AN ORDINANCE providing for the issuance of Improvement Bonds of
the City of Salina, Kansas, in the sum of $34,287.75 to pay
the cost of repairing and reconstructing a certain part of
a certain sewer in the City of Salina, and repealing Ordinance
No. 3844 passed and approved, Larch 12, 1930.
'::HEREAS, pursuant to proceedings duly had according to law, and
as authorized and provided for by Ordinance No. 3760 fo the City
of Salina the work of repairing and reconstructing certain portion
of the main sewer in Ash Street in said city between Des Moines
Avenue and the Smoky Hill River has been completed and the City
Engineer's final estimate of the cost thereof, including engineer-
ing and incidental expense in connection therewith has been filed
and approved and the cost thereof has been found and determined
to be the sum of $34,287.75, for which general bonds of the City
of Salina, Kansas are to be issued according to law; NOVI THEREFORE,
BE IT CRDAIEED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That for the purpose of providing fund to pay the
cost of the improvements hereinbefore described there shall be and
there are hereby issued Internal Improvement Bonds of the City of
Salina, Kansas, in the total principal sum of 434,287.75 which
shall become due in twenty approximately equal annual installments
as follows:

All of said bonds to bear interest at the rate of 41 per cent
per annum payable semi-annually on the first days of r'ebruary and
August each year.
Section 2. Said bonds shall be exdcuted by the Mayor and shall
be at ested rythe City Clerk and the corporate seal of the City shall
he affixed thereto. Said bonds shall have attached thereto interest
coupons representing the interest thereon and said interest coupons
shall bear the fac-simile signatures of the Mayor and 8ity Clerk of
said city.
Section 3. Said bonds shall be in the form and shall contain
recitals substantially as follows:

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina, in
the County of Saline, State of Kansas, acknowledges itself to be
indebted and for value received hereby promises to pay to the
bearer the sum of
in lawful money of the United States of America, on the first day
of February 19 , with interest thereon from the date hereof
at the rate of four and one-half per cent per annum, payable semi-
annually on the first days of February and August in each ,year on
-presentation and surrender of the interest coui;,ons hereto annexed
as said coupons severally become due, bot# principal and interest
of this bond being payable at the office of the State Treasurer of
the State of Kansas, in the City')of Topeka, Kansas. And said City
of Salina, Kansas, is held and firmly bound by these presents and
the full faith, credit and resources of said city are hereby
irrevocably pledged for the payment of said principal and interest
at maturity.
This bond is one of a series of 40 bonds of like date and
tenor, excepting denomination and maturity, aggregating the principal
sum of $34,287.75, issued by the City of Salina, Kansas for the
purpose of paying the cost of repairing and reconstructing certain
sewers in said city, by the authority of and in full compliance
with the provisions, restrictions and limitations of the constitution
and laws of the State of Kansas, including Sections 12-617, 12-613;
13-1013, 13-1018 of the Revised Statutes of Kansas 1923, and amendments
thereto, and Chapter 114 of Laws of 1929, and all other provisions of
the laws of said state applicable thereto, and this bond and a 11 of
the other bonds of this series, and all interest thereon are to be
paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions
and things required to be done and to exist precedent to and in the
issuance of this bond h,,ve been properly done and performed and do
exist in due and regular form and manner as required by the Consti-
tution and laws of the State of Kansas, and that the total indebted-
ness of said city, including this series of bonds, does not exceed
any constitutional or statutory limitation.
IN WITNESS WHEREOF., the said City of Salina, Kansas, has executed
this bond by causing it to be signed by its Mayor and its corporate
seal to be hereto affixed, attested by its City Clerk, and the coupons
hereto attached to be signed with the fac-simile signatures of said
officers, and this bond to be dated the first day of February 1930.

Section 4. The Mayor and City Clerk are hereby authorized
and directed to prepare and execute the bonds hereinbefore de-
scribed and to advertise and sell the same in the manner provided
by law, and when duly executed and registered, to deliver said
bonds to the purchaser or purchasers thereof, on receipt of the
purchase price.
Section 5. The full faith, credit and resources of the City
of Salina, nansas, shall be, and the same are hereby irrevocably
pledged for the prompt payment of said bonds and all interest thereon.
The Board of Commissioners of the City of Salina, Kansas shall
annually make provision for the payment of the principal and interest
on said bonds as the same become due by levying taxes and assessments
upon the prorerty liable therefor as provided by law.
Section 6. That Ordinance No. 3844 passed and approved March 12,
1930, be and the sane is hereby repealed.
Section 7. This ordinance shall take effect and be in force
