The salaries of any city officers or employees as are not specifically mentioned in this ordinance shall remain as now fixed by ordinance, and whenever it is necessary to employ any person in any department whose wages are not specifically fixed in this ordinance, including all common labor, the wages of any such employee shall be such as may be fixed by the City Manager and as may be allowed and paid from time to time by the Board of Com- missioners; provided, that if by agreement the salary or wages paid to any officer 7 employee is reduced from the amount hereby fixed or theretofore in effect, the amount so agreed upon, when allowed and paid bs= the Board of Commis- sioners and accepted by the officer or employee shall be in full payment for his services.
