AN ORDTN.'AICE relating to persons engaging in the business of nlunbing in the City
of Salina; requiring plumbers certificates for such persons and creating a
Board of Examiners of Plumbers, defining the duties, pourers and authority
of such Board, and providing a penalty for the violation of such ordinance.
BE TT ORDATNED by the Board of Con-aissioners of the City -of Sali-na, ua.nsas;
Section 1. Pliumberts Certificate Required: No person shall engage in or work
at the business of plumbing, either as a master plumber, employing plumber or as
jo, rne;rrnan dumber in the City of Salina, Kansas, unless and until a certificate
has been obtained by him therefor as provided for and in accordance with the pro-
visions of this ordinance, or after any such certificate has been revoked as pro-
vided for in this ordinance.
Section 2. Examination by Board: Any person desiring to enc-arre in or work
at the business of i-rlumbing, either as a master plumber, employing plumber or
journeyman pliuiber in the City of Salina shall make application to the Board of
Examiners hereinafter provided for, and. shall at such time and nla(-,e as said Board
may designate be compelled to pass such examination as to his qualifications as said
Board may direct, which examination may be :Wade in whole or in part in writing, and
shall be of A. practical and elementary character, but sufficiently strict to test
the qualifications of the applicant,
Section 3. Board of Examiners; appointment; terms; compensation: There
shall be in the City of Salina a Board of Examiners of Plumbers consisting of three
members, one of which shall be the Chairman of the Board of Health who shall be ex-
officio chairman of the Board of Examiners; a second member %,rho shall be a ,;,aster
plumber, and a third member who shall be a journeyman plumber, said second and
third members shall be an ointed by the *payor and approved by the Board of Com-
missioners of the Cit -,r of Salina, .-vhlch appointment shall be for a term expiring
on the firat day of P,ay following the effective date of this ordinance, and such
members shall thereafter be appointed annually before the .first day of May for terms
of one year from the first d.e,r of I,,a,r in the year of their apr ointr^ent. The members
of said noard shall receive as compensation such sum as the Bo -:rd of Commissioners may
hereafter designate and appropriate for such purpose from the treasury of said city.
Section 4. Times and places for examination; what examination shall cover;
certificate; fees : Said Doard of Examiners shall, as soon as may be ai' ,er'Mei r

of all applicants desiring to engage in or work at the business of plurribinc within
their jurisdiction. Said Board shall examine said applicants as to the practical
knowledge of nl unbir_g, house drainage, and :)lumbing ventilation, and, if satisfied
of the competency of such applicants, shall thereupon issue a certificate to such
applicant, authorizing hi -,a to engage in or work at the business of Llu-robing, either

members of said board shall receive as compensation such sum as the Board of Com-
missioners may hereafter designate and appropriate for such purpose from the treasury
of said city.

certificate; fees: Said Board of Examiners shall, as soon as may be after their
appointment, meet, and shall then desi;,nate the ti; es and places for examination
of all applicants desiring to engage in or work at the business of nlixiibing with-
in their Psera=�_*� jurisdictions Said board shall examine said applicants as to
the nractical knowledge of plumbing, house drainage, and plumbing ventilation, and,
if satisfied of the competency of such applicants, shall triereupon issue a certi-
ficate to such applicant, authorizing him to engage in or work at the business of
plunbi.ng, either as master plumber or employing plariber or as a journeyman plumber.
The fee for a certificate for a .raster plumber or employing plumber shall be five
dollars; for a journeyman plumber it shall betwo dollars. Said certificate shall
be valid and have force throughout the state; and all fees received for said certi-
ficate shall be paid into the treasury of the city.
Section 5. Rules and Regulations: All plumi:ers shall be ,overned by the
ordinances of the City of Salina relative to plumbing and by such rules and regula-
tions as may be pro+Tided for by ordinance and for any violation of the provisions
of any such ordinance. the certificate in this ordinance provided for, which may

Sectic,n 6. Violation and Penalty: Any person who sh.11 violate any provision
of this ordinance shall be guilty of a misdemeanor and shall be punished by a fine
of not less than 0.00 nor more than '50.00 for each and every violation thereof,
and each day upon which any such violation shall continue, and each act constituting
a violation, shall be deemed to be separate and distinct offenses.
Section 7. This ordinance shall take effect and be in force upon its pu.blica-
tion in the official city paper,
