3778 Issue GO BondsORDINANCE N0. 3778 (Published in the Salina Journal 9j 1929) AN ORDINANCE authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $89,479.15, to pay the cost of improving certain streets and alleys in said city. WHEREAS, pursuant to proceedings duly had according to law, contracts, have been let and performed for the construction of the following street improvements in said city: Curbing and guttering Second Street from the north line of Elm Street to the south line of NortFi Street., Paving Republic Avenue from the east line of Fifth Street to the east line R P=F S reet. Paving Washington Avenue from the west line of Eleventh Street to the west line of Twelfth SEreet. Curbing, guttering and paving Highland Avenue from the south line of Beloit Avenue to the north line ofCla`l1n Avenue. Curbing, guttering and paving Oakdale Avenue from the south line of Gypsum Avenue to Kenwood Park bridge.. Curbing, guttering and paving Gypsum Avenue from the east line of Ohio Street to the west line of Delaware Street. Curbing, guttering and paving of Eleventh Street from the north line of Ash Street to the south line of-7a—r— tree Paving of the alley running north and south between, and parallel with Santa Fe Avenue ancTSeventh Street from the north line of Mulberry to a point 225 feet south of the south line of Walnut Street. - Curbing, guttering and paving Fifth Street from the ncr th line of Elm Street to the south line of NorEF Stree .. Curbing, guttering and paving Tenth Street from the north line of Elm Street to the south line of Bishop SE 1. Curbing, guttering and paving Eleventh Street from the south line of Crawford Avenue to the north line of Frost Street., Curbing, guttering and paving Oakdale Drive from the south line of Walnut Street to the entrance to Oakdale Park., Curbing and guttering Phillips Street from the south line of Washington Avenue to the north line of Prescott Avenue; and. WHEREAS, the total cost of said improvements has been ascertained, and the total portion thereof to be paid by a general tax to be levied upon all the taxable property within said city for the improvement of squares and areas formed by the crossing of streets and alleys, and for the improvement of any of said streets where the same is through or adjacent to property of the city for which the city is liable, and for which bonds shall be issued as hereinafter provided, has been ascertained and is hereby determined and found to be the sum of $23,176.12; and WHEREAS, the portion of said street improvement to be paid by special assessment levied upon the lots and pieces of ground liable for the payment of said street improvements has been ascertained and is hereby found and determined to be the sum of $87.008.33, which said last amount has been heretofore duly assessed and apportioned to the. several lots and pieces of ground on such streets liable therefor, payable in ten equal installments, according to law, and as provided in the ordinances of the City of Salina relating thereto duly passed and approved, of which amount the sum of $20,705.30 has been paid by the property owners liable therefore leaving a balance for which bonds are to be issued in the sum of $66,303.03; NOW THEREFORE BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: M Section 1. That for the purpose of providing funds to pay the cost of improvements hereinbefore described, there shall be issued and hereby are issued Internal Improvement Bonds of the City of Salina, Kansas, in the total principal sum of $89,479.16 said issue shall consist of 90 bonds numbered from 1 to 90 inclusive, all dated August lst, 1929, and shall b ecome due serially in de- nominations as follows: No. 1 for $479.15 due August 1st, 19230. Nos. 2 to 9 inclusive for $1000 each, due August lst, 1930 Nos. 10 to 18 inclusive for $1000 each, due August 1st, 1931 Nos. 19 to 27 inclusive for $1000 each, due August 1st, 1932 Nos. 28 to 36 inclusive for $1000 each, due August lst, 1933 Nos 37 to 45 inclusive for $1000 each, due August lst, 1934 Nos. 46 to 54 inclusive for $1000 each, due August lst, 1935 Nos. 55 to 63 inclusive for $1000 each, due August lst, 1936 Nos. 64 to 72 inclusive for $1000 each, due August 1st, 1937 Nos. 73 to 81 inclusive for $1000 each, due August lst, 1938 Nos. 82 to 90 inclusive for $1000 each, due August ist, 1939 All of said bonds shall bear interest at the rate of 4-.1% per annum payable semi-annually on February lst and August lst in each year. Section 2. Said bonds shall be executed by the Mayor and shall be attested by the City Clerk, and the corporate seal of the city shall be affixed thereto. Said bonds shall have attached hereto interest coupons representing the interest thereon and said interest coupons shall bear the fac-simile signatures of the Mayor and City Clerk of said city. Section 3. Said bonds shall be in the form and shall contain recitals substantially as follows: 0 UNITED STATES OF AMERICA STATE OF KANSAS COUNTY OF SALINE CITY OF SALINA No, $ INTERNAL IMPROVEMENT FUND KNOW ALL MEN BY THESE PRESENTS, That the City of Salina, in the County of Saline, State of Kansas, acknowledges itself to be indebted and for value received hereby promises to pay to the bearer the sum of Dollars in lawful money of the United Sues of America, on the first day of August 19 , with interest thereon from the date hereof at the rate of four and one-fourth per cent (44/) per annum, payable semi-annually on the first days of February and August in each year, on presentation and surrender of the interest coupons hereto annexed as said coupons severally become due, both principal and interest of this bond being payable at the office of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas. And said City of Salina, Kansas is held and firmly bound by these presents and the full faith, credit and resources of said city are hereby irrevocably pledged for the payment of said principal and interest at maturity, This bond is one of a series of 90 bonds of like date and tenor, excepting denomination and maturity, aggregating the principal sum of $89,479.15, issued by the City of Salina, Kansas for the purpose of paying the cost of improving certain streets and alleys in said city, by the authority of and in full compliance with the provisions, restrictions and limitations of the constitution and laws of the State of Kansas, including Sections 10-101 to 10-115, 12-601 to 12-610 of the Revised Statutes of Kansas 1923, and all amendments thereof, and all other provisions of the laws of said state applicable thereto, and this bond and all of the other bonds of this series, and all interest thereon are to be paid by the City of Salina, Kansas.
