AN ORDINANCE authorizing and providing for the issuance of Improve-
ment Bonds of the City of Salina, Kansas in the sum of $141,671.07,
to pay the cost of constructing certain storm sewers in said city.
WHEREAS, pursuant to proceedings duly had according to law contracts
have been let and performed for the construction of certain improve-
ments in the City of Salina, Kansas, to -wit:
Storm Sewers Nos. 9, 10, 11, 12, 15 and 16; and
WHEREAS, the total cost of said improvements has been ascertained,
according to the final estimates of cost prepared by the City Engineer
and duly filed in the office of the City Clerk, the total cost of
such storm sewers so ascertained, being hereby determined and found
to be the sum of 6141,671.07, for which bonds shall be issued as here-
inafter provided, NOW THEREFORE
BE IT ORDAINED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That for the purpose of providing funds top ay the
cost of the improvements hereinbefore described, there shall be issued
and hereby are issued Internal Improvement bonds of the City of Salina,
Kansas in the total principal sum of $141,671.07, which issue shall
consist of 142 bonds numbered from 1 to 142 inclusive, all dated October
lst, 1929 and which shall become due serially in denominations as
follows:
No. 1 for $671.07 due October 1st, 1930
Nos. 2 to 8 inclusive for $1000 each, due October lst, 1930
Nos. 9 to 15 inclusive for $1000 each, due October 1st, 1931
Nos. 16 to 22 inclusive for $1000 each, due October 1st, &932
Nos. 23 to 29 inclusive for $1000 each, due October lst, 1933
Nos, 30 to 36 inclusive for $1000 each, due October 1st, 1934
Nos. 37 to 43 inclusive for $1000 each, due October lst, 1935
Nos. 44 to 50 inclusive for $1000 each, due October lst, 1936
Nos. 51 to 57 inclusive for $1000 each, due October lst, 1937

All of said bonds shall bear interest at the rate of 44 per cent per
annum, payable semi-annually on April 1st and October 1st in each year.
Section 2. Said bonds shall be executed by the Mayor and shall
be attested by the City Clerk, and the corporate seal of the city shall
be affixed thereto. Said bonds shall have attached hereto interest
coupons representing the interest thereon and said interest coupons
shall bear the fac-simile signatures of the Mayor and City Clerk of
said city.
Section 3. Said bonds shall be in the form and shall contain
recitals substantially as follows:

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina in the
County of Saline, State of Kansas, acknowledges itself to be indebted
and for value received hereby promises to pay to the bearer the sum of

in lawful money of the United States of America, on the first day of
October 19 , with interest thereon from the date hereof at the rate
of four anT-three-fourths per cent (441) per annum, payable semi-annually
on the first days of April and October in each year, on presentation and
surrender of the interest coupons hereto annexed as said coupons severally
become due, both principal and interest of this bond being payable at the
office of the State Treasurer of the State of Kansas, in the City of
Topeka, Kansas. And said City of Salina, Kansas is held and firmly
bound by these presents and the full faith, credit and resources of said
city are hereby irrevocably pledged for the payment of said principal
and interest at maturity.
This bond is one of a series of 142 bonds of like date and tenor,
excepting denomination and maturity, aggregating the principal sum of
$141,671.07, issued by the City of Salina, Kansas, for the purpose of
paying the cost of constructing certain storm sewers in said city by
the authority of and in full compliance with the provisions, restrictions
and limitations of the conditution and laws of the State of Kansas,in-
cluding Sections 12-617 to 12-618 of the Revised Statutes of Kansas 1923,
and all amendments thereof, and all other provisions of the laws of said
state applicable thereto, and this bond and all other bonds of this
series, and all interest thereon are to be paid by the City of Salina,
Kansas.
And it is hereby declared and certified that all acts, conditions
and things required to be done and to exist precedent to and in the
issuance of this bond have been properly done and performed amd do
exist in due and regular form and manner as required by the Constitution
and laws of the State of Kansas, and that the total indebtedness of said
city, including this series of bonds, does not exceed any constitutional
or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed
this bond by causing it to be signed by its Mayor and its corporate seal
to be hereto affixed, attested by its City Clerk and the coupons hereto
attached to be signed with the fac-simile signatures of said officers,
and this bond to be dated this first day of October, 1929.

Section 4. The Mayor and City clerk are hereby authorized and
directed to prepare and execute the bonds hereinbefore described and
to advertise and sell the same in the manner provided by law, and,
when duly executed and registered, to deliver said bonds to the pur-
chaser or purchasers thereof, on receipt of the purchase price.
Section 5. The full faith, credit and recoureds of the City of
Salina, Kansas, shall be, and the same are hereby irrevocably pledged
for the prompt payment of said bonds and all interest thereon. The
Board of Commissioners of the City of Salina, Kansas, shall annually
make provision for the payment of the principal and interest on said
bonds as the same become due by levying taxes and assessments upon
the property liable therefor as provided by law.
