contractor of performance and maintenance bonds, and for
a statutory bond, in amounts equal to the full cost of such
Work, which shall be approved by the Board of Commissioners
before any such work shall be commenced.
Section 4. That for the purpose of paying the cost
of such improvements, the Board of Commissioners shall issue
improvement bonds of the City of Salina, Kansas, in an amount
not to exceed the total cost of such work and improvements,
to be payable in ten approximately equal annual installments
and to rear interest at not to exceed 5o per annum from the
date of such bonds, and for the purpose of paying sueU bonds
and interest as they severally mature, the Board of Commissioners
shall annually levy a tax upon all real and personal property
in the City of Sal`na in an amount sufficient to pay the annual
installments of such principal and interest, and that pending
the issue of such bond, temporary notes shall be issued
according to law, to pay the cost of such work.
Section 5. This ordinance shall take effect and be in
force from and after its publication in the official city
paper.
