Ali URDIiVANCE providing for the repair and reconstruction of a certain
sewer in Ash Street between Des Moines Avenue and Smoky
Hill River, and for the payment of the cost thereof by the
City at large, and for the issuance of general improvement
bonds to pay such cost.
WhEhEAS, it appears to the Board of Commissioners of the City of
Salina, from the report of the City Engineer, that certain portions
of the sanitary sewer in Ash Street, between Des Irloines Avenue and
the Smoky Hill hiver are in need of repairs or reconstruction; and
WHEREAS, said sewer'serves a substantial portion of the City of Saling
and in the opinion of the governing body it is necessary to repair or
reconstruct the same in accordance with the engineers report, and in
the opinion of the governing body the cost of such repairs and recon-
struction should be born by the City at large, and that improvement
bonds of the city should be issued to pay such cost;
BE IT OhDAiivED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1. That that portion of the sanitary sewer lying in
Ash Street between Des koines hvenue and the Smoky Hill River in the City
of Salina, Kansas be repaired or reconstructed to such extent as may be
necessary.
Section 2.
What the City Engineer of the City of Salina shall
and he is hereby directed, to prepare and file in the office of the City
Clerk on or before august 12th, 1929,.detailed plans and specifications of the
work necessary to be done in the repair or reconstruction of said sewer and to
file on or before said date, under oath, a detailed estimate of the cost of
such work.
Section 3. That after such plans and specifications are filed,
and approved by the Board of Commissioners, the City Clerk shall and he is
hereby authorized and directed to advertise, by advertisement published
for three consecutive days in the official city paper, for sealed proposals
for the fonstruetion of such work according to the plans and specifications
of the City Engineer. Said sealed proposals to be opened at the time and
place fixed in said notice, and at such time the board of Commissioners may
let a contract for such work to the lowest and best bidder, but the Board
of Commissioners hereby reserve the right to reject any and all proposals for
any cause, and if not responsible bid shall be received for such work within
the estimated cost thereof as det,_ mined by the City Engineer, the board
of �;Ommiss ior.ers may proceed to do such work under the direction of the City
Engineer, and within such estimated cost, and in either event, after the
completion of said work, the City Engineer shall file with the Board of
gommissione rs a detailed statement of the cost of such work.
Section 4. That the cost of the work provided for in this ordinance
shall be paid by the city at large and that there shall be issued and sold
in the manner provided by law, general ic;provement bonds of said city in
an amw nt equal to the cost of such work, which shall include a reasonable
amoz nt for engineering and incidental expenses.

Section 5. This ordinance shall take effect and be in force
from and after its publication in the official city paper.
